The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on March 28, 1977.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with Planning and Zoning Commission notice
published in the Evening Herald on February 18, 1977 as follows:

That property described as: Begin 1,429.4 feet east of the inter-
section of the south line of St. Gertrude Avenue (SR 46) with the
Northerly line of the A.C.L. Railway; run east 453.6 feet; south to

Commissioner McClanahan moved to authorize same.

Recommendation dated March 18, 1977 submitted from the Planning and Zoning Commission
as follows:
1. Recommend approval of the rezoning of the north ~ of Blk 8, Tr 13, south of

WHEREAS, there has been filed with the City Clerk of the
City of Sanford, Florida, a petition containing the names of the property
owners in the area described hereinafter requesting annexation to the
corporate area of the City of Sanford, Florida, and requesting to be
included therein; and
WHEREAS, the Property Appraiser of Seminole County,
Florida, having certified that there are two property owners in the area
to be Rnnexed and that said property owners have signed the petition for
annexation;.and
WHEREAS, it has~been determined that the property described
hereinafter is reasonably compact and contiguous.to the corporate area
of the City of Sanford, Florida, and it has further been determined that
the annexation of said property will not result in the creation of an enclave;
and
WHEREAS, the City of Sanford, Florida, is inca position to provide
municipal services to the property described herein, and the
City Commission of the City of Sanford, Florida, deems it in the best
interest of the C~y to accept said petition and to annex said property.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE' OF ~,.
THE CITY OF SANFORD, FLORIDA:
SECTION 1. That that certain property in Seminole County,
~ Florida,-described as follows be and-the, same is hereby annexed to and
made a part of the City of Sanford, Florida, pursuant to the voluntary
annexation provisions of Section 171,044, Florida Statutes (1976):

Estates, according to the Plat thereof as
recorded in Plat Book 6,.Page. 92, Public
Records of Seminole County, Florida.
SECTION 2. That upon this ordinance becoming effective,
the residents and property owners in the property described herein shall
be entitled to all the rights and privileges and immunities as are from time
to time granted to residents and property owners of the City of Sanford,
Florida, and as are further provided in Chapter 171, Florida Statutes
(1976), and shall further be subject to the responsibilities of residence
or ownership as may from time to time be determined by the governing
authority of the City of Sanford, Florida, and the provisions of said
Chapter 171, Florida Statutes (1976).
SECTION 3. That this ordinance shall become effective
immediately upon its passage and adoption.

The City Manager was authorized to discuss with Paul Smith, petitioner, the annexa-
tion of the aforesaid property. ~.

The Mayor~:stated that "No Parking" signs had been erected on Summerlin Avenue from
Celery Avenue to Forrest~Drive, upon'~reeommendation of the Polica Chief~'.CitY'"Engimeer:and'-

Petitions submitted from persons requesting parking~to~be permitted on the East
side of Summerlin Avenue between Celery Avenue and Forrest Drive~ ~nd't~be eliminated from
the West side of Summerlin Avenue between~the railrOad~R6d~20th Street.
L. K. Majors, 1902 South Summerlin Avenue, mtm~.~dhe wants the parking left on the
East and West side. ~
Bill Back, 1918 Summerlin Avenue, stated he wants parking eliminated on both-sides.
Marie Sundvall, owner, 1917 Summerlin, stated the street looked nice. and clean
with no parking on Summerlin Avenue, but that the speed of vehicles had increased, and asked
for signs to reduce the speed limit~
Norvil Angle, 1819 Summerlin Avenue, stated that residents on the East side of
Summerlin Avenue have no driveways.
R. L. Heller, 1910 Summerlin Avenue, asked the Commission to leave "No:Parking"
signs up and put up "25 Mile Per Hour" speed signs.
Ervin Schreiber, 1914 Summerlin Avenue, stated that the only accidents he had

seen had involved vehicles parked on the street, and that a smooth flow of
traffic was needed.
Joe Ervin, 1813-Summerlin Avenue, ~asked where ~they were supp-osed: to park when the
"No Parking" signs are put up.-,
Eugene Sheely, 1901 .Summerli-n Avenue~ statedhe wants "No Parking" signs on both
sides of Summerlin Avenue.
Mary Cramer, 1903~Summe~l. in Avenue,. asked if they can Park on the 'easement or
parkway.
Commissioner McClanahan moved to permit parking On the.,East side, and'to eliminate
parking on the West side of Summerlin Avenue from the railroad to 20th Street. Seconded
by Commissioner Keith and carried over the dissenting vote of Mayor Moore.
Nikke Sundvall, 1917 Summerlin Avenue, asked :for:ghe speed to be reduced.
On recommendation of the City Staff and the City Manager~:Commissioner Stenstrom
moved to authorize the Recreation Department to use the Pinehurst Park for slow pitch soft-
ball, for a trial season this year. Seconded by Commissioner Keith and carried.
On recommendation of the City Manager, Commissioner Stenstrom moved to authorize
the City Manager to authoriZe payments from the Local Public Works City Hal! Grant Fund for
statements from Williams Development Company, Contractor, after approval of the estimate
?~by Watson and Company, Architects. Said Statements to be submitted to the City Commission
~for approval at the following meeting. Seconded by Commissioner McClanahan and carried.

The City Manager reported estimated costs for advertising for the city-wide clean-
iUp campaign from April 1 to MaY 15, ~ould be as follows:

The City Manager was~authorized to have information regardi'ng'the clean-rip, campaign printed
on water bills, if the cost was not over $200 to $250. ~ . ;~ ~ ' ~ ~
The Commission approved a luncheon meeting wi~hthe Sanford Housing Authority on
April 8, to discuss the U.S. Housing and Urban Development homest'eading plan. ~.
On recommendation of the 'City Manager, Comm~S~sfoner~Stenstrom moved to approve
the agreement and to authorize the City Attorney to prepare a resolution t'oset~p a deferred
compensation plan under ICMA-RC. Seconded by Commissioner McClanahan and carried.

The'City Manager"reported:that'prOperty'at 1013*Orange"Aven~ei C6~demnation Report
75-723, had been damaged by a fira~ and asked if the Cbmm±ssion wanted to change the policy
on this structure which is-encroaching on the,neighbor~s~property. The CommiSsion felt they
could take no action on the encroachment.
The City Attorney stated that Monroe Harbour is obligated to furnish insurance
naming the City as co-insurer for any.liability on the five blocks of the Marina which they
lease. ~ -
On recommendation of the City Manager, Commissioner Stenstrom moved to authorize
