A public hearing was held to consider condemnation of 18 structures or buildings on Report Nos. 77-774 through 77-791, Group 45, in accordance with notice authorized at meeting of May 10, 1977. The Chairman announced that the Commission would hear from any property owner or representative thereof. Adams Jenkins Realty Jenkins Realty Seminole County Seminole County & Estelle Johnson Seminole County Mrs. Fredrica Story, owner, 1105 East Eighth Street, Condemnation Report No. 77-775, stated she wants to repair the structure. Letter submitted from Joel Field, Qwner, 228 West 19th Street, Condemnation Report No. 77-776, stating he wants to repair the house. The Minimum Housing Code Inspector reported that the structure at 1200 Mangoustine Avenue, Condemnation Report No. 77-779, had been demolished. The Minimum Housing Code Inspector reported that the structure at 511 Hickory Avenue, Condemnation Report No. 77-782 had been demolished by city crews at the owner's request. Henry McAlister, owner, 1229 West 13th Street, Condemnation Report No. 77-785, stated he needs time to decide whether or not he will repair the structure. The Minimum Housing Code Inspector reported that the improvements have been made to the structure at 200 North Laurel Avenue, Condemnation Report No. 77-786, W. A. Adams, owner, and requested it be removed from the Condemnation list. The Minimum Housing Code Inspector reported that the property at 513 East Sixth Street, Condemnation Report No. 77-789, is under new ownership, that the owners are demolish~ City~ ,Commission, Sanford, l~lOrida May 23 at 7: 00 P.M. .19 77 The Minimum Housing Code Inspector reported that the structure behind 513 East Sixth Street was partially on private property, and partially on Seminole County property, and that it is being demolished. The Minimum Housing Code Inspector reported that the property at 1112 West 12th Street is owned by Seminole County, and that the tenant has lived there rent and tax free since the property was foreclosed by Seminole County for unpaid taxes. Commissioner McClanahan moved to delete from condemnation proceedings those struc- tures covered by Reports Nom. 77-779, 77-782, and 77-786,~ Seconded by Commissioner Morris and carried. After consideration, Commissioner McClanahan moved that finding the buildings under Report Nos. 77-774 through 77-778, 77-780 through 77-781, 77-783 through 77-785 and 77-787 through 77-791 to be unsanitary, unsafe and delapidated, that said structures be condemned and the owner given a notice of 90 days in which to repair or give just cause why same has not been repaired or demolished; and after 90 days to authorize the City to demolish the structures and levy a lien against the property for said removal. Seconded by Commissioner Stenstrom and carried. Commissioner McClanahan moved to remove from table, a public hearing to consider closing, vacating and abandoning the North-South alley lying between French Avenue and Laurel Avenue and between Bayard Street and 25th Street; abutting Lots 1 through 10, Block 8-A, Dreamwold 2nd Sec., and Lots 11 through 26, Block 8, Dreamwold. Seconded by Commissioner Morris and carried. The City Manager reported that Florida Power and Light authorities had said a power pole located in the alley could be moved three feet, at a cost of about $1,500; but the problem was not the location of the pole, but carelessness of the drivers, and further, recommended not to close the alley. Commissioner McClanahan moved to authorize the City to install protective rails on public property in the alley to keep vehicles from damaging private property abutting Seconded by Commissioner Keith and carried over the dissenting vote of Mayor the alley. Moore. Sid Galley, 2506 Laurel Avenue, abutting property owner, stated he felt Kentucky Fried Chicken should put up a fence across the back of their p~operty. Commissioner McClanahan moved to deny the request to close the alley. Seconded by Commissioner Stenstrom and carried. Stenstrom. Motion failed to carry over dissenting votes of Commissioner Stenstrom, Commis- sioner McClanahan and Commissioner Keith. Commissioner McClanahan moved to accept the low bid of LEB Manufacturing Company in amount of $4~290. Seconded by Commissioner Stenstrom and carried over dissenting vote of Commissioner Morris. Commissioner Morris introduced Resolution No. 1229, and after being read in full, moved on its adoption. Seconded by Commissioner Keith and carried. Said resolution being in words and figures as follows: Seconded by Commissioner RESOLUTION OF THE CITY OF SANFORD, FLORIDA, ENDORSING AND SUPPORTING THE APPLICATION OF SEMINOLE COUNTY, FLORIDA, FOR FEDERAL ASSISTANCE UNDER THE LOCAL PUBLIC WORKS CAPITAL DEVELOPMENT AND INVESTMENT PROGRAM FOR A GRANT FOR THE CONSTRUCTION OF A DETENTION COMPLEX. WHEREAS, Seminole County, Florida, has applied to the Economic Development Administration of the United States Department of Commerce for a grant under the local Public Works Capital Development and Investment Program for the construction of a detention facility, and WHEREAS, the sum of approximately 4.5 million dollars has been requested and is necessary to build a detention facility sufficient to meet the needs of all of Seminole County, and WHEREAS, the property upon which the detention facility would be built is located at a central location, which wouldeffectively serve the entire county, and WHEREAS, the present detention facility is grossly inadequate N U T E S .May 23 at 7:00 P M. .19 77 City Commission, ~-Sanford,~.~lorida , .... ~ · MID~ ~ surrf. NOW, THEREFORE, BE IT RESOLVED that the City Commission of the City of Sanford, Florida, officially requests and urges the Economic Development Administration:.of the United States Department of Commerce to award the grant as described above to Seminole County, Florida, for the construction of a detention facility. BE IT'FURTHER RESOLVED that copies of this resolution be furnished-to the County Commission of Seminole County, Florida, Honorable John E. Polk, Sheriff of Seminole County, Florida, the Economic Development Administration of the United States Department of Commerce, and all other appropriate agencies. Letter submitted from Leroy Furle¥, 710 Osceola Drive, requesting to withdraw his petition for annexation of Lots 13 and 14, Block 13, Dreamwold. Commissioner McClanahan moved to table consideration of same. Seconded by Commissioner Morris and carried. Letter submitted from Attorney Kenneth W. McIntosh requesting the City to autho- rize transfer of the Marina lease and franchise from Monroe Harbour, Inc. to Lake Monroe Harbour, Inc., and also, stating the City will be paid all funds due at the time of closing. Commissioner McClanahan moved to authorize same, upon receipt of all monies due the City of Sanford, Seconded by Commissioner Keith and carried. The City Attorney reported that as a condition of the sale, Monroe Harbour, Inc., has asked the City to join in giving Lake Monroe Harbour, Inc. a second mortgage on Block 8, Sanford Riverfront Project. Commissioner McClanahan moved not to join in a second mortgage for same. Seconded by Commissioner Morris and carried. The City Attorney was authmrized to work out an agreement with Ken McIntosh for a mortgage under other conditions. Request submitted from the Sanford Housing Authority for the City to apply for a Community Development Block Grant, to rehabilitate local public housing. Tom Wilson, Execu- tive Director, Sanford Housing Authority, was present to answer questions, and stated there would be no funding requirements from the City. Commissioner McClanahan moved to authorize the Mayor and City Clerk to execute same. Seconded by Commissioner Keith and carried. Commissioner Keith moved to table consideration of a request from the Sanford Hous- ing Authority to approve three applications for new projects and for a preliminary loan and amending agreement for same. Seconded by Commissioner Stenstrom and carried. Recommendation dated May 20, 1977 submitted from the Planning and Zoning Commission as follows: Recommend approval of a Pop Shop, with the sale of beer and wine for consumption off the premises at 2619 S. Seconded by Commissioner Stenstrom and carried. On motion of Commissioner Stenstrom, seconded by Commissioner McClanahan and carried, minutes of May 9 and 10, 1977 were approved. The City Manager submitted a tabulation of costs comparing a privately-owned tele- phone system with lease of a Bell telephone system, for the new City Hall. After discussion, Commissioner McClanahan moved to table same until June 13, 1977. Seconded by Commissioner Stenstrom and carried. Commissioner Morris mOved to authorize a 6.4% cost of living increase to be con- sidered in the proposed 77-78 budget. Seconded by Commissioner Keith and carried. On recommendation of the City Manager, Commissioner Stenstrom moved to authorize payment from City Hall Grant Fund of statement from Watson and Company, Architects, in amount of $1,827.80. Seconded by Commissioner McClanahan and carried. The City Attorney was authorized to review the NPDES Sewer Treatment Plant operat- ing permit and report on same to the Commission. The Mayor reported that the representatives of Seminole Neighborhood United Council had requested to meet with the Commission. Commissioner McClanahan moved to authorize city staff to furnish Seminole Neighborhood United Council with information they requested, and when they are organized and understand the situation, for the Commission to meet with them. Seconded by Commissioner Stenstrom. Motion failed to carry over dissenting votes of Commis- sioner Morris, Commissioner Stenstrom and Commissioner Keith. Commissioner Morris moved to meet with representatives of Seminole Neighborhood Council at 7:00 P. ~. on June 6, 1977. Seconded by Commissioner Stenstrom and carried. On recommendation of the City Manager, Commissioner McClanahan moved to authorize purchase and installation in the new City Hall, of the Lanier Advocate Recording System in amount of $1,874.65. Seconded by Commissiomer Stenstrom and carried. The City Manager was authorized to discuss the stadium lease with Wes Rinker. Letter submitted from SISTER, Inc. requesting the Commission to appoint SISTER as guardian of the chandeliers located in the present City Hall. City Staff was authorized to determine if the chandeliers could be installed in the Civic Center; and to direct a letter to SISTER of the Commission action.
