The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on July 11, 1977.

The meeting was called to order by the Chairman.
Mr. David Kornreich, the City's labor attorney, was present to discuss the unioni-
zation drive by a portion of the police officers. He stated the City could be charged with
unfair labor practice if new procedures were instituted, if new benefits were granted, or
for an across the board wage increase for Sanford Police Department employees. .
Mr. Bill McVay, owner of a sailboat sales and rental operation at the Harbour Master
Building at the Marina, appeared to request the Commission to intervene in his behalf, to
obtain a lease from the new Marina operators, as he has made improvements to the building
while renting from the prior marina operator and has now been informed to vacate the premises
by September first.
The City Attorney stated that the City leased the Marina and that the lessee has
the right to use or sub-lease the property. He further stated the CitY,has no authority to
intervene to allow Mr. McVay to stay on the premises, however, the City could reimburse Mr.
McVay for improvements made to the building. Commissioner McClanahan moved to table considera-
tion of same until July 25, 1977. Seconded by Commissioner Morris and carried.
Request submitted from the Office of Troy Ray, Tax Collector, Seminole County,
for refund to Union Tank Car Company for 1972, 1973 and 1974 taxes in amount of $43.24, as

The Building Official submitted a recommendation dated July 7, 1977 to appoint Mary
Smith, 1702 West 13th Street, to the Minimum Housing Code Board of Adjustment' and Appeals.
Commissioner McClanahan moved to authorize same. Seconded by Commissioner Morris and carried.

Petition submitted by Mr. and Mrs. McClung, P. O. Box 991, Sanford, for annexation
of Lot 15, Block 1, Flora Heights. On recommendation of the City Manager, Commissioner
McClanahan moved to deny the request. Seconded by Commissioner Morris and carried.

Request submitted from John C. Prosser, President, Jack Prosser Ford, 3786 South
17-92, for waiver of the sign ordinance, to permit use of a temporary trailer sign from July
15 through September 15, 1977. Commissioner Morris moved to waive the sign ordinance to per-
mit same for 60 days. Seconded by Commissioner McClanahan and carried.
Commissioner Morris moved to authorize the City Attorney to prepare the proper
ordinance to amend City Code Section 22-17 (h), to prohibit mobile trailer signs in the City,

"unless expressly authorized by the City Commission." Seconded by Commissioner Stenstrom
and carried.
Recommendation dated July 8, 1977 submitted from the Planning and ~Zoning Commission
as follows:
1. Recommend rezoning from RMOI to GC-2, 1801 West 1st Street.
Request submitted by Williams Development Company for payment No. 3 in amount of
$60,953 for work on the new City Hall. On recommendation of the Architect, City Manager and
City Engineer, Commissioner Morris moved to authorize payment of same from City Hall LPW
Grant Fund. Seconded by Commissioner Keith and carried.~

WHEREAS, there have been filed with the City Clerk of the
City of Sanford, Florida, petitions containing the names of the property
owners in the area described hereinafter requesting annexation to the
corporate area of the City of Sanford, Florida, and requesting to be
included therein; and
WHEREAS, the Property Appraiser of Seminole County,
Florida, having certified that there are three proPerty owners in the area
to be annexed, and that said property owners have signed the petitions for
annexation; and

WHEREAS, it has been determined that the property described
hereinafter is reasonably compact and contiguous to the corporate area
of the City of Sanford, Florida, and it has further been determined that
the annexation of said property will not result in the creation of an enclave;
and
WHEREAS, the City of Sanford, Florida, is in a position to
provide municipal services to the property described herein, and the City
Commission of the City of Sanford, Florida, deems it in the best interest
of the City to accept said petitions and to annex said property.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF
THE CITY OF SANFORD, FLORIDA:
SECTION 1. That that certain property in seminole County,
Florida, described as follows be and the same is hereby annexed to and
made a part of the City of Sanford, Florida, pursuant to the voluntary
annexation provisions of Section 171.044, Florida Statutes (1976):
Lots 13, 14, 15 and 16, Block 13, Dreamwold,
according to the Plat thereof as recorded in Plat
Book 3, Pages 90 and 91, of the Public Records
of Seminole County, Florida.
SECTION 2. That upon this ordinance becoming effective, the
residents and property owners in the property described herein shall be
entitled to all the rights and privileges and immunities as are from time to
time granted to residents and property owners of the City of Sanford,
Florida, and as are further provided in Chapter 171, Florida Statutes (1976),
and shall further be subject to the responsibilities of residence or ownership
as may from time to time be determined by the governing authority of the
City of Sanford, Florida, and the provisions of said Chapter 171, Florida
Statutes (1976).
SECTION 3. That this ordinance shall become effective
immediately upon its passage and adoption.
A copy shall be available at the Office of the City Clerk for all
persons desiring to examine the same.
Ail parties in interest and citiZens shall have an opportunity to
be heard at said hearing.

Gary Siegel, Assistant Attorney for Seminole County, appeared to oppose the annexa-
tion. He stated that annexation of this property would result in the creation of an enclave
and submitted a map to support his statement. Commissioner McClanahan moved to table con-
sideration of adopting Ordinance No. 1385 for further information from the City Engineer.
Seconded by Commissioner Keith and carried.
On motion of Commissioner Morris, seconded by Commissioner McClanahan and carried,
vouchers for the month of June, 1977 were approved as follows:
General Fund, FlagShip Bank of Sanford, Voucher No. 7875 thru 7881;
Water & Sewer Revenue Fund, Flagship Bank of Sanford, Voucher No. 1651 thru 1655;
Policemen's Pension Fund, Flagship Bank of Sanford, Voucher No. 500;

On motion of Commissioner Morris, seconded by Commissioner Keith and carried, min-
utes of June 27, 1977 were approved.
The City Manager reported that lightening had damaged well field controls and the
base radio in the City Hall and requested a transfer from Contingency in amount of $1718 for
the emergency purchase of a base radio, without bids. Commissioner McClanahan moved to autho-
rize same. Seconded by Commissioner Morris and carried.
Commissioner Keith moved to authorize salary reclassifications as follows:
D. Harrison from Secretary II C to II D - $6,981.48 annual.
Richard Lazar from Fireman E to F - $10,445.34 annual.
Moses Knight from laborer II C to D - $7,269.60 annual.
Seconded by Commissioner Morris and carried.
On request of the City Manager, Commissioner McClanahan moved to authorize the
City Manager to hold back expenditures wherever possible and hold open job vacancies when
operations will not suffer; and to review all expenditures with authority to withhold even

Commissioner McClanahan moved to authorize the City Attorney to prepare the proper
ordinance to amend City Code Section 11-12 to increase refuse rates of the City. Seconded
by Commissioner Keith and carried.
Commissioner Morris moved to approve the EEO Officer job classification and to
advertise for applications to fill this position. Seconded by Commissioner Keith and car-
ried.
Commissioner Morris moved to approve the job classifications for the position of
Assistant to the City Manager as Public Safety Administrator, and the position of Assistant
to the City Manager. Seconded by Commissioner McClanahan and carried.
The City Manager reported that the Florida Public Employee Relations Commission
had not approved the City's petition for a local PERC, but had indicated they would consider
approval if suggested changes were made in the petition. Commissioner McClanahan moved to
table consideration of same. Seconded by Commissioner Keith and carried.
On recommendation of the City Manager, Commissioner McClanahan moved to table con-
sideration of participation in an Orange County-Seminole County solid waste recovery program.
Seconded by Commissioner Keith and carried.
The Commission authorized to meet at 7:00 P. M. on August 1, 1977, to consider the
1977-78 budget.
Commissioner McClanahan moved to authorize the City Manager to be on vacation July 16
through 30, 1977. Seconded by COmmissioner Stenstrom'and carried.
Commissioner~McClanahan, moved to auth0ri~ze to advertise for bids for sale of sludge
from the sewer plant. Seconded by Commissioner Morris and carried.
County Commissioner Bill Kirchoff-submitted a copy of a proposal submitted to the
Seminole County Commission from the Orange-Seminole-Osceola Transportation Authority, setting
forth proposed bus routes to serve the greater Sanford area. The City Manager was authorized
to notify Seminole County that the proposed bus service appeared to be very satisfactory,
and commended this action to the County Commission.
Commissioner Morris moved to authorize the Mayor, as the lead applicant for the
"Interim North Seminole Regional Sewer Treatment Plant and System Committee", to execute
an agreement with David Farr as Real Estate Consultant, for acquisition of property. Seconded
by Commissioner Keith and carried.
The City Manager reported that a pool at a vacant home at 107 Mellonville Avenue
is unsanitary and dangerous. The Commission .authorized a letter to be directed to the Seminole
County Health Department and a letter to Mr. Taffer, Taffer Realty, Agent in Charge, advising
that if nothing is done by August 1, the City will take appropriate action.

Copy of letter next submitted from Charles E. Davis, Attorney for Sanford 86 Limited
Partnership, relating him instructions to institute legal action for specific performance
of the contract with the City of Sanford, unless the deposit is promptly released to his client
Commissioner Morris moved to authorize the City Attorney to direct a letter to Mr. Davis,
requesting the return of the deposit in amount of $10,000.00. Seconded by Commissioner Keith
and carried.
There being no further business, the meeting was adjourned.
