The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'Clock P. M. on August 8, 1977.

The meeting was called to order by the Chairman.
A public hearing was held to consider condemnation of ten structures or buildings
on Report Numbers 77-792 through 77-801, Group 46, in accordance with notices authorized at
meeting of July 25, 1977.
The Chairman announced that the Commission, wo~ld hear from any property owner or
representative thereof.' A reveiw of each individual report was as follows:

Mr. Estes R. B=ockman, 105 North Mellonville, Sanford, owner of home next to 107
North Mellonville, on Condemnation Report No. 77-792, was present to support the condemna-
tion.
Mr. Bennie Deese, 1008 East Seventh Street, Sanford, representing the owner of prop-
erty at 1105 East 10th Street, Condemnation Report No. 77-796, stated the house was being
repaired, and should be finished this week.
Mr. Henry Garrett, 106 North Street, Williamson, New York, owner, 2008 West 16th
Street, Condemnation Report No. 77-797, stated the property is being repaired now, and should
be finished this week.
Commissioner Keith reported that Roy G. Williams, 424 Elliott Avenue, Sanford, owner,
1206 Lincoln Court, Condemnation Report No. 77-798, 508 East 10th Street, Condemnation Report
No. 77-799, and 510 East 10th Street, Condemnation Report No. 77-800, has obtained a permit
to repair, but he needs additional time to tear down or repair 508 and 510 East 10th Steeet.
The City Attorney was authorized to respond to a letter submitted from Mr. John
L. Oliver, Attorney, Sunset, Louisianna, regarding Condemnation Report No. 77-794.
After consideration, Commissioner McClanahan moved-that finding the buildings under

Reports Numbers 77-792 through 77-801 to be unsanitary, unsafe and delapidated, that said
structures be condemned and the owner given a notice of 90 days in which to repair or give
just cause why same has not been repaired or demolished; and after 90 days to authorize the
City to demolish the structures and levy a lien against, the property for said removal. Seconde~
by Commissioner Keith and carried.
The City Clerk reported that the note for purchase of City Hall land and Architect's
fees, in amount of $175,000 at Atlantic National Bank of Sanford is due August 12, 1977, with
interest in amount of $1,941.78; and that Atlantic National Bank of Sanford will renew the
note for 90 days at the same interest rate of 4~7o. Commissioner Morris moved to renew the
note and authorize payment of the interest. Seconded by Commissioner Stenstrom and carried.
Recommendation dated August 5, 1977 submitted from the Planning and Zoning Commis-
sion as follows:
After discussion regarding the Keller Industries, Inc.,
Smelter Project moving to Sanford, it was generally agreed
that this type of industry would be compatible to the MI-2
zone.
A public hearing was held in accordance with notice.published in the Evening Herald

A copy shall be available at the Office of the City Clerk for all

introduced and placed on its first reading at meeting of July 25, 1977, was next placed on
its final reading. After being read by title, the Chairman announced that the Commission would
hear from those persons present to speak in favor of, or in opposition to, the proposed ordi-
nance. No one appeared.
Commissioner Morris moved on its passage and adoption. Seconded by Commissioner
Stenstrom and carried.
Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 1387, entitled:

COLLECTION OF REFUSE AS DEFINED THEREIN PRE-
SCRIBING THE AMOUNT OF SUCH FEE AND DEFINING
USAGES UPON WHICH SAID FEE IS BASED~AND PROVIDING
FOR THE METHODS OF BILLING, SAID AMENDMENT CHANG-

On recommendation of the City Engineer, Commissioner Stenstrom moved to authorize
payment from LPW City Hall Grant Fund, of invoice dated July 21~,-~1977 in amount of $1,866,
from Watson and Company, for Architect's work:on the new City Hall. Seconded by Commissioner
McClanahan and carried.
On motion of Commissioner McClanahan, seconded by Commissioner Morris and carried,
minutes of July 25, 1977 were approved.

John Steffens, from Building Inspector C to D - $11,199.73 annual.

The City Manager reported that property located in Orange County, which the City had
acquired from a Sheriff's Sale at an assessed value of $6,000, now has an assessed value of

one Commissioner and the City Manager, to screen the applicants and submit not less than six
applicants to the Commission prior to the first of September, and authorize the Mayor to call
a Special Meeting to consider same. Seconded by Commissioner Stenstrom and carried.
Commissioner Morris moved to appoint Commissioner Keith to the Screening Committee.

On recommendation of the City Manager and the City Engineer, Commissioner Morris
moved to authorize payment from LPW City Hall Grant Fund, of Certificate No. 4, in amount
of $91,162, submitted from Williams Development Company for work on the new City Hall.

Request submitted from Mack LaZenby to consider closing, vacating and abandoning
24th Street between the East right-of-way line of Willow Avenue extended North and the West
right-of-way line of Bay Avenue extended North; and Bay Avenue between the South right-of-way
line of 24th Street and the South line of Lot 81 extended East~, all in Sanfo Park Subdivision.
Commissioner Morris moved to authorize a public hearing to be held September 12, 1977 to con-
sider same, and to authorize proper~notices.for~same. Seconded by Commissioner~McClanahan

M~, Bill M~Vay, owner of a sailboat sales, rental and service at the Marina, was
present to describe a building he proposed to construct on the North beach of theiMarina.
He submitted pictures of buildings of similar~ architecture, and stated he would wish to enlarge
the business later to 450 feet on.the lake, with a depth Of 75 feet into the parking lot.
Mr. Joseph Maino, lessee, Monroe Harbour Marina, stated he.felt that if additional
space is available, it should be offered to them first.
Commissioner McCtanahan moved to-table consideration of same until August 22, 1977.
Seconded by Commissioner Stenstrom and carried.
On recommendation of the City Manager, Commissioner McClanahan moved to authorize
a salary of $14,000 to Richar~d Quigley for the position of Assistant to the City Manager, since
he has served the City at a pay scale higher than that advertised for the Assistant to the
City Manager. Seconded by Commissioner Keith and carried.
On recommendation of the City Manager, Commissioner McClanahan moved to authorize
payment from LPW City Hall Grant Fund in amount of $2,536.78 to Margaret McCormick Interiors,
Inc. for interior design work in the new City Hall.

(1) the appeal time had passed and the City had been ~dismissed
from all suits involving the Seminole County Jail Fire.
(2) a suit had been filed against Everett Harper for payment of
a Promissory Note for utility work
(3) City has been named in a suit, by Clark Electric and Tri-City'
Electric, charging the constitutionality of the City's Occu-
pational License Ordinance.
Commissioner Morris moved to appoint Commissioner Keith to the Seminole County League
of Municipalities. Seconded by Commissioner Stenstrom and carried.
Letter submitted from the Orange County Police Benevolent Association, Inc., demand-
ing a pay increase for police department employees, i'f an across the board cost of living
raise is given to other employees.
The MaYor reported he had received a letter alleging that a Police Officer had failed
to respond to an order and requested a full report on the incident.
Commissioner McClanahan moved to authorize a Special Election to be held November 8,
1977, to consider changes in the Charter to put the uniform departments under direction of the
City Manager, and to change the date of the Regular Municipal Election to the second and fourth
Tuesday in Fehruary. Further consideration should be given to a referendum for a special
tax district for the Downtown Development Corporation, and possible districting. SeConded
by Commissioner Keith and carried over the dissenting vote of Commissioner Morris.
