The City Commission 'of the City of Sanford, Florida, met in Special Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on August 1, 1977.
Present: Mayor-Commissioner Lee P. Moore
Commissioner John G. Morris
Commissioner Julian L. Stenstrom
Commissioner A. A. McClanahan
Commissioner Eddie O. Keith
City Manager W. E. Knowles
City Clerk H. N. Tamm, Jr.
Absent: City Attorney C.. Vernon. Mize, Jr.~
Police Chief Ben E. Butler
The meeting was called to order by the Chairman.
The City Manager reported that a complaint had been received from Mrs. W. L. Willis,
312 East'i~25th Street, regarding the "No Parking" between 7:00 P. M. and 7:00 A. M. on 25th
Street. Commissioner McClanahan moved~to authorize to restrict parking only from 11:00 P. M.
to 7:00 A. M. Seconded by Commissioner Keith and carried.
The City Manager reported that Keller Industries, Inc. has proposed to construct
a 15,000 square foot building, to be used as an aluminum smelter to produce aluminum billet
for the manufacture of aluminum products; andi~requested to fund the project.with a $600,000
City of Sanford Industrial Revenue Bond issue. The Commission stated they would like to
discuss same with representatives of Keller Industries.
Commissioner Keith moved to authorize the City ManageC to travel approximately 18
to 19 days per year, if elected as the Southeast Regional Vice~President of ICMA. Seconded
by Commissioner McClanahan and carried.
The City Manager reported on applications for the Assistant to the City Manager,
as Personnel Director, EEO Officer, and Chief of Police. Commissioner McClanahan moved to
authorize midnight of July 22, 1977 to be the deadline for accepting applications for Assistant
to the City Manager as Personnel Director; midnight of August 1, 1977 to be the deadline for
accepting applications for the Chief of Police; and midnight August 5, 1977 to be the dead-
line for accepting applications for EEO Officer. Seconded by Commissioner Stenstrom and ~
carried.
The City Manager reported that City Engineer Mack LaZenby had been appointed by
the District Board of Trustees to serve on Seminole Community College's Engineering Related
i Technology Advisory Committee for the 77-78 S~hool year. Commissioner McClanahan moved to
authorize Mr. LaZenby to serve. SecOnded by Commissioner Stenstrom and carried.
The mext item of business was consideration of the proposed 77-78 budget, as sub-
mitted by the City Manager.
Commissioner Morris moved to delete the proposed 6,4% pay increase from the line
item Salary, in the Division of Legal Expense. Seconded by Commissioner Stenstrom and carried
over dissenting votes of Commissioner McClanahan and Commissioner Keith.

Commissioner McC!anahan moved to increase line item "AUdit'', in the Finance Depart-
ment, to $6,000. SecOnded by Commissioner Morris and. carried.
The City Manager was authorized to obtain ~nformation on the possibility of not
renewing the maintenance contracts on Office Equipment, and pay for each service as needed.
The Commission authorized to delete purchase of a vehicle for the Assistant to the
City Manager as Public Safety Administrator fr~om Revenue. Sharing, and to authorize use of
the present Police Chief's car in place of~purchasing a new one.
The Commission authorized to hold a public hearing August 18, 1977 at 4:00 o'clock
P. M. to consider the proposed 77-78 Budget for the Airport Authority.
There being no further business, the meeting was adjourned.
