A public hearing was held in accordance with notice directed to affected property owners and tenants of property on a portion of West 13th Street, as follows: NOTICE Dear Property Owner and/or Tenant The Sanford City Commission has been asked to prohibit parking on the south side of West I3th Street from Lake Avenue to Pomegranite Avenue. You are hereby notified that there will be a public hearing in the Sanford City Hall on Monday, February 27, 1978 at 7:00 PM, to discuss this propbsal.: ~ou are. invi~t'ed-to b~ ~res:ent and to express your thoughts on the matter. The request was made to relieve the traffic congestion and hazardous travel with parking allowed on both sides of the street. The City Commission would like to know how you feel about this request. ' Sanford City Commission City Ha~l Sanford, Florida ~--- February 14, 1978 The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition t.o, the proposed parking restriction. Those appearing in opposition were as follows: D. C. McCoy, 1002 Cypress Avenue, suggested widening the street instead of restricting parking. Trisha Harris, 2008 West 16th Street, owner of a business on West 13th Street, stated it would inconvenience people if parking was permitted on one side of the street only. Roy G. Brent, representing the West 13th Street Barber Shop, stated he was against parking on one side of the street only, and preferred that the street be widened. Those appearing in favor were as follows: Ezekiel Dixon, 1910 West 13th Street, suggested zig-zag parking on both sides of the street, or all parking on one side of the street only. A. G. DeLattibeaudiere, 807~ Sanford Avenue, stated he was still in favor of parking on the North side only, and felt the City Commission should act for the safety of the public. :. Seconded by Commissioner Keith and carried over dissenting votes of Commissioner Stenstrom and Commissioner Morris. Requests submitted for use of mobile signs as follows: B & T Sign Company requests use of a mobile sign at Art Grin- die Wheel Ranch for a Spring Sale, for 60 days beginning March 1, 1978. B & T Sign Company requests use of a mobile sign at AAA Sew- ing & Vacuum Cleaners, Cumberland Farms Plaza on H%ghway 17-92, for 60 days beginning February 28, 1978, for Grand Opening Sale. Sanford Furniture Salvage (Noll's Furniture), 351.6 South Or- lando Drive, requests use of a mobile sign for 60 days, for Grand Opening beginning February 28, 1978. Citrus Country Toyota, 185 Airport Boulevard, requests an extension of use of a trailer, sign for 90 days, for Grand Opening. Commissioner Stenstrom moved to authorize same for 60 days each. McClanahan and carried. On recommendation of the City Manager, Commissioner Morris moved to authorize 90 day time extensions on the above condemned structures. Seconded by Commissioner Stenstrom and carried. Recommendation dated February 17, 1978 submitted from the Planning and Zoning Commission as follows: Recommend approval to the City Commission, the rezoning from MR-2 to RC-1, Lots 1 thru 10, Blk 6, Tr 10, Town of Sanford, located between 4th & 5th Sts. and between Holly and Maple. Owners-Horton, Bennett, Ogden, Osgood, Yates & Rotundo. Purpose~A ceramic shop on lots 6 & 7, owned by Horton. 2. Recommend approval to the City Commission, a Plat for Section 6, Idyllwilde of Loch Arbor (Kay Shoemaker) with stipulation of approximately 17,400 sq. ft. of public open space be provided, or money in lieu of, per City of Sanford Development Guidelines. Commissioner McClanahan moved to authorize a public hearing to be held March 13, 1978 to consider item (1). Seconded by Commissioner Stenstrom and carried. On recommendation of the Planning and Zoning Commission, Commissioner McClanahan moved to authorize the Mayor and City Clerk to execute said Plat. Seconded by Commissioner Stenstrom and carried. Ordinance No. 1421, antitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION 3-2 OF CHAPTER 3, ENTITLED ALCOHOLIC BEVERAGES OF THE CODE OF THE CITY OF SANFORD; SAID AMENDMENT ADDING A SUB-SECTION TO AUTHORIZE THE PACKAGE SALE OF BEER AND WINE FOR CONSUMPTION OFF PREMISES ON SUNDAYS WITH THE HOURS OF SALE ON SUNDAYS BEING RESTRICTED TO 1:00 P. Ordinance No. 1423, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION 22-16 OF CHAPTER 22 OF THE SANFORD CITY CODE, SAID CHAPTER BEING ENTITLED '"SIGNS AND ADVERT~SING?:~ SAID AMENDMENT AMENDING THAT CERTAIN SECTION RELATIVE TO GROUND SIGNS TO PROVIDE FOR SETBACK REQUIREMENTS FROM PUBLIC AND PRIVATE PROPERTY LINES'; PROVIDING AN EFFECTIVE DATE, introduced and placed on its first reading and read in full at meeting of February 13, 1978, was next placed on its final reading. After being read by title, the Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposi- tion to, the proposed ordinance. No one appeared. Commissioner McClanahan moved on its passage and adoption. Seconded by Commissioner Stenstrom and carried. Francie Wynalda, EEO officer, was present to answer questions about the proposed revision of the affirmative action plan. Commissioner Keith moved to adopt same. Seconded by Commissioner Stenstrom and carried. The City Manager submitted a proposed Anti-Recession Budget, revised as of February 27 1978. Commissioner Stenstrom moved to table consideration of same until information is re- ceived on whether anti-recession funds can be used for wages of persons for constructio~ of parking lots. Seconded by Commissioner Keith and carried over dissenting vote of Commissioner McC lanahan. Commissioner McClanahan moved to authorize the City Attorney to prepare the proper ordinance to adopt the amended Anti-Recession Budget as submitted, except the $62,734.22 cost- of-living adjustment, same to be placed in contingency. Seconded by Commissioner Stenstrom and carried. The City Manager submitted a report of refuse equipment, and requested authority to proceed with purchase of two new packer units as proposed. Commissioner McClanahan moved to authorize the City Manager to advertise an InvitAtion to Bid for same. Seconded by Com- missioner Morris and carried. Condemnation Group 48, Reports 78-815 through 78-826 submitted from the Housing Code Inspector and Fire Chief. Commissionerii?iMorris moved to authorize a public hearing to be held March 13, 1978 to consider same. Seconded by Commissioner Stenstrom and carried. Letter of commendation for .the Fire Department submitted from Rebecca Stevens. On recommendation of the City Manager and the.City Engineer, Commissioner McClanahan moved to authorize payment of invoices submitted from Watson and Company for architectural services rendered for construction of the new Cityi~Hall as follows: Invoice No. 2-8-33, dated 2/2.1/78 in amount of.$1,866.00. Invoice No. 2-8-34, dated 2/22/78 in amount of $2,154.30. Seconded by Commissioner Keith and carried. Kay Shoemaker appeared and stated he had recently purchased property at the North- west corner of the intersection of Oregon Avenue and SR 46A, and proposed to construct single- family homes on one acre lots on this property in an Agricultural zone; and requested the City to annex this property. Commissioner Stenstrom moved to authorize the City Attorney to prepare the proper ordinance to annex same. Seconded by Commissioner Keith and carried. On recommendation of the City Manager, Commissioner McClanahan moved to authorize salary reclassification of Jack Singletary, from Laborer lC to ID, $7,068.69 annual. Seconded by Commissioner Keith and carried. The City Manager submitted a request from Bill Colbert, Attorney for Joyce Mikkola, to close an easement South of 20th Street and East of French Avenue, described as follows: That certain 14 foot utility easement lying 7 feet on each side of a center line, which is the North- South lot line between Lots 2 and 3, Block 1, High- land Park, Plat Book 4, Page 28, Public Records of Seminole County, Florida. He stated that Ms. Mikkola owns property on both sides of the easement; and will give the City an easement on the East side of Lot 3,~ to provide service to the area. Commissiomer McClanahan moved to accept the new easement and to authorize a public hearing to be held March 27, 1978 to consider said closing and proper notices to be sent to property owners.
