HomeMy WebLinkAbout010477-Special Organizational M :'MINUTES City Commission, Sanford, Flor~da~ - January f+ at 7:00 P.M. 1977 MIDSTATE LEGAL SUPPLY COMPANY The City Commission of the City of S~nford, Florida, met in Special Organizational Meeting in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on January 4, 1977. Present: Mayor-Commissioner Lee P. Moore Commissioner John G.Morris Commissioner A. A. McClanahan Commissioner Julian L. Stenstrom Commissioner Gordon T. Meyer City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tatum, Jr. Police Chief Ben E. Butler Commissioner-Elect E. O. Keith The meeting was called to order by the Chairman. Letter submitted from J. W. Hickman, offering his property at First Street and Sanford Avenue for use as a city park, and offering to supply material for a sprinkler system for the city to install. The City Manager reported the property would need to be filled and seeded, and shrubbery planted. Commissioner McClanahan moved to decline the offer. Seconded by Commissioner Meyer and carried. Seconded The City Manager reported that the Economic Development Administration had requested a representative of the City to be present at a meeting in Atlanta on January 11, 1977 at 10:30 A. M., regarding an application, submitted from the Downtown Development Committee. Commissioner Meyer moved to authorize Mayor Moore to attend and represent the City. Seconded by Commissioner Stenstrom and carried ..... · The City Manager submitted a report, prepared by an. Ad Hoc Committee of the Legis- lative Delegation, stating that double taxation does exist in Seminole County. On recommen- dation of the City Manager, Commissioner McClanahan moved to authorize the City Attorney to prepare a resolution to petition Seminole County to develope appropriate mechanisms to finance activities for services rendered specially for the benefit of property or residents in unin- corporatedareas of the county, by taxes, special assessments or service charges levied upon residents.and 'property in said areas~or remit' the identified cost of such services to the city.~ Seconded by Commissioner Stenstrom and carried. Commissioner Stenstrom moved to authorize a city policy on payment of tap fees as follows: 1. 2. Developers can get a construction tap. The tap fee shall be paid prior to occupancy of any type. Any variance to come before the City Commission for~approval. Seconded by Commissioner McClanahan and carried. Commissioner McClanahan moved to authorize the City Manager to make an offer to purchase approximately 80 acres of property on Paola Road for a landfill, contingent upon: 1. Department of Environmental Regulation approval for landfill purposes. 2. Test borings. 3. Hydrologist's and geologist"s reports· 4. Appraisal· ~ Seconded by COmmissioner Stenstrom and carried. commissioner McClanahan moved to authorize the City Manager to obtain the necessary tests on the landfill site. Seconded by Commissioner Meyer and carried. Commissioner:Stenstrom moved to nominate Dave Fart to the Regional Sewer Plant Study Committee. Seconded by Commissioner McClanahan and carried. The City Clerk then administered the Oath of Office to Mayor-Commissioner-Elect Lee P. Moore, Commissioner-Elect Julian L. Stenstrom and Commissioner-Elect 'E. 'O. (Eddie) Keith; each signed the Oath and Acceptance of Office and was seated respectively, as Mayor- Commissioner and Commissioners, of the City of Sanford, Florida. The Mayor then presentad a plaque and a resolution-of commendation to outgoing Commissioner Gordon T. Meyer. ~Said resolution being in words and figures as follows: RESOLUTION NO. 1219 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, COMMENDING GORDON' T, MEYER FOR HIS OUTSTANDING SERVICE AS A CITY COMMISSIONER OF THE CITY OF SANFORD, FLORIDA. WHEREAS, GORDON T. MEYER has served as a City Commissioner . of the City of Sanford, Florida, from January 6,~ 1970 .to January 4, 1977, and WHEREAS, GORDON T. MEYER has now completed his term as a member of the City Commission of the City of Sanford, and WHEREAS, GORDON T. MEYER, in the performance of his duties as a member of the' City Commission has worked diligently and unselfishly for the betterment and welfare of this City and its people; has devoted to such services time and effort far above and beyond the call of du~y, and it is the privilege and desire of the present City Commission to express proper recognition and appreciation to this member for the conscientious service devoted to the City. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the sincere commendation and appreciation of the City Commission both for itself and for the people of this community, be and the same is hereby expressed to GORDON T. MEYER for his outstanding contribution in public service, and that a plaque be given him as a token .of such commendation and appreciation. BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the City Commission and a copy hereof delivered to GORDON T. MEYER. Wa~e Heasley, Watson and Company, Architects, next submitted a revised design develo ment plan and a modified floor plan for the new City Hall. Co~issioner Stenstrom moved to approve same. Seconded by Co~issioner Morris and carried. Mayor Moore designated Co~issioner Stenstrom to be Acting Mayor, during his absence from the City on January 10, 1977.
