The City Commission ~f the City of Sanford, Florida, met in Special Session in
the City Hall in the City of Sanford, Florida, at 12:00 o'clock Noon on December 22, 1976.
Present: Mayor-Commissioner Lee P. Moore
Commissioner John G. Morris
Commissioner A. A. McClanahan
Commissioner Julian L. Stenstrom
Commissioner Gordon T. Meyer
City Manager W. E. Knowles
City Clerk H. N. Tamm, Jr.
Absent: City Attorney C. Vernon Mize, Jr.
Police Chief Ben E. Butler
The Chairman called the meeting into session to canvass the returns of the Municipal
Run-Off Election held on December 21, 1976, for the purpose of electing one City Commissioner
for a term of office of four years, commencing on the first Tuesday after the first Monday
in January, 1977.
Returns made by the Clerk and Inspectors of the election were examined and the ab-
sentee ballots opened and examined by the City Clerk and the City Commission and recorded
as follows:

Commissioner Stenstrom moved that the returns of the Clerk and Inspectors of the
Run-Off Election held December 21, 1976 be accepted and the absentee ballots be approved as
recorded. Seconded by Commissioner McClanahan and carried.
Thereupon, E. O. (Eddie) Keith, Seat No. 2, City Commission, was certified as duly
elected to the office, for a term to commence on the first Tuesday after the first Monday in
January, 1977.
Commissioner Morris moved to pay the poll workers for the December 21, 1976 Run-
Off General Election at the rate of $28 for the Inspectors and $33 for the Clerk. Seconded
by Commissioner Stenstrom and carried.
Commissioner Stenstrom'moved to meet for the Organizational Meeting Tuesday, Janu-
ary 4, 1977 at 7:00 o'clock P. M. Seconded by Commissioner McClanahan and carried.
The City Manager reported that Sidney M. RiChard, Jr., Director of Utilities, had
submitted his resignation, effective January 12, 1977. Commissioner McClanahan moved to

authorize the City Attorney to prepare a resolution and to obtain a plaque for presentation
to Mr. RiChard. Seconded by Commissioner Stenstrom and carried.
Commissioner Meyer moved to authorize the City Manager to proceed with a mini-park
on East Seventh Street, and to obtain appraisals of the property. Seconded by Commissioner
Stenstrom and carried.
There being no further business, the meeting was adjourned.
