A public hearing, tabled at meeting of June 13, 1977, was held in accordance with
notice published in the Evening Herald on June 7 and 17, 1977 as follows'

AMENDMENTS IN CERTAIN DIS%RICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock~P. M. on June 27, 1977, to consider changes and amendments
to the Zoning Ordinance of the City of Sanford, Florida, as follows:
A portion of that certain property lying at the Northeast

On recommendation of the planning and Zoning Commission, Commissioner McClanahan
moved to authorize the City Attorney to prepare the proper ordinance to amend the Zoning Ordi-
nance as~:advertised. Seconded by Commissioner Keith and carried.
John Krider and Scott Burns next presented the City with a. Quit-Claim Deed for a 7
foot by 33 foot parcel of land abutting City Hall property. On motion of Commissioner Stenstro~,

dation of the Planning and Zoning Commission, Commissioner Morris moved to approve same.

The Central Examining Board submitted recommendations dated June 22, 1977 as fol-
lows: '~ i'~ : '
1. Recommen&adoption of the 1977 Revision to the 1976 Edition of the Standard
Building Code, with Appendix "D", and amended as follows:
A. Delete Chapter XXIII. Signs and Outdoor Displays in it's entirety.
Purpose - Conflict with adopted Sign Ordinance.
B.Amend Section 403.2. Tenant Separation to read:
403.2 Tenant Separation:'
In a building~ or portion of a building efta single-occupancy classifi-
cation, when enclosed spaces are provided for. separate tenants, such
spaces shall be separ~ated by not less:than one (1) hour fire resistance-
regardless of type of construction non-rated partitions may be constructed
within rooms ,o= spaces in. buildings not exceeding 3,000 total square feet
in area of:Group B - Business,,:and~S - Storage, occupancies.
Purpose - to recognize small offices-~in rental.office buildings of
. .~muttiple tenants and mini-warehouses for dead storage.
C. Amend Section 901.6 - General to.read:~ ~ ~.

~3. In all buildings constructed over forty-five (45) feet from ground
level approved sprinkler equipment and smoke detection devices meeting
the requirements of the Standard Building Code shall be installed on

~of structures-higher than forty-five (45)~feet, instead of only those
floors above forty-five (45) feet. The Fire Department concurs with this

Section 2 That' Table 505 of the Standard Plumbing Code entitled "MATER-
IALS FOR PLUMBING INSTALLATIONS" is amended by deleting from the list
of materials Bituminized Sewer Pipe &Fittings-and Concrete Sewer Pipe.

Code, the same being entitled "Fees" is hereby deleted in its entirety.

Commissioner McClanahanmoved to authorize the City Attorney to prepare the proper
ordinances to adopt the following:
1. 1977 Revision to the 1976 Edition of the Standard Building Code, with Appen-

Commissioner McClanahan moved to table consideration of amendments and deletions
to the aforesaid codes, until members of the Central Examining Board can be present to ex-
plain the recommendations. Seconded by Commissioner Stenstrom and carried.
Recommendation dated June 17, 1977 submitted from the Planning and Zoning Commis-
sion as follows:
1. Recommend approval for sale of Beer and Wine for consumption off premises
at 2004 French Pop Shop~-
Letter submitted from J. H. Crapps, withdrawing his request to close, vacate and
abandon that portion of Bay 'Avenue lying between the South right-of-way line of 24th Street
and the South line of Lot 91 extended Easterly, Sanfo Park Subdivision; and objecting to
any consideration to close said street.

After being read in full, Commissioner Keith moved against the adoption of the
ordinance. Seconded by Commissioner McClanahan and carried.
Letter submitted from Mrs. Lima M. Hirtzel, stating she understood that sewer
service could not be extended to her residence at 712 Osceola Drive, however, she still de-
sired the property to be annexed by the City.
On recommendation of the City Manager, Commissioner Stenstrom moved to authorize
payment from the City Hall Grant Fund in amount of $1,827.80 to Watson and Company, Archi-
tects, for work on the new City Hall. Seconded by Commissioner Keith and carried.

The City Manager submitted a proposed lease for the Municipal Stadium to Wes Rinker
Florida Baseball School. Commissioner 'Keith moved to authorize the Mayor and City Clerk to
execute same. Seconded by Commissioner Stenstrom and carried.
The City Manager submitted revised job classifications'for the'Fire Chief, Police
Chief and Canine Control Supervisor.. Commissioner,~McClanahan moved to eliminate one position
in the Canine Control Division. Seconded by Commissioner Keith and carried.
Commissioner McClanahan moved to approve the Canine Control Supervisor job classi-
fication as submitted. Seconded by Commissioner Stenstrom and carried.
Commissioner Keith moved to approve the Fire Chief and Police Chief job classifi-
cations as submitted, and to approve advertisements for applicants for a Police Chief.
Seconded by Commissioner Morris and carried.
Commissioner McClanahan moved to acknowledge a letter from Thomas Wilson III,
Executive Director, Sanford Housing Authority, setting forth local action to ensure equitable
PILOT payment. Seconded by Commissioner Stenstrom and carried.

The Assistant to the City Manager submitted a list of 12 firms requesting to be
designated to hold the sale of surplus City property, and recommended hiring a local auction-
eer. Commissioner McClanahan moved to hire Mr. Lewis Dellarco, Dells Auction Service, High-
way 46 West. Sanford. Seconded by Commissioner Stenstrom and carriad.

Johnson, New Mount Catvery M. B. Church, 1209'West 12th Street, to rent or lease 10 feet of
the vacated railroad right-of-way abutting their property on the East. Commissioner McClana-
han moved to authorize the City Manager to assist the church to obtain use of this property
owned by the General Sanford Heirs. Seconded by Commissioner.Stenstrom and carried.
Lette~ dated June 27, 1977 submitted from Joseph Maino, Lake Monroe Harbour, Inc.,
setting forth repairs and improvements which had been made, and requesting the City to take
immediate action to replace ~the deteriorated portions of the Public ramps or prohibit the
use of same until they are replaced. Commissioner McClanahan moved to remove the public
rampS, due to their hazardous condition. Seconded by Commissioner Keith and Carried.
Mr. George Sires, 2631 French Avenue, appeared to register a complaint of unneces-
sary noise, pollution,'excessive speeding,:, squeeling tires, an,d revving up car engines at
the Marc Slade automobile dealerShip, across 'the street from his house. The Commission
authorized the City Manager to direct a letter tO MarC.,Slade, stating that a complaint had
been received and requesting his cooperation.
Commissioner Morris moved'to approve a.request from Wes Rinker for a band concert
to be held at the Municipal Stadium July 4, 1977 from 12:00 P. M. to 4:00 P. M. Seconded
by Commissioner Stenstrom and carried over the dissenting vote of Commissioner McClanahan.
On recommendation of the City Manager, Commissioner McClanahan moved to appoint
James Cohen as the City's'alternate representative to the 208 East Central Florida Regional
Planning Council. Seconded bY CommisSioner Stenstrom and carried.

WHEREAS~ B. B. VAUGHN is retiring from his position as
Superintendent of the Tampa, Florida division of the Seaboard Coast
Line Railroad, and
WHEREAS, the City Commission of the City of Sanford,
Florida, is mindful of the approximate forty-eight years of service
rendered by B. B. VAUGHN to the Seaboard Coast Line Railroad, the
past sixteen years as the Superintendent of the Tampa, Florida division,
and
WHEREAS, B. B. VAUGHN served for several years earlier
in his career as Train Master of the railroad operation in Sanford,
Florida, and,

to be presented to Mr. Vaughn by Commissioner McClanahan at the company retirement ceremonies

Commissioner Stenstrom moved t'o authorize the City's representative on the Interim
Regional Sewer Committee to endorse the contract to hire Dave Fart as Consultant, if he felt
it was in the best interest of the City. Seconded by Commissioner Keith and carried.

Mayor Moore gave a report on a meeting with Sandra Gaines and Amos Jones, repre-
sentatives from Seminole Neighborhood United Council.
Commissioner McClanahan moved to waive the Building Permit fee for winterization
