A public hearing was held in accordance with notice published in the Evening Herald on May 22, 1977 as follows: NOTICE TO PUBLIC Notice is hereby given that a Public Hearing will be held by the Planning and Zoning Commission in, the City Commission Room, City Hall, Sanford, Florida at 8:00 P. M. on June 13, 1977, in the City Commission Room at the City Hall in the City of Sanford, Florida, will consider and determine whether or not the City will close, vacate and abandon any right of the City and the public in and to those portions of streets as follows: That portion of 24th Street lying between the West line of Lot 76 extended Northerly, and the East line of Lot 77 ex- tended Northerly, Sanfo Park Subdivision, Plat Book 5, Page 62, Public Records of Seminole County, Florida; That portion of Bay Avenue lying between the South right-of- way line of 24th Street and the South line of Lot 91 extended Easterly, Sanfo Park Subdivision, Plat. The Chairman announced that the Commission would hear from those persons present to speak .in favor of, or in opposition to, the proposed street closings. Those appearing in'favor of the~street closings were as follows': ~,~LeroyA;:iHeath, 2420 South Bay Avenue, stated he was in favor of the street c los ings " Mr. Vance Taylor, 2419 South Bay Avenue, appeared in favor of the closings. Mr. James R. Kunzweiler, 2318 Mellonville Avenue, appeared in favor of the street closings. The City Manager recommended retaining a utility easement seven feet on either side of the utilities in said street right-of-ways. Commissioner Morris moved to authorize the City Attorney to prepare the proper ordinance to close, vacate and abandon a portion of said streets and to retain a sevem foot utility easement on either side of the existing utility lineS. .Seconded by Commissioner Sten- strom and carried. Request submitted by Clinton H. Westbrook, Veterans Affairs Officer, for a variance to install two post mounted signs in ,the par.kway at the intersection of East Third Street and Magnolia Avenue. On recommendation of the City Manager, Commissioner Morris moved to deny the request and direct the petitioner to remove the signs within 90 days. Recommendations dated June 3, 1977 submitted from the Planning and Zoning Commis- sion as follows: 1. Recommend approval of the change of Use Provisions of the AD zone, to allow landfill as a permitted use. 2. On rezoning MR-IL to AD, motion was made by Mr. Galloway to oppose the change. Seconded by Mr. Franklin. (or not recommend a change to zoning). Motion carried. 3. Approved a home occupation at 2018 Chase Ave. (Jeff Davis) Commissioner Morris moved to table item (1).until June 27, 1977. missioner Keith and carried. Micciche, President of The Orange County Police Benevolent Associa- tion, Inc., 1516 East Hillcrest'Street, Orlando, appeared and stated he represented~the majority of the officers, clerks, jailers, and other personnel of the Sanford Police Department, and requested his organization to be recognized as the exclusive bargaining agent for these em- ployees. Mr. Micciche further offered to submit for Commission examination signature cards which he said were signed and dated by a majority of the Sanford Police Department employees. He requested voluntary recognition. On recommendation of the City Manager, Commissioner McClanahan moved to approve change order NO. 2 to the contract with W~lliams Construction Company to erect a new City Hall, to enclose most of the first floor at a cost of $305,563.00. Seconded by Commissioner Stenstrom and carried. The Mayor stated that the Bell System pays a franchise fee and certain taxes to operate in the City of Sanford. The City Manager submitted a reviewof the Sanford Housing:Authority application for additional housin:g proje.c~s:,~nd:stated that~ExeCutive Dire:c~o~ ~om~Witson had prepared a draft of proposals to be submitted to 'HUD for San~ord residents::to have priority in obtain- ing low-rent housing. The Commission indicated approval~o:B~the zesi-d, ency .reg~latio:ns and PILOT. ~': ~, :.~:~ The Mayor stated that maybe Seminole. NeighbOrhood~.United~:Council .could be of help in obtaining approval of the residency requirements-:; .~ .: ~ . The City Manager submitted a report of revenues and expenditures for refuse collec- tion and disposal through use of the county landfill for period ending May 31, 1977, and asked direction regarding a rate increase to cover the extra costs. Commissioner Morris asked if Revenue Sharing or other funds could ben.used to off-set the~cost of_ using.':the county land- fill, instead of increasing the rates, for an interim'~period until a new refuse collection system can be implemented in Sanford. Commissioner McClanahan moved to table consideration of increasing refuse rates until the City Manager can submit a report on the use of Revenue Sharing funds. Seconded by Commissioner Stenstrom and carried. On recommendation of the City Engineer and the City Manager, Commissioner McClanahan moved to deny the request and to authorize the City Manager to work out a solution with Airport Manager Cleveland whereby the amount Of the fee will be deducted fr.om charges the City owes to the Airport Authority. Seconded by Commissioner Morris and carried. On recommendation of the City Manager,. commissioner Morris movgd to authorize to retain Mr. David Kornreich of the firm of Muller and Mintz, Attorneys, to represent the City for labor negotiations. Seconded by Commissioner McClanahan and carried. The City Manager reported that a newspaper indicated the county was agreeable to locating a regional landfill in a more central l~cation, and recommended actions as follows: 1. Support of the regional concept. 2. Offer technical assistance. 3. Consider fiscal participation with the county. The Commission authorized the City Manager to proceed in these areas. Request submitted by the Evening Herald for the City to purchase an ad in the San- ford Centennial Section. The City Manager was authorized to work out a joint ad with the Chamber of Commerce. Ms. Teri Buratti reqUested approval, of a resolution supporting The Florida Women's Conference for International Women~"s Decade. No action was taken by the Commission. Mrs. Lima M.
