The first item of business was the 'awarding of 25 year service plaques as follows: Police Chief Ben Es Butler Parks Department laborer Bennie Payne Request submitted from Dr. Lewis J. Edgemon to close and vacate part of an East- West alley abutting Lot 5, Block 1, San Carlos Subdivision, lying between First Street and Seminole Boulevard and between Mellonville Avenue and vacated San Carlos Avenue. Commissioner McClanahan moved to authorize a public hearing to be held on March 14, 1977. to consider same. Seconded by Commissioner Morris and carried. Request submitted from Lonnie Mitchell, owner, for a 90 day time extension for 1607 Mulberry, Condemnation Group 43, Report No. 76-757. On recommendation of the Minimum Housing Code Inspector and on approval of the City Manager, Commissioner Morris moved to autho- rize same. Seconded by Commissioner McClanahan and carried. Requests submitted from the ~owntown Development Corporation as follows: a. For waiver of Building Codes requirements pertaining to structural supports on public property. b. For Commission approval and written endorsement that the Downtown improvement project is in accord with the City's w'i*has, and that it is not in conflict with the City's Comprehensive Land Plan. On recommendation of the City Manager, Commissioner Stenstrom moved to waive building codes prohibiting structural supports on public property, for buildings in the downtown area, subject to approval of the construction plans by the Building Department. Seconded by Com- missioner Keith and carried. 'ii Commissioner Morris moved to authorize the Mayor to execute a statement that the planned project of the Downtown Development Corporation is in compliance with the City of ~'Sanford 's Comprehensive Land Plan. Sanford Museum- Library submitted from Mrs. Irene K. Brown. Commissioner Morris moved to accept same with regrets, and to authorize a letter to Mrs. Brown to express appreciation for her service. Seconded by Commissioner Stenstrom and carried. Commissioner Stenstrom moved to appoint Mrs. Helen Fitts to the Board of Directors of the Henry S. Sanford Museum-Library. Seconded by Commissioner McClanahan and carried. Request submitted from Charlie Hampton d/b/a City Cab, for a taxi-caB license to operate a 1972 Pontiac 4-door. Commissioner McClanahan moved to authorize same, subject to taxi-cab license requirements. Seconded by Commissioner Stenstrom and carried. On motion of Commissioner McClanahan, seconded by Commissioner Morris and carried, Ordinance No. 1375, entitled: AN ORDINANCE .OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION 18-20 OF THE CODE OF THE CITY OF SANFORD, FLORIDA, SAID SECTION PERTAINING TO THE PARKING OR STORING OF RECREATIONAL VEHICLES ON STREETS AND PRIVATE RESIDENTIAL PROPERTY, SAID AMENDMENT TO AUTHORIZE TEMPORARY OCCUPANCY OF RECREATIONAL VEHICLES OUTSIDE OF MOBILE HOME PARKS FOR A PERIOD NOT TO EXCEED THREE WEEKS UPON SPECIAL PERMISSION ISSUED BY THE CITY" MANAGER. was introduced and placed on its first reading and read in full. On motion of Commissioner Stenstrom, seconded by Commissioner Keith and carried, Ordinance No. 1376, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, TO ANNEX. WITHIN THE CORPORATE AREA OF THE CITY OF SANFORD, FLORIDA, UPON ADOPTION OF SAID ORDINANCE A PORTION OF THAT CERTAIN PROPERTY LYING WEST OF U. S. HIGHWAY 17-92, AND SOUTH OF LAKE MARY BOULEVARD, IN ACCORDANCE WITH THE VOLUNTARY ANNEXATION PROVISIONS OF SECTION 171.044, FLORIDA STATUTES (1976). ~iwas introduced and placed on its first reading and read in full. The next item of business was discussion of Parity Pay for Fire Department personnel. ~The City Manager submitted supportive information regarding roving patrols. After discussion, Commissioner Stenstrom moved to authorize Fire Department personnel to be paid an annual salary equal to Police Department personnel, to be effective October 1, 1977. Seconded by Commissioner McClanahan and carried. Seconded by Commissioner McClanahan and carried. Commissioner Morris moved to authorize a renewal of work contract with the City Manager. Seconded by Commissioner Keith and carried. The City Manager reported that the Seminole County Commission has notified several cities they would meet with them separately to discuss double taxation. On recommendation of the City Manager, Commissioner Stenstrom moved to have all the City Commissions in the County meet jointly with the Seminole County Commission, in addition to separate meetings between the County Commission and each City Commission. carried. Seconded by Commissioner Morris and Commissioner Morris moved to authorize the City Manager to accept appointment to the Legislative Committee of the Florida League of Cities, Inc. Stenstrom and carried. Seconded by Commissioner The Commission declined the offer to purchase two lots on the Southeast corner of the intersectinn of Celery Avenue and Sanford Avenue. On recommendation of the City Manager, Commissioner Stenstrom moved to authorize payment of statements from Watson and Company, Architects, as follows: Statement dated February 21, 1977 for re-design services for a new City Hall in amount of $13,074.89. M. 19.77 The City Attorney reported on a legislative delegation hearing as follows: (1) Opposed a bill to annex pockets of property completely surrounded by the City, without a referendum vote. (2) Requested the proposed language to clarify Florida Statutes on double taxation. (3) Receptive to other governmental entities having to comply with building codes of the City in which each entity is situated, and asked for more information regarding specific instances. The-City Attorney reported that two small summary claim suits, by the City, had been carried as far as possible without getting a levy assessed, etc., and recommended not to pursue them further. Commissioner Morris moved to authorize same. Seconded by Commis- sioner Keith and carried over the dissenting vote of Commissioner McClanahan. Commissioner Stenstrom reported that he had talked to local FHA Brokers and that there were no homes available in Sanford to be processed under the FHA Homestead Program. The City Manager was authorized to contact the Tampa District Office to confirm this informa- tion. The City Manager and City Clerk were authorized to contact local veterinarians to set up a program for the sale of City dog tags at their offices.
