The City Commission of the City of Sanford, Florida, metin regular session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on December 23, 1976.

The meeting was called to order by the Chairman.
The first item of business was the awarding of plaques and resolutions to Police
Sergeant Russell W. Tench, retired, and Director of Utilities Sidney M. RiChard, Jr., resigning
from the City of Sanford.
Said resolutions being in words and figures as follows:
RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
COMMENDING SIDNEY M. RICHARD, JR. FOR HIS
YEARS OF FAITHFUL SERVICE TO THE CITY OF
SANFORD, FLORIDA, AS DIRECTOR OF ~THE UTILITY
DEPARTMENT. ~
WHEREAS, Sidney M. RiChard, Jr. is leaving his position as Utility
'Director of the City of Sanford, FlOrida, on JanUary 12, 1977, to assume a
position with the CitYof N~w Smyrna Beach, Florida, and
WHEREAS, Sidney M. RiChard, Jr. has faithfully served the City
of Sanford for fourteen and one-half years, having first been employed by the
City of Sanford as a Sewer Plant Operator on July 25, 1962, and
WHEREAS,"Sidney M. RiChard, Jr. was appointed as Sewer Plant
Superintendent on October 1, 1964, and through hard work and devotion to duty
was appointed as Director of the Utility Department on October 1, 1967, and
WHEREAS, Sidney M. RiChard, Jr. is one of a small number of
men in the State of Florida who is certified Class A Water Plant Operator and
Class A Waste Water Plant Operator, and
WHEREAS, through the leadership of Sidney M. RiChard, Jr. and
the untiring efforts of'the persOnnel of his DePartment, ~i the Department of Health
and Rehabilitative'services, State of Florida, awarded Class A ~ratingS~for the
operating performances of the~City's Water Treatment Plant and Waste Water
Treatment Plant. for the-year 1974, the first time that one City in the State of
Florida has received both Class A ratings for the same year, and
WHEREAS, under the direction of Sidney M. RiChard, Jr. and
through the outstanding work of his personnel the City's Waste Water Treatment
Plant received an Honor award in 1975 in accordance with the standards set
by the Florida Pollution Association Safety Committee.
NOW THEREFORE, BE IT RESOLVED that the City Commission

of the proceedings of the City Commission.

RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
COMMENDING RUSSELL W. TENCH FOR HIS YEARS
OF FAITHFUL SERVICE TO THE CITY OF SANFORD
AS A LAW ENFORCEMENT OFFICER.
WHEREAS, Russell W. Tench retired from his position of a Police
Sergeant with the City of Sanford Police Department on October 7, 1976, and
WHEREAS, Russell W. Tench served the Police Department for a
period of twentY-eight years, having joined the Police Department on June 28,
1948, and
WHEREAS, through diligent services and dedication to duty Russell
W. Tench achieved the rank of Sergeant in 1949 and became qualified through
training for finger print identification and custodian of the records of the Police
Department, and
WHEREAS, the services of Russell W. Tench will be sorely missed
by the Police Department and the citizens of the City of Sanford.
NOW THEREFORE, BE IT RESOLVED that the City Commission of
the City of Sanford, Florida, hereby commends Russell W. Tench for his
twenty-eight years of service to the Police Department of the City of Sanford,
,~Florida, and the citizens of the City of Sanford, Florida, and
BE IT~FURTHER RESOLVED that the. original of this Resolution be
presented to Russell~W. Tenchand a copy~of same be entered in the Minutes of
the proceedings of the City Commission.

A public hearing was held in accordance with notice published in the Evening Herald
on December 17, 1976, as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on December 27, 1976, to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as fol-
lows:
A portion of that certain property lying between 26th Street
and Lemon Street and between Sanford Avenue and N. Carolina
Avenue is proposed to be rezoned from RC-1 (Restricted Commer-
cial) District to GC-2 (General Commercial) District. Said
property being more particularly described as follows:
Lots 1, 2, 3, 4, 5, 8, 9 and 12, Block 5, A. B.
Russell's Addition to Fort Reed, Plat Book 1, page
97, Public Records of Seminole County, Florida.
Ail parties in interest and citizens shall have an opportunity
to be heard at said hearing.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning.
The Planning and Zoning Commission submitted a recommendation to rezone the prop-
erty as advertised.
Frank Whigham, Attorney, representing~JOhn Adams, owner~Of property at 2605 South
Sanford Avenue, appeared to support the reZOning.
Omby H. Franks, owner of property at 2601 SoUth SanfOrd Avenue, appeared to support
the rezoning.
Commissioner Stenstrom moved to authorize the City Attorney to prepare the proper
ordinance to rezone the property as advertised. Seconded by Commissioner Morris and carried.
Request submitted from Don Reynolds, Principal, Seminole High School, to change
the name of Ridgewood Avenue to Victory Lane, in honor of this year's football team.
The City Manager reported that Ridgewood Avenue appears on all plats, legal descrip-
tions, references in deeds and other official records; and that confusion results for a vari-
'able time period when changing addresses, letter heads, telephone directories, insurance
i:~policies, city directories; and recommended not to change the name.
Commissioner McClanahan moved to authorize the City Manager to work out a solution
!With Don Reynolds to put a special sign or billboard on Ridgewood Avenue, delineating it as
iVictory Lane, but to leave the official name Ridgewood Avenue.

Request submitted from Anthony J. Russi, President, Sanford Rotary Club, for free
use of the Civic Center for a Rotary District Institute Meeting on January 8, 1977. Commis-
sioner Stenstrom moved to authorize same. Seconded by Commissioner Morris and carried over
the dissenting vote of Commissioner McClanahan.
Recommendations dated December 17, 1976 submitted from the Planning and Zoning
Commission, as follows:.
1. Recommend approval of the rezoning of Lots 1, 2, 3, 4, 5,
8, 9, & 12, Blk 5, A. B. Russell's Addition to Ft. Reed,
PB 1, Pg 97, from RC-1 to GC-2. ( Lot 8 of this recommendation
was a tabled item from the Dec.* 2, 1976 meeting of P & Z.)
Recommend approval of the conditional use in the SC-3 zone,
300 Sanford Ave. for the sale of alcoholic beverages for
consumption on premises. (Ernest Thorne)

Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00.o'clock P. M.-on December 27, 1976, to consider the adoption of
an ordinance by the City of Sanford, Florida, as follows:
ORDINANCE NO. 1371
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
TO ANNEX WITHIN THE CORPORATE AREA OF THE CITY
OF SANFORD, FLORIDA, UPON ADOPTION OF SAID
ORDINANCE A PORTION OF THAT CERTAIN PROPERTY
LYING BETWEEN SARITA STREET AND BRIARCLIFFE
STREET AND BETWEEN MARSHALL AVENUE AND GRENADA
AVENUE, IN ACCORDANCE WITH THE VOLUNTARY
ANNEXATION PROVISIONS OF CHAPTER 171.044, LAWS
OF FLORIDA, 1975.
WHEREAS, there has been filed with the City Clerk of the City
of Sanford, Florida, a petition containing the name of the property owner in the
area described hereinafter requesting annexation to the corporate area of the
City of Sanford, Florida, and requesting to be included therein; and
WHEREAS, the Property Appraiser of Seminole County, Florida,
having certified that there is one property owner in the area to be annexed and
that said property owner has signed the petition for annexation; and
WHEREAS, it has been determined that the property described
hereinafter is contiguous to the corporate area of the City of Sanford, Florida,
and it has further been determined that the annexation of said property will not
result in the creation of an enclave, and
WHEREAS, the City of Sanford, Florida is in a position to provide
municipal services to the property described herein, and the City Commission of

said petition and to annex said property.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE
CITY OF SANFORD, FLORIDA:
SECTION 1. That that certain property in Seminole County, Florida,
described as follows be~and the same is hereby annexed to and made a part of the
City of Sanford, Florida, pursuant to the voluntary annexation provisions of
Chapter 171.044, Laws of Florida, 1975:
The East one-half of Lot 19, Lot 20 and Lot 21, Block 11,
Dreamwold, according to the Plat thereof as recorded in '~
Plat Book 3, Pages 90 and 91 of the Public Records of
Seminole County, Florida.
SECTION 2. That upon this ordinance becoming effective, the
residents and property owner in the property described herein shall be entitled
to all the rights and privileges and immunities as are from t'ime to time granted
to residents and property owners of the City of Sanford, Florida, and as are
further provided in Chapter 171, Laws of Florida, 1975, and shall further be
subject to the responsibilities of residence or ownership as may from time to
time be determined by the governing authority of the City of Sanford, Florida,
and the provisions of said Chapter 171, Laws of Florida, 1975.
SECTION 3. That this ordinance shall become effective immediately
upon its passage and adoption.
~ A copy shall be available at the Office of the City Clerk for all
persons desiring to examine the same.
Ail parties in interest and citizens shall have an opportunity to
be heard at said hearing.

Commissioner Stenstrom moved on its passage and adoption. Seconded by Commissioner

On motion of Commissioner Stenstrom, seconded by Commissioner McClanahan and carried,

was introduced and placed on its first reading and read in full.
On motion of Commissioner McClanahan, seconded by Commissioner Stenstrom and carried,
minutes of December 8 and 20, 1976, were approved.
On recommendation of the City Manager, Commissioner Morris moved to write off account
receivable of Drage Industries, Inc., in amount of $230.82, and Earle Cummings, Drage Indus-
tries, Inc., in amount of $241.50, said company being bankrupt. Seconded by ~ommissioner
McClanahan and carried.
The City Manager reported that only one bid had been submitted on December 21, 1976
for supplying a surveillance airplane under LEAA grant and recommended to reject the bid and
re-advertise. Commissioner s,tenstrom, mov. ed ,to authorize Same. :Seconded by; Commissioner
Morris and carried.
On recommendation of the City Manager, Commissioner McClanahan moved to authorize
purchase in amount of $557, from Renewal and Replacement:~FUnd., for air testing equipment and
self contained breathing gear for use in the sewer division. Seconded by Commissioner Morris
and carried.
. On recommendation of the City Manager, Commissioner Morris moved to authorize salary
reclassifications as follows'
Norman Chavers, from Laborer C to D - $6,737.68 annual.
Robert Lee Robinson, from Recreation Superintendent C to D - $7,624.22 annual.
Herman B. Brown, from Fireman C to D - $9,457.86.
Seconded by Commissioner Stenstrom and carried.
The City Manager submitted estimated costs to develop East-side parks under Open
Space grants as follows:
Celery Avenue Site improvements $ 87,764.~
Seventh and Orange - land (estimate) 23,000.
Seventh and Orange - improvements 12 ~000.
Total $122. 764.

Commissioner McClanahan moved to proceed with appraisals and obtaining the property at Seventh
and Orange for an amount up to $23,000, and to make necessary adjustments by cut backs in
the Celery Avenue Park. Seconded by Commissioner Morris and carried.
Commissioner McClanahan moved to designate the name of the park at Ninth Street and
Poplar Avenue as the "Coastline Park". Seconded by Commissioner S~enstrom and carried.
Commissioner Morris moved to authorize the City Attorney to prepare an ordinanCe
to amend Ordinance No. 1291, regarding flood insurance regulations, and to authorize a public
hearing to consider same. Seconded by Commissioner McClanaha'n and carried.
The City Attorney reported that Court Costs had been assessed to the City in amount
of $279 in case of Lester M. Cox vs. City of Sanford, et al. On motion of Commissioner Mc-
Clanahan, seconded by CommissiOner M°rris~and carried, payment was authorized.
Statement in amount of $1,354.70 submitted from the City Attorney for services ren-
dered from August 3, 1976 through December 23, 1976 in Seminole County Jail Fire lawsuits.
On motion of Commissioner McClanahan, seconded by Commissioner Morris and carried, payment
was authorized.
Commissioner McClanahan moved to authorize an extension to February 1 for penalty
provision for purchase of Animal Control Tags. Seconded by Commissioner Morris and carried.
Commissioner McClanahan moved to authorize the City Manager to make an offer to
purchase approximately 80 acres of property, West of the City, for a landfill, with a contingent
provision for an appraisal and for approval by the Florida Department of Environmental Regu-
lations. Seconded by Commissioner Morris and carried.
The City Manager was authorized to advertise for bids for furnishing gas and diesel
fuel for the City.
