Commissioner McClanahan moved to reject same· Seconded by Commissioner Keith and carried. Requests submitted from G. Troy Ray, Seminole County Tax Collector, for refund of City taxes as follows: a. Vernice W. DeBose in amount of $16.44, Receipt 10126, Lot 7, Block 10, Tier 13, Seminole Park. b. Wilbert C. or Frances E. Dreschler in amount of $42.89, 1976 Certificate No. 111. Commissioner Morris moved to authorize same. Seconded by Commissioner McClanahan and carried. Request submitted from Almeda F. Williams, owner, for a time extension to demolish the building at 304 Cypress, Condemnation GrOup 43, Report No. 76-761. On recommendation of the Minimum Housing Code Inspector and on approval of the City Manager, Commissioner McClanahan moved to authorize a 90 day time extension. Seconded by Commissioner Keith and carried. Recommendations dated March 4, 1977, submitted from the Planning and Zoning Commis- sion as follows: 1. Recommend approval of .the rezoning from GC-2 to MI-2, the Sunstand property on west side of Persimmon Ave. & W. 3rd St. Recommend approval of the change to the Zoning Ordinance, Sanitary Landfill in AD, Agricultural District, amended as follows: To have a Public Hearing when site development plan is presented for review by P & Z. Recommend that parking on south side of W. 13th St., between Lake:Ave, and Pomegranite be eliminated. Note: The Staff feels that the maximum of 9 years should not be considered on this recommendation. The Planning and Zoning Board is also the City of Sanford local Land Planning Agency, which is required by F.S. 163.180 to have staggered terms of office as determined by ,the local governing body. Commissioner McClanahan moved to authorize a public hearing to be held April 11, 1977 to consider Item (3) above. Seconded by Commissioner Keith and carried. Commissioner McClanahan moved to authorize the City Attorney to prepare the proper ordinance to amend the City Code to change terms of membership of Planning and Zoning Board members as recommended in Item (4) above. Seconded by Commissioner Morris and carried. The City Clerk reported that the installation of 12 street lights at ~he ent~aace o~ ~idden Lakes had been completed at a ~otal cost o~ ~5~210.62, and ~equested the Comis- sion to authorize transfer from Contingency in amount of $3,063.30 for material. On motion of Co~issioner Morris, seconded by Co~issioner McClanahan and carried, same was authorized. Letter submitted by Bettye D. Smith in resignation from the Board of Trustees of the General Henry S. Sanford Museum-Library. Commissioner Morris moved to accept same with regrets, and to authorize a letter to Mrs. Smith in appreciation of her service to the City. Seconded by Commissioner McClanahan and carried. Seconded by Commissioner Keith and carried. The City.Manager reported approval of an amendment to Community Development Block grant for purchase of park at Seventh Street and Orange Avenue. Tom Wilson, Executive Director, Sanford Housing Authority, was present to explain the Homesteading Program for middle income families. He stated that there are 12 prOperties~ in Sanford which qualify for this program at the present time. Commissioner Morris moved to authorize City Engineer Mack LaZenby to attend a seminar on solid waste recovery systems, sponsored by U.S. Environmental Protection Agency, Office of Solid Waste, Resource Recovery Division, in Washington, D.C., on April 28 and 29, 1977~ Seconded by Commissioner McClanahan and carried. On recommendation of the City Manager, Commissioner McClanahan moved to authorize $500 per month increase to City Engineer Mack LaZenby, for a six month period until Septem- ber 30, while he is Acting Utility Director. Seconded by Commissioner Morris and carried. Commissioner McClanahan moved to purchase $1,000,000 single limit with $500 deducti- ble insurance coverage for the Police Surveillance Aircraft at a cost of $1,522.12 per year. Seconded by Commissioner Keith and carried. On recommendation of the City Manager, Commissioner McClanahan moved to authorize the City Attorney to prepare the proper ordinance to require owners, operators, or tenants of commercial property to keep same free of trash, weeds, refuse, etc. Seconded by Commis- sioner Keith and carried. Commissioner McClanahan moved to authorize the City Manager to attend legislative sessions in Tallahassee for two weeks. Seconded by Commissioner Morris and carried. Commissioner Keith asked for a report from the Director of Recreation on possible use of the ballfields at Pinehurst for slow pitch softball. Harold Christensen suggested putting a screen around the park at Park Avenue and Eighth Street to protect the school children who use it, and same was taken under adviSement.
