.The :City Commission of the City of Sanford, Florida, met in regular session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on January 24, 1977.

The meeting was called to order by the Chairman.
The first item of business was the awarding of a plaque to Assistant Fire Chief
Sid Gailey, in recognition of 25 years service to the City.
A public hearing was held to consider condemnation of 12 structures or buildings
on Report Nos. 77-762 through 77-773, Group 44, and in accordance with notices authorized
at meeting of January 10, 1977.
The Chairman announced that the Commission would hear from any property owner or
representative thereof. A review of each individual report was as follows:

The Mayor submitted a letter from Sidney Vihlen, owner of property at 314 West
Third Street, Condemnation Report No. 77-766, stating he plans to bring the property up to
code.
A representative of Isiah Akens, owner of property at 1807 West 15th Street, Con-
demnation Report No. 77-769, was present.
A representative of Lethan Williams, owner of property at 1013 Oleander, Condemna-
tion Report No. 77-771, was present and stated the owner wants the costs for the City to
remove the structure.
After consideration, Commissioner McClanahan moved that finding the buildings under
Report Nos. 77-762 through 77-772 to be unsanitary, unsafe and delapidated, that said struc-
tures be condemned and the owner given a notice of 90 days in which to repair or give just
cause why same has not been repaired or demolished; and after 90 days to authorize the City
to demolish the structures and levy a lien against the property for said removal. Seconded

Tom Rumberger, Attorney for 46-A Environmental Protection Association, next appeared
1977
to speak against the proposed landfill operatiOn on 46-A.
Those appearing in opposition were as follows:
Ernest Southward, Lake Mary, .Florida.
Frank Davis, New Upsala Road, Route 3, Box 254, Sanford, spoke about the cost of
operation and upkeep of machinery for a landfill operation.
Velma Adair, Oregon Avenue, questioned why they had not been notified.
Horace Paul, Oregon Avenue, protested the "secrecy" surrounding the dump.
Ivan Nettles, Route 1, Oregon Avenue, questioned if they would get any tax relief
when the value of theiri:property went down; and stated they should have been notifed.
Joe Bojanowski, Route 1, Box 254B, on 46-A,.stated his property is in the center
of the pit, and that a test boring had been made in his back yard, leaving a four
inch wide by ten foot deep hole.
Harry Adair, Oregon Avenue, questioned the possible pollution of water wells located
near the proposed Sanford Landfill.
Bill Leffler, Attorney, questioned the possible pollution of water wells.
Gary Massey,~ City Attorney, Lake Mary, stated Lake Mary had not been notified of
this as they should have been; and questioned whether the city was adhering to the
Comprehensive Land Development Plan.
Commissioner Bill Kirchoff, District 5, representing the Seminole County Commis-
sion, stated that Seminole County will wOrk with the City, on. an equal basis with
every other city in Seminole County using the county dump.
The Mayor stated that the proposed landfill had been discussed at meetings open to
the public, and that there had been no attempt at secrecy.
Commissioner Morris moved to table consideration of the proposed sanitary landfill
until February 14, 1977. Seconded by Commissioneri~Stenstrom and carried.
Amos Jones, Executive Director, Seminole Community Action, 1400 West Eighth Street,
stated he was present to answer questions about Seminole Community Action and his letter to
the Commission, and to request reconsideration of an appointment to the Board of Directors.
On motion of Commissioner McClanahan, seconded by Commissioner Morris and carried,
requests for time extensions on condemnations were approved as follows:

Commissioner McClanahan moved to approve the appointments as recommended by the Central Exam-
ining Board. Seconded by Commissioner Morris and carried.
The City Manager submitted a Mobile Patrol Proposal regarding parity pay for the
fire department, and same was tabled until February 14, 19.77, for further information on
cost factors.
On motion of Commissioner Stenstrom, seConded by Commissioner Morris and carried,
minutes of January 4 and 10, 1977 were approved.
On recommendation of the City Manager, Commissioner McClanahan moved to authorize
payment of statement in the amount of $i,685.47 from Alley and Alley, Attorneys, for services
rendered during October and November, 1976; and to terminate services with this firm. Seconded
by Commissioner Keith and carried.
The City Manager reported on a federal plan whereby houses, owned by the Housing
and Urban Development Administration, which had been on the market for a cert.ain length of
time and deemed unsellable, would be deeded to persons meeting income requirements who would
be required to improve and repair the structures and live in them a certain length of time.
The City Manager was authorized to discuss same with Tom Wilson, Executive Director, Sanford
Housing Authority.
A public hearing was h~ld to consider filing a pre-application and application
for an open space grant, for ~improvements to the West Fifth Street park area, and to acquire
and develop a park in the South-east quadrant of the City. The City Manager was authorized

On recommendation of the City Manager, Commissioner McClanahan moved to authorize
two clerk-typists for police records updating, to be funded by anti-recession funds for six
months. Seconded by Commissioner Morris and carried.
The City Manager reported that the City will receive the 201 Grant of $262,587.51
for sewer system evaluation, with matching City share of $87,529.16.

Commissioner McClanahan moved to undertake both projects, With Lake Avenue the first priority,

On recommendation of the City Manager, Commissioner Stenstrom moved to authorize
the City Manager to obtain flood insurance for the proposed City Hall. Seconded by Commissionerl
McClanahan and carried.
The City Manager submitted tabulations of bids for an airplane to be purchased under
LEAA grant; playground equipment, chain link fencing, and lighting material, to be purchased
under open space grant; and for gasoline, diesel fuel, water pipe and fittings, as follows:

The City Manager reported that a deferred compensation pension plan is available
through ICMA-RC, and that some department heads and supervisors had expressed an interest
in it. On motion of Commissioner Stenstrom, seconded by Commissioner Keith and carried,
the City Manager was authorized to proceed to have the City qualified in the plan.
Commissioner Stenstrom moved to authoriz~ payment, from Open Space,Grant, in amoUnt
of $20,706 for Lots 6, 7, 8 and 9, Block .9, 'Tier F, Town of Sanford, Plat Book 1, page 56,
for a mini-park at Seventh Street and Orange Avenue.
