September 2 at 2:00 P.M. 19 77 MIDSTATE LEGAL SUPPLY COMPANY The City Commission of the City of Sanford, Florida, met in Special Session in the City Hall in the City of Sanford, Florida, at 2:00 o'clock P. M. on September 2, 1977. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner Julian L. Stenstrom Commissioner A. A. McClanahan Commissioner Eddie O. Keith City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles Deputy City Clerk Rosa M. Rotundo Absent: City Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler The meeting was called to order by the Chairman. The Mayor reported that an attorney had tried to serve the City of Sanford with a petition that he had drawn in favor of Florida Interconnect Telephone to appear before the City Commission for an administrative hearing under the Florida Administrative Code for re- dresS'on the awarding of the contract for a telephone system in the new City Hall to Southern Bell. Commissioner McClanahan moved to authorize the City Attorney to notify Florida Inter- connect Telephone Company that the City Commission is not willing to meet on the basis of having an administrative hearing. Seconded by Commissioner Keith and carried. The City Manager reported that the Planning and Zoning Commission had approved a request for a Beer and Wine license, consumption off premises, at the convenience store at 100 Garden Court; and recommended the Commission give tentative approval for same, with for- mal approval on September 12, 1977. Commissioner Morris moved to approve same. Seconded by Commissioner McClanahan and carried. On motion of Commissioner Stenstrom, seconded by Commissioner McClanahan and carried, Resolution No. 1231 was adopted. Said resolution being in words and figures as follows: RESOLUTION OF THE CITY OF SANFORD, FLORIDA, NAMING AND DEDICATING THAT CERTAIN PARK AREA LYING BETWEEN JESSAMINE AND POMEGRANATE AVENUES AND BETWEEN FOURTH AND FIFTH STREETS IN SANFORD, FLORIDA, AS THE GEORGE H. STARKE PARK. WHEREAS, the City Commission of the City of Sanford, Florida, wishes to officially recognize Dr. George H. Starke, one of its outstanding citizens; and WHEREAS, the City Commission is aware of the untiring devotion and service rendered by Dr. George H. Starke to his fellow citizens through his outstanding leadership as a member of the medical profession, and his involvement in the civic, religious, fraternal and social affairs of the community; and WHEREAS, the City Commission Wishes to express unto I N U T ES 17i 19 77 City Commission, .sanford, ~Ftorida ~! .... ~.:~.,..:.Sep~ember 2 at 2: 00 P. M. Dr~ George H. Starke its appreciation for his fifty years of leadership and devoted service to the citizens of the City of Sanford, Florida. NOW, THEREFORE, BE IT RESOLVED that the City Commission of the City of Sanford, Florida, hereby names and dedicates that certain park area lying between Jessamine and Pomegranate Avenues and between Fourth and Fifth Streets in Sanford, Florida, as the George H. Starke Park. BE IT FURTHER RESOLVED that this Resolution be read and. presented to Dr. Starke at the George H. Starke appreciation day scheduled for Sunday, September 11, 1977, at the Sanford Civic Center. THIS RESOLUTION ADOPTED this 2nd day of September, A.D., 1977. Attest: s/ Rosa M. Commission of the City of Sanford, Florida The next item of business was interviewing of applicants for the position of Police Chief, as follows: Wallace LaPeters, 1736 Second Avenue, S.E., Cedar Rapids, Iowa. Stephen Appel, 713-87th Avenue, North, St. Petersburg, Florida. The Commission authorized Mr. LaPeters to be hired as Police Chief, effective Oc- tober 1, 1977, at an annual salary of $19,000, plus moving expenses. The City Manager was authorized to find suitable accomodations for Mr. LaPeters until he can sell his home and move his family to Sanford. The Commission authorized Mr. LaPeters to work directly with the City Manager. Mr. LaPeters agreed to do so. Letter submitted from G. Andrew Speer, Attorney, requesting the Commission delay consideration of the Downtown Development Corporation proposal until after September 26, 1977, so that he could be present. Commissioner McClanahan moved to notify the Downtown Develop~ ment Corporation that their presentation would be heard on October 10, 1977. Seconded by Commissioner Morris and carried.
