City Commission of the City of Sanford, Florida, met inSpecial Session in the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on January 14, 1977. .Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris ~,: ~:Commissioner Julian L. Stenstrom Commissioner A. A. McClanahan Commissioner .Eddie O. Keith City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. 'Absent:' Police Chief Ben E. Butler The meeting was called to o~der by the Chairman. The Mayor reported that the City had received, from the U. S. Department of Commerce, Economic Development Administration, an offer of Grant, dated January 5, 1977, in the amount of $1,795,525 to construct a City Hall. Commissioner McC'lanahan moved to authorize the Mayor to execute a proper acceptance for said Local Public Works Project No. 04-51-00399. Seconded by Commissioner Stenstrom and carried. Commissioner Stenstrom moved to designate the Atlantic National Bank of Sanford as the depository for direct deposit of Project No. 04-51-00399 grant funds. Seconded by Commis- sioner Keith and carried. Commissioner McClanahan moved to designate City Manager W. E. Knowles as Local Public Works Coordinator, and City Engineer Mack LaZenby as alternate. Seconded by Commissioner Stenstrom and carried. Commissioner Stenstrom moved to authorize City Manager W. E. Knowles and Finance Director H. N. Tamm to execute form 1194 to draw on letter of credit. Seconded by Commissioner McClanahan and carried. On motion of Commissioner Keith, seconded by Commissioner Stenstrom and carried, iithe City Manager was authorized to obtain federal flood insurance for the proposed City Hall ]proj'ect, and to authorize the City Attorney to provide a title opini~ on the project site. Commissioner McClanahan moved to authorize the City Attorney to prepare a resolution, supporting Sheriff Polk and the Seminole County Commission in seeking funds for construction of a new county jail at Five Points. Seconded by Commissioner Keith and carried. On motion of Commissioner McClanahan, seconded by Commissioner Stenstrom and carried, the City Manager was authorized to take to EPA in Atlanta schedules of compliance with stipu- lations in the NDES permit for discharge of effluent from the City's wastewater treatment plant.
