The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 O'clock P. M. on July 25, 1977.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on July 5 and 15, 1977 as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on July 25, 1977, to consider changes and amendments
to the Zoning Ordinance of the City of Sanford, Florida, as~.follows:
That certain property lying between First Street and Second
Street and between Pomegranite Avenue and vacated Tamarind
Avenue. is ~proposed to be rezoned from RMOI (Multiple-Family
ReSidential, Office and Institutional) District to GC-2 (Gen-
eral Commercial) District. Said property being more particu-
larly described as follows:
All (less road) of Block 3, Tier 21 and the abutting
East 41 feet of vacated Tamarind Avenue, Town of
Sanford, Plat Book 1, page 116, Public Records of
Seminole County, Florida.
Ail parties in interest and citizens shall have an opportunity
to be heard at said hearing.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or,lin opposition to, the proposed rezoning.
The City Clerk reported that notices had been mailed to property owners on June 23,
1977.
James Brown, lessee, 12 Oaks Camp Ground, Sanford, appeared to support the rezoning.
On recommendation of the Planning and Zoning Commission, Commissioner Stenstrom
moved to authorize the City Attorney to prepare the proper ordinance to rezone the propertY..
as advertised. Seconded by Commissioner McClanahan and carried.
Commissioner McClanahan moved to remove from table, consideration of adopting the
1977 building, plumbing, housing and mechanical codes, with amendments. SecOnded by Commis-

Commissioner McClanahan moved to authorize the City Attorney to prepare the proper
ordinances to adopt the 1977 Revision to the 1976 Edition of the Standard Building Code,
1977 Revision to the 1975 Standard Plumbing Code, 1977 Revision to the 1976 Edition of the
Standard Mechanical Code, 1977 Revision to the 1976 Edition of the Standard Housing Code,
amend Section 6~4, City Code, all in accordance with Central Examining Board recommenda-
tions dated'June 22 and June 24, 1977, as submitted at regular meeting of June 27, ~1977.
Jack Fulenwider, 203 Dogwood Avenue, Sanford, representing the Sanford Police Officer~
of the Orange County Police Benevolent Association,. asked the City Commission to recognize
and designate the Orange County Police Benevolent Association as the exclusive bargaining
agent for Sanford Police Department employees. He offered to submit a petition which he said
contained the signatures of a majority of Sanford Police Department employees. The Commis-
sion declined to accept the petition.
Tom McDonald, 109 West Commercial, Sanford, representing the Sanford Development
Corporation, gave a report on progress of organization over the past two years, and stated
the model area was ready to go and requested the City to designate funds in amount of $130,000
in the 77-78 budget to implement the City's portion of the Sanford Development Corporation's
plans. The Mayor stated that the Commission agrees with the concept. Commissioner Stenstrom
moved to table consideration of same until August 22, 1977.

permission to lease property North of the Marina. Commissioner McClanahan moved to authorize
the City Manager and City Attorney to work out a lease with Mr. McVay, and submit to the
Commission. Seconded by Commissioner Stenstrom and carried.

THE VOLUNTARY ANNEXATION PROVISIONS OF
SECTION 171.044, FLORIDA STATUTES (1976).
The Chairman announced that the Commission would hear from those persons prese
to speak in favor of, or in opposition to, the proposed ordinance.
Gary Siegel, AssiStant Attorney for Seminole County, was present to oppose the
annexation, stating the property was not contiguous, except for a small part.

The vote was taken on the motion as amended, and same was carried.
Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 1385, entitled:

Letters next submitted from Rebecca Tillis and Sara Easterby~.requesting increases
in their City retirement pay. Commissioner Stenstrom moved to table same for consideration
in the 77-78 budget. Seconded by Commissioner Morris. Motion failed..to carry over dissenting
votes of Mayor Moore, Commissioner McClanahan, and Commissioner Keith.
Commissioner McClanahan moved to authorize an increase of $20.per month to each of
five retired employees on a City pension. Seconded by'Commissioner Keith and carried.
Request submitted by Ernest Matney, 6411 Minneola, Panama City, Florida, to hold
a blue grass music ~:estival July 29, 30 and 31, 1977, at the American Legion Fair grounds.
Mr. Matney was present .to support his request.
Commissioner Morris moved to approve same. Seconded by Commissioner Stenstrom.
Commissioner McClanahan moved to amend the motion to also prohibit camping, and to
end the festival by 12:00 midnight each night. Seconded by Commissioner Keith and carried
over the dissenting vote of Commissioner Morris.
The vote was taken on the motion as amended, and same was carried.
Mr. Matney asked permission to use a trailer sign to advertise the event. The Com-
mission denied same.

That the proper authority and direction be given the
Police Department to enforce Section 11-30 of the City
Code and Article IV Paragraph 6 of the Zoning OrdinanC~
1097 at all new and used car lots within the city limits.
The Police Chief stated that persons in violation of same had been notified by a copy of the
ordinance, and given 72 hours to move the vehicles.
On motion of Commissioner McClanahan, seconded by Commis~iouer Stenstrom and car-
tied, minutes of'.July 11, 1977, were approved.
On recommendation of the Acting City Manager and City Engineer, Commissioner McClana-
han moved to authorize payment in amount of $1,951.44 to Jammall and Associates for work at
the new City Hall site. Seconded by Commissioner Keith and carried.

2601 Park Drive, and Ruby Migett, representing B & B, Inc., prospective owner of Cook's Corner,
2624 Orlando Avenue, were present to support a petition to amend the Code to permit the sale
of alcoholic beverages on Sunday by all properly licensed establishments.
Commissioner McClanahan moved to deny the request. Seconded by Commissioner Keith
and carried over the dissenting votes of Commissioner Morris and Commissioner Stenstrom.
Request submitted from Fitzpatrick~a~d Hartsock, City Auditors, to increase the
annual fee for the audit to $6,000. Commissioner Stens~rom moved to consider same at budget
hearings. Seconded by Commissioner McClanahan~and carried.
The City Manager reported that the average semi-private room rate for Seminole
Memorial Hospital had been increased to $70 per day. Commissioner Stenstrom moved to autho-
rize an increase in the group hospitalization policy to a single rate of $23.29 and a family
rate of $55.63 to cover same. Seconded by Commissioner Keith and carried.
On recommendation of the City Manager, Commissioner McClanahan moved to authorize
transfer in amount of $10,600 from Revenue Sharing Trust Fund to General Fund, for reimburse-
ment of expenses incurred for the proposed landfill on SR 46A; and to authorize payment from
Revenue Sharing Trust Fund of costs of fees to use the Seminole County Landfill, and reim-
burse General Fund in amount of $34,441 for expenses of same through July 31, 1977. Seconded
iby Commissioner Stenstrom and carried.
Commissioner McClanahan moved to authorize transfer from Contingency Fund, to pro-
vide for the increase in retirement salaries. Seconded by Commissioner Keith and carried.
There being no further business, the meeting was adjourned.
