City Comrnission,~ Sanford~ · Florida ·, .. · The City Commission of the City of Sanford, Florida met in Special Session in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on August 16, 1977. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner Julian L. Stenstrom Commissioner A. A. McClanahan Commissioner Eddie O. Keith City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: City Attorney C. Vernon Mize, Jr. Police Chief Ben E. Butler The meeting was called to order by the Chairman. The Mayor read the Summary of an Interim Grand Jury Report regarding Police Washington Oaks, finding the actions of the Sanford Police Department to be efficient and proper under the circumstances that occurred on the 25th of June, 1977. Rick Dearing, 815 French Avenue, Sanford, appeared as spokesman for a group of employees of the Sanford Police Department, and read a letter stating that on August 15, 1977 members of the Orange County Police Benevolent Association and non-members employed by the Sanford Police Department held a meeting and decided to withdraw their petition for the pur- pose of collective bargaining through the Orange County Police Benevolent Association. He asked the Commission to helP alleviate their grievances and to work with them toward making the Sanford Police Departmemt a more progressive and professional law enforcement agency. The Mayor expressed appreciation for their vote of confidence in the Commission and stated the City Commission would listen and cooperate. The next item of business was consideration of the proposed 77-78 budget, as sub- mitted by the City Manager. The City Manager submitted proposals to balance the budget, utilizing Revenue Shar- ing funds for Capital Items, and retaining the 6~4% cost of living increase. The Commission discussed County Commissioner Kirchoff's presentation of August 15, 1977, regarding the street lights on Seminole Boulevard outside the City, and Commissioner Stenstrom moved to rescind prior action and to turn the lights on. Seconded by Commissioner Keith. Motion failed to carry over dissenting votes of Mayor Moore, Commissioner MCClanahan and Commissioner Morris. Commissioner Stenstrom moved to place the question of the lights on the ballot for the Special Election in November, 1977. Seconded by Commissioner Keith. Motion failed to carry over dissenting votes of Mayor Moore, Commissioner McClanahan and Commissioner Morris. Commissioner Stenstrom moved to authorize the distribution of a 6.4% cost of living increase to be made in equal amounts to all employees. Seconded by Commissioner McClanahan and carried over the dissenting votes of Mayor Moore and Commissioner MOrris. Commissioner Morris moved to transfer $72,000 out of the proposed Revenue Sharing budget to designated items in the General Operating budget, advertise to .increase tax assess- Brutality, 19.77 City Commission,~:Sanford~ :Florida,-~ ~.:~.~,Augus:t. 16 at 8: 00 P. M. ~9 77 ments by ~ mill, and to proceed to approve the proposed budget. Seconded by Commissioner McClanahan and carried. Commissioner Morris moved to reconsider previous action regarding the 6.4% pay raise. Seconded by Commissioner McClanahan and carried over dissenting.votes of Commissioner Stenstrom and Commissioner McClanahan. Commissioner Morris moved to authorize an amendment to the pay scale for a 6.4% across the board increase for City employees, to be included in the 77-78 budget. Seconded by Commissioner Keith and carried over dissent~g vote of Commissioner Stenstrom. -The City Manager submitted a report on use of City vehicles after regular work hours. Commissioner Stenstrom moved to adopt the proposed schedule, reserving the right to change it at:a later date. Seconded by Commissioner Keith. Commissioner Morris moved to table consideration of same until August 22, 1977. Seconded by Commissioner Stenstrom and carried. -~ The Commission authorized the City Manager to prepare a list of vehicles that he would recommend for use after work hours. The City Manager reported that the Public Employee Relation Commission haddismissed the Orange County Police Benevolent Association charges; and that the City had withdrawn its charges against the Orange County Police Benevolent Association, Officer Monti and Officer Fu lenwider.
