The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on November 14, 1977.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening
Herald on October 28, 1977 as follows:

PORTIONS OF STREETS AND PARKWAYS.
TO WHOM IT MAY CONCERN,?
You will take notice that~ the City Commission of~the 'City of Sanford,
Florida, at 7:00 o'clock P. M. on November 14, 1977, in the City Com-
mission Room at the City Hall in the City of Sanford, Florida, will
consider and determine whether or not the City will close, vacate and
abandon any right of the City and the public in and to those portions
'of Third, Fourth, and Fifth Streets, and a portion of that certain un-
named North-South Street,.and parkways, lying West of Persimmon Avenue
and between the Westerly extension of Second Street and the Seaboard
Coast Line Railroad right-of-way, within property more particularly
described as follows: .
Commence at the intersection of the Southerly right-of-way
line of SR 46 and the Westerly right-of-way line of Persimmon
Avenue according to Florida Land and.Colonization Company's
Ma~ of St. Gertrude Addition, plat Book 1, Page llT,-Semi-
nole County, as located in the Town of Sanford, Florida,~ run
thence South along the Westerly right-of-way line a distance
!0'f 400 feet for a Point of Beginning, thence continue South
along the Westerly right,of-way a:distance of 920.95 feet to
the Easterly right-of-way line of the Seaboard Coast Line
Railroad, thence North 54° 21' 35" W along the Easterly right-
of-way of the Seaboard Coast Line Railroad a distance of 566.42
feet. thence N 0° 21' 07" E a distance of 578.84 feet, thence
N 886 29' 09" E a-distance of 456.93 feet to the Point of

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed right-of-way closings.
The City Clerk reported that notices were sent to property owners on October 26, 1977.
Mr. Carlton Bennett, Attorney, Smith and Bennett, Orlando, representing A-1
Block Company of Orlando and Mr; and Mrs. Anthony DeCato, owners, was present to support
the request.

Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on November 14,' 1977, to consider changes and.amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as fol-
lows:
ARTICLE V. USE PROVISIONS~ SECTION 7. RMOI~ MULTIPLE-FAMILY RES-
IDENTIAL~ OFFICE AND INSTITUTIONAL DISTRICT, Section A. Uses Per-
mitted, Item (8) shall be amended as follows.:-

as follows:

be parked in off-street parking areas, access tO highways thereto,
or in any residential district except as may be required for nor-
mal loading or unloading~of such vehicles and during the time nor-
mally required for service at dwellings, or at structures or ac:-
tivities permitted or permissible in such residential districts
by the terms of this Zoning Regulation:
Commercial trucks over 5,'000 pounds

Commercial Wreckers

to speak in favor of, or in opposition to, the proposed amendment of Article V, Use
Provisions, Section 7, RMOI, Multiple-Family Residential, Office and Institutional District,
Section A, Uses permitted, Item (8). No one appeared.
On recommendation of the-Planning and Zoning Commission, CommiSsioner-Keith
moved to authorize the City Attorney to prepare the proper ordinance to amend same.

On recommendation of the Planning and Zoning Commission, Commissioner Stenstrom
moved to authorize the City Attorney to prepare the~.proper ordinance to amend same, with
the addition to permit parking of "wreckers on call". Seconded by Commissioner Morris
and carried.
Request submitted for an exempt license, from Commander James Ripley, Campbell-
Lossing Post 53, The American Legion, for a Fun Fair November 16 through 27, 1977. The
City Clerk reported that a Certificate of Insurance had been received for Belle City
Amusements. Commissioner McClanahan moved to authorize the~exempt license. Seconded by
Commissioner Stenstrom and carried.
Request submitted for a 90 day time extension on Condemnation Group 44, Report
No. 77-770, 1116 Hickory, Obadiah Williamson, owner. On recommendation of the Minimum
Housing Code Inspector and on approval of the Acting City Manager, Commissioner Stenstrom
moved to authorize same. Seconded by Commissioner McClanahan and carried.
Letter of commendation submitted from Mrs. Marie Francis and Mrs. Clyde Walker,
to the Sanford Fire Department; and letter of commendation submitted from Mr. and Mrs.
George Baumbach, to the Refuse Department. The Mayor stated he had received a letter of
commendation for the Police and Fire Departments regarding the accident on 17-92, in
fromt of Burger King.
Requests submitted for payment of property taxes as follows:

Approved by the Acting City Manager.
The City Attorney reported that the City does not have clear title to Property
in (b) above, and recommended not to pay the taxes at this time.
Commissioner McClanahan moved to authorize payment of taxes in (a) and (c).
Seconded by Commissioner Keith and carried.
Planning and Zoning Commission recommendation dated November 4, 1977 submitted
as follows:

Recommend approval to the City Commission, the rezoning from
MR-2 to RMOI, Lots 1,2,3,4,17,18,19 & 20, Blk 9, 3rd Sec.
Dreamwold, north side of 25th St., between Lake & Cedar.
Recommend approval to the City Commission to change the Sanford
City Code, Appendix A, Zoning Ordinance to read:

Change to read:

The City C!-erk reported that the note for purchase of City Hall land and architect's
fees, in amount of $175,000 at Atlantic National Bank of Sanford is due, with interest in
amount of $1,941.78; and that they will renew the note for 90 days at the same interest
rate of 4~%. Commissioner Stenstrom moved to renew the note and authorize payment of the
interest. Seconded by Commissioner Morris and carried.
On motion of'Commissioner Keith, seconded by Commissioner McClanahan and carried,

The City Manager and Police Chief submitted a recommendation to purchase
Intermediate Dodge Monacos, under State Bid. Commissioner McClanahan moved to purchase

On recommendation of the Acting City Manager, Commissioner McClanahan moved to accept low bids
of Commercial Architectural Products in amount .of $4,154 for folding partitions; Jones Electric
in amount of $1,450.16 for lighting fixtures;~ and Wall Plumbing & Heating in amount of $3,950
for plumbing work. Seconded by Commissioner Morris and carried.
Request submitted from John H. Percy, Director, Department of County Development, to
use either the first floor of the new City Hall, or the Parks and Recreation office in the
Civic Center, for Library Space. The City Manager was authorized to discuss the request with
the County, to find out exactly what they need.
Letter dated November 2, 1977 submitted from Thomas Wilson, Executive Director,
Sanford Housing Authority, proposing:
1. That the Housing Rehabilitation and Training Program b.e'i~m .... ~
plemented ~sing~Community Development funds.
2.The one sixty unit highrise apartment complex for the elderly
be constructed. (Four story building).
3. That City utilize selected scattered sites for development
of 140 dwelling 'units.
and letter dated November 8, 1977, asking for approval of his request for new housing units,
and for the Commission's feelings about the development of a comprehensive plan for same.
The City Manager stated he would talk to Mr. Wilson,~and report back to the City Commission.
On recommendation of the Acting City Manager, Commissioner Morris moved to
authorize salary reclassifications as follows:

Joseph Chisholm, from Parks Laborer I-C to D, $7,168.89 annual.

Commismioner Morris moved to authorize payment in amount of $1,466.95 to Margaret
McCormick Interior Design for work on the new City Hall. Seconded by Commissioner
McClanahan and carried.
Commissioner McClanahan moved to authorize payment from ReVenue Sharing Trust Fund
in amount of $219,042 to Williams Development Company, Request #~, for work on the new City
November 14, at 7:00 P.M. 1977

Commissioner McClanahan moved to authorize Friday, November 25, 1977, to be a
holiday for City Employees, and for City Hall to be Closed that day.
Morris and carried.
On recommendation of the City Manager, Commissioner Morris~moved to authorize
payment in amount of $2,214.74 to Labor Attorney David V. Kornreich for services re: Orange
County Police Benevolent Association. Seconded by Commissioner Keith and carried.
On recommendation of the City Manager and City Attorney, Commissioner Morris mov~
to authorize payment of Workmen's Compensation claim in amount of $633.78 to Leonard Knight.
Seconded by Commissioner McClanahan and carried.
The City Attorney reported that Seminole County had agreed to settle the annexa-
tion suit against the City, for annexation of property abutting Upsala Road and lying
approximately 1,460 feet North of Paola Road. Commissioner McClanahan moved to authorize the
City Attorney to enter into a stipulation to take the necessary steps to have the annexation
ordinance amended. Seconded by Commissioner Stens~rom-~and carried.
Request submitted from the Optimist Club of Sanford to use a trailer sign at Zayre
Plaza, December 1, through 26, 1977. Commissioner Morris moved to approve same, with the
stipulation that no flashing lights be used on the sign. Seconded by Commissioner
McClanahan~ and carried.
Commissioner Keith moved to authorize the Mayor, City Attorney and City Clerk
access to Safe Deposit Box No. 177 at the Atlantic National Bank, for the annual audit.
Seconded by Commissioner Stenstrom and carried.
Commissioner McClanahan moved to establish minimum acceptable prices for used city
vehicles for sale at public auction, as follows:
Ford Van at least $250 - 300
Dodge Van at least $600
Seconded by Commissioner Stenstrom and carried.
Commissioner Keith stated he would attend the SEEDCO 6th Annual Friendship Banquet
on December 2, 1977, as the City representative.
There being no further business, the meeting was adjourned.
