The City Commission of the City of Sanford, Florida, met in Special Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on November 21,1977.

The meeting was called to order by the Chairman.
The City Manager submitted a tabulation of bids for refurbishing present City
Hall furniture as follows:

On recommendation of the City Manager, Commissioner Stenstrom moved to accept low bid of
Colormaster, in amount of $2,679 for refinishing and reupholstering chairs; low bid of
Colormaster in amount of $3,503 for electrostatic Painting, Metal Furniture; and low bid
of Colbert's Refinishing Compamy in amount of $615 for refinishing wood furnitnre.
Seconded by Commissioner McClanahan and carried.
The City Manager submitted a tabulation of bids for gasoline and diesel fuel as
follows:

On recommendation of the City Manager, Commissioner McClanahan moved to accept low bid of
Gulf Oil Corporation in amount of $.4146 ~or premium leaded gasoline; low bid of Gulf Oil
Corporation in amount of $.4303 for premium unleaded gasoline; and low bid of Standard Oil
in amount of $.4210 for diesel fuel. Seconded by Commissioner Keith and carried.
The City Manager reported that a tree fell on a 29 inch chain saw and requested
a transfer in amount of $331 from Contingency to Street Division Account No. 2-01-47370-9.
On motion of Commissioner Stenstrom, seconded by Commissioner Keith and carried, same was
authorized.

On motion of Commissioner StenstrOm, seconded by Commissioner McClanahan and carried,
the Regular meeting of December 12 was authorized to be held December 13, 1977.
Request for payment of annual dues in amount of $25 submitted from the Ridge League
of Municipalities. The Commission declined to become a member.
The City Manager reported that the Woman's Club of Sanford had presented a Centen-
nial Signature Quilt to be placed on display in the Sanford Museum. Commissioner Stenstrom
moved to accept same. Seconded by Commissioner Keith and carried.
On recommendation of the City Manager, Commissioner Keith moved to authorize trans-
fer of funds from Contigmncy for court time as follows:

On recommendation of the City Manager, Commissioner McClanahan moved to authorize final notice
to be sent, and if no response, then to authorize the City Attorney to file suit for fore-
closure. Seconded by CommisSioner Stenstrom and carried.
The Chairman announced that the next item of business would be a public hearing for
/!discussion of the proposed Keller Industries plant on Cornwall Road, and that the Commission
would hear from those persons present to speak in favor of, or in opposition to, same.
Howard Marsee, Attorney, Pitts, Eubanks, Ross and Rumberger, 605 East Robinson
Street, representing Steven Sirkin and Admiral Richard FoWler, and the Concerned Property
'nets Association, appeared in opposition. He stated the annexation Procedure and rezoning
)rocedure followed for this property may not have been legal.

Keller Industries proposed to locate on another site, and his concerns with this site were as
follows:

He stated they were willing to compromise; that they want engineering assurance that the
scrubber will do the job as intended; suggested trees along the East boundary and East
BoundarM~Of Hunt property; want no effluent; use of baled scrap only; suggested the City ask
Keller Industries and Hunt to join in a rezoning of property lying East of the Railroad tracks
to Agricultural, or something other than heavy industrial.
Louis J. Dritz, Kessler's Junk y~rd, 110 North'Holly, .asked if ~Keller would be
buying scrap off the street. ~
Admiral Richard Fowler, Silver Lake, showed slides of an operation similar to
Keller'S located in Tifton, Georgia,~
Leopold Potsiadlo, 117 Rabun Court, stated that residents in his neighborhood are
against ~ny construction in their area; and that the second site is even closer to them, and
they are against it, also.
Alice Sundvall, 119 Rabun Court, stated she feels that they should be protected by
the City from this and a better site must be available away from reSi~ences:~' · ~ '~'~
Mrs. Alice Smith, Celery Avenue, appeared in opposition.
Gordon Meyer, 113 SanOra Boulevard, stated he was oPposed to the Cornwall Avenue
site, adjacent to his residence.
Harold Sundvall, ll9.Rabun Court, stated opposition to the road behind his house
being paved, and truck traffic on it; that if one industry located there, more would come. ~
John Morgan, Silver Lake, stated it was a pretty sloppy operation to be in that nice
residential section, and thought it ought to be in the. Port Authority.
Bill Fields stated he was opposed to Keller Industries locating there.
Mr. Marsee stated he would like to prepare a document with various stipulations, to
present to Keller Industries, for their consideration.

Some type of engineering assurance that the scrubber will
eliminate air pollution, as it is supposed to d-o.

11. Transitional zoning of that portion of property East of the
Railroad tracks.
!M~ Mclntosh, Attorney for' Keller Industries, responded as follows:
1. Now considered.
2. Railroad will not allow a fence along a siding.
3. If it's ok with the Railroad, it's ok with us.
4. Will use City water and shallow well water; shallow well about
the size of a residential family's irrigation unit, for use
approximately every other day.
5. We again commit to that.
6. Have no control over that.
7. No intention.
8. None at all.
9. The City Engineer required us to meet Federal, State and Local
regulations. We intend to abide by those.
10. Covered by bins with exterior walls, but no roof. No storage
above walls.
11. Not up to Keller Industries.
Mr. Fowler asked if they could have a written committment, to go with the verbal one.
Mr. McIntosh stated that if it is approved by the City Attorney, the validating
attorney, then there is no problem at all.
Mr. Dritz asked if Keller Industries would buy scrap "off the street". Mr. McIntosh
stated they would not.
Gordon Meyer asked if the second site wasn't closer to residences than the original
site on Silver Lake Drive.
Harold Sundvall stated he had received no notice of this proposed use of the property.
The Mayor stated that this property had been ~One.d i~ndustrial for 15 years, and that
the City doesn't have to notify property owners when the property is being developed for its
zoned use.
Mr. Ron Richards, Hunt Industries, 1401 Elm Street, Dallas, Texas, stated:
1. Environmental controls: We are satisfied in our minds that Keller
Industries will meet all federal, state and local regulations.
2. Development standards were placed on that property at the time
of entering into the contract. Set backs, parking, etc.
3. Paving of Cornwall only to Keller Industries is not in the
best interest of,:our company; will have to go to Mellonville.
4. Zoning: think we have the legal rights to leave it as it is.
5. Screening: Cannot dictate to Keller Industries other than the
storage be screened from public view. Railroad will not per-
mit screening in their r~ght-of-way.
6.Sanora South: Hunt sold property to developer and they knew
of the industrial zoning.
7. Change in zoning: no intention of changing zoning;.think
that is the best zoning available.

Mr. Marsee stated that restrictive, covenants are not enforceable byneighbors;:that
they want to pave Cornwall Avenue for future industrial use; that they did not ask for trees
on the Railroad, asked for them on Keller Industry property; that Hunt Oil annexed the pro-
perty into the City because they could not live with county regulations; that people
living outside the City should be notified, due process; and asked if Hunt Oil is willing
to participate in rezoning property East of the Railroad. Mr. Richards answered "NO".
Mr. Fowler asked if Hunt Oil would plant screening trees along the property front-
ing on Mellonville Avenue. Mr. Richards stated that if it is no expense to Hunt Oil or
Keller Industries, they will permit it.
Mr. Meyer asked why they could not use Seminole County Industrial Revenue Bonds.
The Mayor stated that since the property is in the City, it should be issued by the City.
John Krider stated that the property had been zoned MediUm Industrial since 1962;
the site had been changed from the intersection of Silver Lake Drive and Mellonville Avenue
after a conference held by Keller Industries with members of the concerned citizens group;
and the site they are on now is preferable to Keller Industries.
John Morgan asked what would happen if the plant is a real nuisance, smoke, noise,
etc.
The Mayor stated that the Environmental Protection Agency would take care of that.
There being no further business, the meeting was adjourned.
