LRGAL SUPPLY COMPANY 1978 The City Commission of the City of Sanford, Florida, met in Regular Session in Room 248 of the City Hall on January 23, 1978 at 7:00 P. M. Robert Olive, Bond Attorney for Keller Industries, presented a Resolution for sale of $750,000 Industrial Development Revenue Bonds and stated that changes in the Installment Purchase Agreement and the Guaranty~Agreement need to be discussed. Commissioner Stenstrom moved to table consideration of same, until the Commission can read the new material. by Commissioner Keith and carried. Commissioner Morris moved to authorize the City Attorney t° enter-into negotiations with the two local banking institutions to determine fees and requirements, to act as Trustee under the aforesaid Resolution. Secnnded by Commissioner Stenstrom and carried. A public hearing was held to consider condemnation of 13 structures or buildings on Report Nos. 77-802 through 77-814, Group 47, in accordance with notice authorize at meeting of December 13, 1977. The Chairman announced that the Commission would hear from any property owner or representative thereof. A review of each individual report was as follows: REPORT NO. Delano After consideration, Commissioner Stenstrom moved that finding the buildings under Report Numbers 77-802 through 77-814 to be unsanitary, unsafe and delapidated, that said structures be condemned and the owner given a notice of 90 days in which to repa,ir or give just cause why same has not been repaired or demolished; and after 90 days to authorize the City to demolish the structures and levy a lien against the property for said removal. NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE cITY OF SANFORD, 'FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o!.clock P. M. on January 23, 1978, to consider changes and amend- ments to the Zoning Ordinance and the Comprehensive Land Use Plan of the City of Sanford, Florida, as 'follows: A portion of that certain property lying between First Street and Second Street and between Avocado Avenue and Mangoustine Avenue is proposed to be rezoned from RMOI (Multiple Family Residential, Office and Institutional) District to GC-2 (Gen- eral Commercial) District. The City Clerk reported that notices had been sent to property owners on December 20, 1977 and the property posted with a-.notice of public hearing. Norm Szoboda, representing Lyle Burke, owner, appeared in support of the rezoning. On'recommendation of the Planning and Zoning Comm&ssion,-Commissioner Stenstrom moved to authorize the City Attorney to prepare the proper ordinance to rezone the property as advertised. Seconded by Commissioner Keith and carried. SUPPLY COMPaNy ~ Sec. 18-20. ~Recreational Vehicles; parking or storin~ on streets or private residential property. (a) FOr the purpose of this section, the term "recreational vehi- cle'' shall mean and include any boat mOunted on a trailer, any camp trailer, .travel trailer or other unit built or mounted on a vehicle or chassis, without permanent foundation, which is used for temporary dwelling or sleeping purposes and which, under the provisions of applicable Florida Statutes, may be legally driven or towed by a passenger'~ehicle on a highway; provided the same does not exceed thirty-two (32) feet in length. (b) Any owner of a recreational vehicle may park or store such equipment on private property subject to the following con- ditions: (1) If the recreational vehicle is parked or stored outside of a garage or building, it shall be parked or stored to the rear building line of the lot, except as follows: (aa) When side yard setbacks are not sufficient to allow accessibility to rear yard, recreational vehicles, (including boats on trailers), may be parked or stored on carpomt, driveway or front yard. (2) Such parked or stored recreational vehicle shall not be occupied'or used for living, sleeping, or housekeeping purposes except as prbvided in paragraph (3) below. (3) The owner of such parked or stored recreational vehicle shall request permission from the City Manager, stating the-name and place of residence of person desiring to occupy the same; the make, length and state license num- ber of such recreational vehicle and the place wh~e such recreational vehicle will be occupied. Only one permit for three (3) weeks temporary occupancy shall be allowed. (4) A recreational vehicle may be parked anywhere on private residential property for loading or unloading purposes. On recommendation of the Planning and Zoning Commission, Commissioner Keith moved to deny the amendment to the City Code. Seconded by Commissioner Morris and carried over the dissenting vote of Commissioner Stenstrom. Commissioner Keith moved to remove from table, a public hearing tabled at meeting of January 9, 1978, to consider rezoning a portion of property between Fourth Street and Fifth Street and betweenHolly Avenue andMaple Avenue, Lots I through 3 and 6 through'~0,':~Block~6, Tier 10, Town of Sanford. Seconded by Commissioner Morris and carried~ Planning and Zoning Co~mission submitted a recommendation to deny the rezoning. Commissioner Stenstrom moved to table consideration of same. Morris and carried. Mr. Jim Alford was present to support a request to authorize package sale of Beer and Wine on Sundays at convenience stores. He submitted a petition, which he said contained 1200 signatures of people in favor of same. Commissioner Stenstrom moved to authorize the City Attorney to prepare the proper ordinance to amend the City Code Section 3-2 to permit same. Seconded by Commissioner Keith and carried. Request submitted from Robert Lee Robinson for a taxi-cab license, to be operated from 1509 West 15th Street. Commissioner Stenstrom moved to authorize same, subject to inspec- tion and approval of the vehicle. Seconded by Commissioner Morris and carried. Recommeddations dated January 20, 1978, submitted from the Planning and Zoning iCommission as follows: 1. Recommend approval to the City Commission on rezoning from RMOI to GC-2, Lots 9 thru 18 + 33, 34 and 35, Graceline Court, located south of W. First St. and east of Man~oustine Ave. Planned use, retail b~siness. Owner - Lyle Burk. 2. Reaommend denial to the City Commission on rezoning from MR-2 to GC-2, Lots 1,2,3,6,7,8,9 & 10, Blk 6, Tr 10, located be- tween 4th & 5th Sts. and between Holly and Maple. Recommended approval to the City Commission to rezone to RC-1, lots 6,7, 8,9 and 10, which would allow Horton, owner of Lots 6 & 7, to open a ceramic shop. 3. Seconded by Commissioner Stenstrom and carried. On recommendation of the Building Official, Commissioner Stenstrom moved to autho- rize the City Attorney to prepare the proper ordinance to amend the City Code Section 22-16 (J) (1) and (2) as follows: 1. Public Property Lines - in all zoning districts ali ground signs erected with the lower edge of the face less than nine (9) feet above the average ground level shall be set back from public property lines a distance of.nine (9) feet. Ground signs with the lower edge of the face nine (9) feet, or higher, above the average ground level may be erected with zero (0) feet setback from public property lines. 2. Private Property Lines - In all zoning districts ground signs shall be set back a minimum of five (5) feet from adjacent private property lines. Seconded by Commissioner Keith and carried. The Commission authorized CALNO to make a presentation of this proposed legislation to Seminole County and authorized the City Attorney to contact the City Attorneys of other interested municipalities to see if they will appear at th~ presentation.~ The City Manager reported that Animal Control Officer Margo Young surveyed four veterinarians and they are agreeable to issuing dog licenses at a fee of 25~ per license. The City Manager reported that Seminole Memorial Hospital has increased their semi- private room and board rate from $70 per day to $76 per day effective January 1, 1978.
