The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on October 10, 1977.

The meeting was called to order by the Chairman.
The first item of business was presentation Of a plaque to George M. Harriett,
Fire Chief, in recognition of 35 years service to the City,
A public hearing was held in accordance with notice published in the Evening
Herald on September 20, and 30, 1977 as follows:

AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice~ is hereby given that a Public. Hearing will be held at the
Commission Room in the City Hall in the City of~ Sanford, Florida, at
7:00 o'clock P. M. on October 10, 1977, to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as fol-
lows:
A portion of that certain property lying between French Avenue
and Maple Avenue and between 24th Street and 24th Place is pro-
posed to be rezoned from RC-1 (Restricted Commercial) District
to GC-2 (General Commercial) District. Said property being
more particularly described as follows:
Lots 7, 8, 13 and 14, (less road), Block 15, 3rd
Section, Dreamwold, Plat Book 4, Page 70, Public
Records of Seminole County, Florida.

services for the new City Hall telephone.system.
The City Manager submitted a proposed Interlocal Agreement for planning work, to
develop a solid waste resource recovery and/or management program for Seminole County and
involved municipalities. Commissioner McClanahan moved to adopt same.
Morris and carried.
Request submitted from the Downtown Business Association and the Art Association to
close Magnolia Avenue between First Street and Second Street for the art show October 22, 1977,
in addition to the previously approved closing of First Street between Oak Avenue and Sanford
Avenue. On recommendation Of the City Manager, Commissioner McClanahan moved to authorize
same. Seconded by Commissioner Stenstrom and carried.

Commissioner Morris moved to authorize the City Attorney to prepare the proper
ordinances to adopt 197~ codes as follows:
1. 1977 Revision to 1976 Edition of the Standard Building Code, with amendments.
2. 1977 Revision to 1975 Standard Plumbing Code, with amendments.
3. 1977 Revision to 1976 Standard Mechanical Code, with amendments.
4. 1977 Revision to 1976 S~'andard Housing Code.
5. Delete from City Code Section 6-4, Certain Buildings, etc.
Seconded by Commissioner McClanahan and carried..
Request submitted from Eddie Barbour for approval of a plat of Ridgewood Estates.
The City Manager stated that Mr. Barbour wants.to make a payment in lieu ~of dedicating an
open space area; and that this open space was for Geneva Terrace as well as Ridgewood Estates.
He also stated the plat had been approved by Planning and Zoning Commission, with certain
changes which had been done.
Dave Fart, representing Mr. Barbour, stated that he proposed to develop single
family homes and ~hat Mr. Barbour's building costs are geared to building on 42 lots, and
requested that Mr. Barbour be allowed to'pay the City an amount equal to the assessed
value of the property required for an open space area.
Commissioner Stenstrom moved as follows:
(1) Authorized to waive the open space requirements for the Ridgewood Estates
plat including the pre-committment of. the parks for Geneva Terrace, due
to City park being developed in the area, on Georgia Avenue.
(2) In lieu of land, Mr. Barbour to be permitted to make a substitute payment
in amount of $3,346.48, to be paid on a per lot basis, upon application
for the building permit, with a personal note executed for the principal
amount.

Association, stating that all Sanford Ptaza'Merchants:~Association:.members~ present at meeting
on October 5, 1977 voted not to have an entertainment: center_in the,Plaza. ~
A1 Bowling-,stated that three members of the 8anford Plaza Merchants' Association
Were against an entertainment' center and'-that' there Was no opposition from~ 907o of the
members.

The City Manager reported that the court had validated Public Improvement Revenue
Certificates in the amount of 2~1 million dollars; however, only $750,000 would need to
be sold for furnishings for the new City Hall, land acquisition, architect's fees and payment
for the Public Works Complex, since the Anti-Recession Grant has paid for the rest.
Commissioner McClanahan moved to authorize the following:
(1) Sale of the bonds.
(2) City's Fiscal agent to review and report to the City Commission on the
feasibility of offering these certificates to local banks first.
(3) If offering to local banks not feasible, or they do not want the certificates,
to proceed with public sale.

The City Manager reported that action, should be started now so that special
legislation could be passed in 1978 to permit police officers to be covered by the
pension in Chapter 185. The Commission authorized a survey of people currently under the
Police Pension System, to see how many want to go to the State plan, and how many want to
stay in the present system, and the amount of funds needed to keep the present system
ac~Uarially sound for those who want to stay in it.
The C~ty Commission authorized the name sign for the new City Hall to read
"Sanford City Hall".
Commissioner Mc~ianahan moved to authorize the City Attorney to prepare the
proper resolution to dedicate the park at Celery Avenue and Summerlin Avenue as the
Randall Chase Park. Seconded by Commissioner Keith and carried.
The dedication was tentatively scheduled for November 14, 1977 at 1:30 P. M.
The Commission authmrized to rebuild the sidewalk on the East side of Park
Avenue between Ninth Street and Tenth Street.

The CitY Manager reported that there are two sites for a future water tank as
follows:
1. The old City clay pit on Art Lane.
2. Property North of Sunland Estates.
Commissioner McClanahan moved to authorize the City Manager to proceed with plans for the
site on Art Lane. Seconded by Commissioner Morris and carried.
Letter submitted from City Attorney Vernon Mize, stating that further action by
~the Commission is necessary so that the advertisements for a Special Election can be prepared.
Commissioner McClanahan moved not to consider a special referendum this year, ~and consider any

On recommendation of the City Manager, Commissioner Stenstrom moved to authorize
iipayment of statement in amount of $1,254.93, from Margaret McCormick Interior Design, Inc.,
work on the new City Hall. Seconded by Commissioner McClanahan and carried.
Annual report submitted from the General Sanford Memorial Library and Museum
Association for the period of October 1, 1976 to September 30, 1977; and request for the
77-78 appropriation. Commissioner Stenstrom moved to authorize same. Seconded by Commissioner
McClanahan and carried.
Request submitted from Mr. and Mrs. Anthony DeCato to close and vacate streets
:and parkways in property abutting Persimmon Avenue on the West and lying between Second
Street extended to the West and the North line of the Seaboard Coast Line Railroad right-
Of-way, further described as follows:
Commence at the intersection of the Southerly right-of-way~iiline of SR 46 and
the Westerly right-of-way line of Persimmon Avenue .according to Florida Land
and Colonization Company's Map of St. Gertrude Addition, Plat Book 1, Page 117,
