The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on September 26, 1977.

The meeting was called to ~rder by the Chairman.
Commissioner Morris moved to remove from table, a public hearing to consider clos-
ing part of Bay Avenue: and part of 24th Street as follows:
(a) Bay Avenue lying between the South right%of-way line of 24th Street and the
South line of Lot 81 extended Easterly, Sanfo Park Subdivision.
(b) 24th Street lying between the East right-of-way line of Willow Avenue extended
Northerly and the West right-of-way line of Bay Avenue extended Northerly,
Sanfo Park Subdivision.
Seconded by Commissioner Stenstrom and carried.
The Mayor announced that the Commission would hear from those persons present to
speak in favor of, or in opposition to, closing 24th Street between Bay Avenue and Willow
Avenue.
Vance Taylor, 2~I9 South Bay Avenue, stated he was opposed to closing the street
because it would create a traffic problem.
Mack LaZenby, petitioner, 1108 Cornell Drive, was present to support the request.
Commissioner Morris moved to authorize the City Attorney to prepare the proper
ordinance to close, vacate and abandon that part of 24th Street lying between the East right-
of-way line of Willow Avenue extended Northerly and the West right-of-way line of Bay Avenue
extended Northerly, Sanfo Park Subdivision. Seconded by Commissioner Keith and carried.
Commissioner McClanahan moved to table consideration of closing that part of Bay
Avenue lying between the South right-of-way line of 24th Street and the South line of Lot 81
extended Easterly, Sanfo Park Subdivision. Seconded by Commissioner Stenstrom 'and carried.
' Tom McDonald, Chairman, Greater Sanford Development Corporation, Inc., appeared~
and outlined in general the proposed improvements to the downtown area, and requested the
Commission to adopt the~Concept, with some modifications,and implement when property owners
start. He stated the City's responsibility would be for the material at an estimated cost
of $30,000 for the following:
(1) Landscaping
(2) Narrowing First Street
(3) Widening sidewalks.

He suggested an informal parking commission to study future downtown parking needs to be
composed of two City Commissioners, the City Manager or City Engineer and two other interested
parties.
The Mayor stated that the Commission would hear from those Persons present to speak
in favor of, or in opposition to, the proposed plan.
Andrew Speer, 111 North Cresent Boulevard, appeared in opposition to the proposed
plan, and stated he wants the downtown area kept as it is; and that the parking is good; the
sidewalks are wide enough and further, if any problem exists it is in the access to the busi-
nesses.
Those appearing in favor of the plan were as follows:
Ruth Swinney, a Real Estate Agent in Sanford, stated that the Greater Sanford Develo'
ment Corporation was missing the point by trying to go, or not go, to one way streets; what
every one wants is more business for the downtown area.
Bill Gielow, 2208 Community Way, Sanford.
Dick Buck, 1411 Park Avenue, Sanford.
Carl Gutman, 226 Elliott Avenue, Sanford.
Bill MacLaughlin, 316 Satsuma Drive, Sanford.
The Mayor stated he had received a phone call from Mrs. Richard Holtzclaw, in favor
of the plan.
Sara Jacobson, Consultant, Greater Sanford Development Corporation, stated that
the corporation has been awarded an Economic Development Administration grant, to be used
to coordinate training programs, and an administrative .program to implement programs; but
that they did not want to accept it until the City gave its endorsement of the plan.
Commissioner Morris moved that the City Commission re-confirm, its support for the
general goals of the Greater Sanford Development Corporation, and re-commit City labor and
resources in an amount not to exceed $36,000 in this fiscal year, to be expended within the
general perameters set by the Commission. Seconded by Commissioner Keith and carried.
Ray and Jan Bastin,. B & I Sign Company, 2924 North Orange Blossom Trail, Orlando,
were present to support a request to set up a mobile sign at Art Grindle Wheel Ranch on 17-92,
for a 1978 new car sale, for 60 days beginning October 1, 1977. Commissioner Stenstrom moved
to grant the request, with no colored lights to be used on the sign. Seconded by Commissioner
Keith and carried.
Requests submitted to erect two ground signs in RMOI Districts as follows:
(1) 1090 East First Street, Dr. Edgemmn.
(2) 2439 South Myrtle Avenue, Mr. Witt.
On recommendation of the Building Official, Commissioner Morris moved to authorize same.
Seconded by Commissioner Stenstrom and carried.

On recommendation of the City Manager, Commissioner McClanahan moved to authorize
payment of statement in amount of $3,782.17 submitted from David Kornreich, Labor Attorney.
Seconded by Commissioner Morris and carried.
Request submitted from Chelsea Title & Gumranty Company for a Quit Claim Deed in
favor of "Y" Enterprises, Inc. for the EaSt four feet of Lot 2, Block 12, Tier 11, A. C.
Martin's Addition to Sanford, acquired by Master's Deed. Commissioner McClanahan moved to
authorize the May~or to execute.a deed for same.

Service Trust Fund Grant, for a portion of the EEO Officer salary and office expense.

AND DIRECTING THE MAYOR OF THE CITY TO
SIGN AN AGREEMENT WITH THE STATE OF
FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS
UNDER THE FLORIDA FINANCIAL ASSISTANCE
FOR COMMUNITY SERVICES ACT.
IT IS HEREBY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF SANFORD, FLORIDA, AS FOLLOWS:
1. That the Mayor is hereby authorized and directed to sign
in the name and on behalf of the City Commission of the City of Sanford,
Florida, an Agreement between the Florida Department of Community
Affairs and the City of Sanford, Florida, under the Florida Financial
Assistance for Community Services Act, as per copy attached hereto and
made a part hereof.
2. That all funds necessary to meet the contract obligations
of the City of Sanford, Florida, With the Department have been appropriated
and said funds are unexpended and .unencumbered and are available for pay-
.ment as prescribed in the contract. The City shall be responsible for the
funds for the local share notwithstanding the fact that all or part of the'lOcal
share is to be met or contributed~by other source, i.e., contributions, other
agencies or organization funds.

Florida, deems it necessary, expedient and for the best interest of said
City that any unexpended cash surplus as of September 30, 1977 of the
operating revenues of said City for the fiscal year 1976-1977 be appropriatad
for the ordinary purposes and operating exPenses of 'said City in the budget
for the fiscal' year 1977-,1978.

WHEREAS, in accordance with Article VI of the Charter, as
amended, of the City of Sanford, Florida, the City Manager of' the City of

City of Sanford, Florida, an estimate for budget of revenues and expenditures

WHEREAS, the Florida Legislature has charged the Department
of Community Affairs with administering the Local Government
Comprehensive Planning Act Assistance Fund Program.
NOW THEREFORE, the City Commission of SANFORD requests the
Department of Community Affairs to include THE CITY. OF SANFORD
application among those requesting financial assistance from the
Local Government Comprehensive Planning Act Assistance Fund Program
for 1977-78
FURTHERMORE, the City COmmission of SANFORD indicates its
commitment to comply with the appropriate and applicable state
and local laws, rules, and regulations for the administration of
this program, including but not limited to, necessary matching
f~unds, ~funding only eligible planning activities, etc., which
are more fully described in Chapter 9B-5, F.A,C.

Notice is hereby given that a Public Hearing will be held in the

7:00 o'clock P. M. on September 26, 1977, to consider the adoption of
an ordinance by the City of Sanford, Florida, title of which is as fol-

On motion of Commissioner Stenstrom, seconded by Commissioner McClanahan and carried,
minutes of September 2 and 12, 1977 were approved.
Letter submitted from Seaboard Coast Line Railroad Company stating that the Division
Engineer, Tampa, would be in contact with the City Manager to diScuss the Railroad's program
of improving grade crossings and abandonment of trackage in Sanford. Commissioner McClanahan
moved that upon approval of the Railroad Company, to authorize the City to remove the crossing
and repave the street from First Street and Myrtle Avenue to French Avenue on the downtown
loop. Seconded by Commissioner Stenstrom and carried.
The City Manager reported that the Sanford Housing Authority has requested the
Commission to act on their three applications for 250 new housing units, which the Commis-
sion had tabled pending a priority rating system for making housing available to Sanford resi-
dents, and a revision of the Payment In Lieu Of Taxes provision. He stated that the priority
rating system has been developed and approved by HUD, but~,nothing is resolved about the Pay-
ment In Lieu Of Taxes. The Commission stated that Seminole County should be given the oppor-
tunity to be involved in public housing projects, before Sanford constructs more.
The City Manager submitted a report showing 99.4% of the burglar alarms were false
from January, 1977 through August, 1977. The Commission authorized a personal contact pro-
gram to be made by the Police D~partment to encourage a decrease by ~ajor offenders.
On recommendation of the City Manager, Commissioner Morris moved to authorize salary
reclassifications as follows:

Clifford Johnson, 2489 South Orange Avenue was present to support his request for
a water and sewer service to his property South of, and abutting, Sunland Estates, outside
the City. The City Manager reported that the present water and sewer lines would have to be
extended about 80 feet, and the location of the property eliminates possible annexation, and
recommended to deny the r~quest~, i' co.mmissioner Stenstrom moved to approve the request, subject
to all expenses being paid. by Mr. Johnson. Seconded by Commissioner Keith and carried over
dissenting vote of Commissioner Morris.
Recommendations submitted from the Central Examining Board to adopt 1977 Codes as
submitted at meeting of June 27, 1977. Commissioner Morris moved to table considerafion of
same until October 10, 1977. Seconded by Commissioner McClanahan and carried.
On recommendation of the City Manager, Commissioner McClanahan moved to authorize
the purchase of a three by five foot unframed painting of the present City Hall, at a cost
of $216.00. Seconded by Commissioner Morris and carried.
The City Manager reported that the proposed rezoning of the North one-half of Lot
14, Block Y, St. Gertrude's Addition to Town of Sanford, may be spot zoning, and was authorized
to have staff office research same.
The City Manager reported that residents on French Avenue between Orlando Drive
and 26hh Street are requesting "No Parking" signs on the North side of Hiawatha Avenue between
27th Street and Orlando Drive, on the South side of Marc Slade's automobile dealership. The
Commission took same under consideration.
The City Manager was commended upon being elected regional Vice President of the
International City Manager's Association, for a two year term.
The City Manager reported that a survey of sick leave policies of area municipali-
ties and counties reflected an average of 12 days per year, acctunulative..toless-t~han 90 days;

and recommended to continue the present Sanford sick leave policy of 15 days per year, accumu-
lative to 30 days, with up to 5 years service; 60 days with 5 to 10 years service; and 90
days with over 10 years service. The Commission affirmed same.
The City Manager reported that prior to November 30, 1977, each Florida city must
elect to go under either a contributory type unemployment compensation system or remain a
reimbursable type; and recommended to retain the reimbursable classification. The Commis-
sion authorized same.
On recommendation of the City Manager, Commissioner Keith moved to approve the
proposed interlocal agreement for research and development of a solid waste resource recovery
and/or management plan, developed by CLANO committee. Seconded by Commissioner McClanahan
and carried.
The City Manager reported that Seminole County Sheriff John Polk had requested the
City wa~ive the building permit fee on the proposed county detention complex at the County
site. On recommendation of the City Manager, Commissioner McClanahan moved to authorize same.
Seconded by Commissioner Keith and carried.
The City Manager reported that Seminole Community Action had requested to use the
Civic Center free of charge, f~r 10 hours on November 17, 1977 to hold a buffet dinner. Com-
missioner Morris moved to authorize Seminole Community Action free. use 0f the Civic Center
for same, except for $6.00 per hour charge for air conditioning and fOr the cUstodian's over-
time pay. Seconded by Commissioner Keith and carried over dissenting votes of Commissioner
McClanahan and Commissioner Stenstrom.

The City Manager reported that Mack Cleveland, President, Seminole Cablevision, Inc.
had requested the City to assign their cablevision franchise to American Television and Com-
munications Corporation. Commissioner Stenstrom moved to authorize same, upon the following:
(1) An office is manned and staffed in the City of Sanford, in compliance with
the franchise.
(2) A Cabl~vision service is actually provided to all parts of the City.
Seconded by Commissioner McClanahan and carried.
