The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on August 22, 1977.

The meeting was called to order by the Chairman.
The Mayor read a letter received from the Office of the Secretary of Treasury, stat-
ing that the City is in.iViotation of Section 122 (a) of the State and Local Fiscal Assistance
Act of 1972, as amended, for alledged discriminations against black police officers in the
terms and conditions of employment.
A public hearing was held in accordance with notice publiShed in the Evening Herald
on August 8, 1977 as follows:
NOTICE OF PUBLIC HEARING FOR THE PROPOSED
CAPITAL PROGRAM FOR THE CITY OF SANFORD,
FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on August 22, 1977, to consider a Capital Program.
A copy of said Capital Program shall be available at the office
of the City Clerk for all persons desiring to examine the same.
Ail parties in interest and citizens shall have an opportunity to
be heard at said hearing.

The Chairman announced that the Commission would hear from those persons present
speak in favor of, or in opposition to, the proposed capital budget. No one appeared.
Commissioner Keith moved to authorize the City Attorney to prepare the proper ordi-
nance to adopt same. SeConded by Commissioner McClanahan and carried.

Commissioner Stenstro~moved to authorize the City Attorney to prepare the proper
ordinance to adopt same. Seconded by Commissioner Keith and carried.
The City Manager reported that the Marina operators and William McVay are trying
to work out an agreement for lease of property. Commissioner McClanahan moved to authorize
the City Manager to offer to lease to Lake Monroe Harbour Inc., 75 feet of the parking lot
abutting the dry storage building on the West, in i:consideration of release of the Harbor
Master Building to the City. Seconded by Commissioner Stenstrom and carried.
Request submitted from Doug Maniscalco, for permit for sale of Beer and Wine, Con-
sumption on Premises, at "The Gallery", Pinecrest Plaza Shopping Center. Commissioner McClana-
han moved to refer same to the Planning and Zoning Commission for'a recommendation. Seconded
by Commissioner Stenstrom and carried.
Request submitted from Mr. Earl BlaCk, representing the Downtown Business Associa-
tion and from the Art Association, .to close First Street between Oak Avenue and Sanford
Avenue for an Art Show on October 22, 1977. Commissioner Stenstrom moved to authorize same.
Seconded by Commissioner Morris and carried.
Commissioner Stenstrom moved to remove from table, consideration of contents of
a Time Capsule in the new CitY Hall. Seconded by Commissioner McClanahan and carried. The
Commission agreed to have all suggestions ready by September 12, 1977.

Letter submitted by D. C. McCoy, requesting that September 11, 1977 be proclaimed
"George H. Starke, M.D. Day" and for a street to b~re~named in his honor. The City Manager
submitted a recommendation to deny re-naming a street, because of confusion resulting in old
deeds, plats, addresses, and records. Commissioner Stenstrom moved to authorize the City
Attorney to prepare the proclamation; and to suggest to Mr. McCoy to designate either the
new park on West Fifth Street, or the new park on East Seventh Street, to be named in honor

Mr. James Golden, Attorney representing Seminole Education Association, appeared
to request a variance for the ground sign to remain at the Seminole Education Association
office at 404 West 25th Street. Commissioner Stenstrom moved to grant a variance. Seconded
by Commissioner Keith and carried.
Commissioner McClanahan moved to authorize the Veterans Service Office to maintain
a ground sign at the intersection of East Third Street and Magnolia Avenue. Seconded by
Commissioner Keith. Motion failed to carry over dissenting votes of Mayor Moore, Commissioner
Morris and Commissioner Stenstrom.

On motion of Commissioner Stenstrom, seconded by Commissioner Keith and carried,
minutes of August 1, 2, 8, 9, 16 and.18, 1977 were approved.
The City Manager reported that R & M Manufacturing on Albright Road, and Florida
Extrusion, Inc., on Jewett Lane had enlarged their buildings for enclosed storage areas, with
no increase in personnel, and had paid the utility connection fee in accordance with Chapter
28, City Code, but did not feel it was fair, and asked for a review. Commissioner McClanahan
moved to affirm the ordinance. Seconded by Commissioner Keith and carried over the dissent-
ing vote of Commissioner Stenstrom.
The City Manager-reported. that~.~offic'e machine maintenance contracts would be termina-
ted as of October 1, 1977, but funds would be left in the budget, and all charges for service
be made against these funds, .
The City Manager ~eported that Florida Ppwer and Light Company had re-confirmed
the cost of $4.45 per pole per month for the street lights on Seminole Boulevard outside
the City and later changed the amount to $2.25 per pole per month. Commissioner Stenstrom
moved to turn on the lights along Seminole Boulevard outside the City Limits. Seconded
by Commissioner Keith and carried over dissenting votes of Commissioner McClanahan and Commis-
sioner Morris.
On recommendation of the City Manager, Commissioner McClanahan moved to increase
the air conditioning fee for use of the Civic Center to $6.00 per hour. Seconded by Commis-
sioner Stenstrom and carried.
Commissioner McClanahan moved to authorize the City Attorney to prepare the proper
ordinances to adopt the,fo!lowing~ .~
1. Amended Revenue,Sharing Budget for 76-77
2. Revenue Sharing,:Budget for 77-78
3. Anti-Recession Budget for 77-78
4. Fix the rate of taxation adopt millage of 6.99

Commissioner Morris moved to authorize the City Clerk to advertise a public hearing
to be held on September 12, 1977, of intent to exceed the Certified Millage. Seconded by
Commissioner Stenstrom and carried.
The Commission authorized to hold a Special Meeting August 24 at 12:00 N6on to
determine the priority of applicants to be interviewed for the position of Police Chief.
The City Manager reported that budget information from the Interior Designer, Mar-
garet McCormick, was not satisfactory, and he would ask her to re-work it.
Commissioner Morris reported that the Department of Environmental Regulation had
reconsidered their decision to permit zero discharge into Lake Monroe from the City sewage
treatment plant, and that same would be permitted.
Commissioner McClanahan moved to authorize the City Engineer to work out a solution
to permit use for parking of part of the parkway at 2507 Laurel Avenue. Seconded by Commis-
sioner Morris and carried.
There being no further business, the meeting was adjourned.
