M. on December 20, 1976. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner A. A. McClanahan Commissioner Julian L. Stenstrom Commissioner Gordon T. Meyer City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowtes City Clerk H. N. Tamm, Jr. Absent: Police Chief Ben E. Butler The meeting was called to order by the Chairman. Request submitted from Ernest'iThorne., d/b/a Tanguery Lounge and Supper Club, Inc. to continue zoning for sale of alcoholic beverages for consumption on premises at 300 Sanford Avenue and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, same was approved. Request submitted from Kenneth W. McIntosh, Attorney, for an exempt license for a Going Out of Business Sale for Sanford Furniture Company, 300 East First Street. Commissioner McClanahan moved to authorize same. Seconded by Commissioner Meyer and carried. The City Manager reported that he had been asked to be on a panel for a three day seminar, February 15 - 17, 1977 at the University of Florida TREEO Center in Gainesville. Commissioner McClanahan moved to authorize the City Manager to attend. Seconded by Commis- sioner Morris and carried. Commissioner McClanahan moved to authorize the City Manager to enter into an arrange- ment with Everett Harper for water and sewer service to 711 and 709 Sarita Street, with pay- ment as follows: a. $2400 by 12/24/76. b. $1950 within 30 days, and execute a note for same. c. $550 each, as building permits are taken out o'n three remaining lots. Seconded by Commissioner Meyer and carried. Wayne Heasley, Watson and Company, Architects, appeared to submit several schematics of the City Hall in an "L" shape design, with single story City Commission chambers and pub- lic lobby located south of the administrative office wing. Commissioner Stenstrom moved to adopt the original plan, with the administrative offices, public lobby and City Commission chambers in one line, without any superficial changes, !and break up the long line effect with different shading of the exterior skin. Seconded by !iCommissioner McClanahan. Motion failed to carry over dissenting votes of Mayor Moore, Com- !missioner Morris, Commissioner Meyer and Commissioner McClanahan. Commissioner Morris moved to accept Design #3, with the City Commission chambers located on the first floor, south of the administrative offices., and the public lobby on the first floor, under the ::second floor administrative offices. Seconded by Commissioner iiMeyer and carried over dissenting votes of Mayor Moore:iand Commissioner Stenstrom. ',?! Mt. Seconded by Commissioner McClanahan and carried. The City Manager reported on progress on closing the sanitary landfill at the San- ford Airport, and recommended utilizing the Seminole County landfill. Commissioner Morris moved to close the Airport landfill effective December 20, 1976, and contract for use of the Seminole County solid waste facilities. Seconded by Commissioner Meyer and carried. Commissioner McClanahan moved to authorize ~the City Manager to pursue acquisition of whatever portion of property he is successful in negotiating for a landfill site. Seconded by Commissioner Stenstrom and carried. There being no further business, the meeting was adjourned. MAYOR ATTEST jd
