M. On March 13, 1978. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner Julian L. Stenstrom Commissioner A. A. McClanahan Commissioner Eddie O. Keith · City Attorney C. Vernon Mize, Jr. ~ City Manager W. E.Knowles ~City Clerk H. N, Tan~n, Jr. The meeting was called to order by the Chairman. The first item of business was the presentation of a plaque and resolution to Mr. Art Harris, for his service on the Planning and Zoning Board. Said Resolution No. 1242 being in words and figures as' follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, COMMENDING' ARTHUR H. HARRIS FOR HIS OUTSTANDING SERVICE AS A MEMBER OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF SANFORD, FLORIDA. WHEREAS, ARTHUR H. HARRIS has served as a Planning and Zoning Commission member of the City of Sanford since January,1957 and has further served as chairman of the commission since January, 1970, and WHEREAS, ARTHUR H. HARRIS has submitted his resignation from the Planning and Zoning Commission, and WHEREAS, during his service on,the Planning and Zoning Commission, he has unselfishly attended over three hundred regular meetings, and, further attended numerous special sessions which were required during a revision of hhe Comprehensive Zoning Ordinance, and WHEREAS, ARTHUR H. HARRIS has repeatedly demonstrated an ability to initiate innovative proposals which have resulted in the achievement of realistic zoning in the City of Sanford and has demonstrated his ·ability as chairman of the commission to handle numerous controversial subjects with .objectivit~y and consideration to all parties concerned, and WHEREAS, ARTHUR~H, ~HARRIS had the distinction of being involved in the development of the Comprehensive Land Use Plan and was chairman of the.agency which recommended the passage of the first official Comprehensive Land Use Plan in the State of Florida, and WHEREAS, ARTHUR H. HARRIS has worked diligently and unselfishly for the betterment and welfare of this City and its
