The Chairman announced that the Commission wou~d hear from any property owner or representative thereof. John Henderson, owner of~property at 1118 East 10th Street, Condemnation Report No. 78-826, requested time to bring the property up to code. ~ ~ Altamease Dixon; owner of property at 812½ Cypress Avenue, Condemnation Report No. 78-815, requested time to bring the property up to code. Louise R. Mitchell, owner of property at 909 Cypress Avenue, Condemnation Report No. 78-817, requested time to bring the property up to code. After consideration, Commissioner Keith moved that finding the buildings under Re- port Nos. 78-815 through 78-826 to be unsanitray, unsafe and delapidated, that said struc- ture be condemned and the owner given a notice of 90 days in which to repair or give just cause why same has not been repaired or demolished; and after 90 days to authorize the City to demolish the structures and levy a lien against the property for said removal. Seconded by Commissioner Stenstrom and carried. Commissioner McClanahan moved to table until March 27, 1978, a public hearing to consider rezoning property between Fonrth Street and Fifth Street and between Holly Avenue and Maple Avenue from MR-2 to RC-1, further described as follows: Lots 1 through 10, Block 6, Tier 10, Town of Sanford. Seconded by Commissioner Stenstrom and carried. Franklin,~ 1014 Pecan Avenue, stated if parking is Prohibited on the South side, that no additional*parking would be needed on that portion of West 13th Street from Lake Avenue to Pomegranite Avenue, because there is sufficient off-street parking available nOW. The City Manager reported that Dr. McDaniel, the City Physician, has paid $6,521.26 to the Florida Retirement System for his portion for past service, and that the City's share for the period since the City joined the Florida Retirement System on May 1, 1972 is $1,378.19. CommisSioner Stenstrom moved to authorize said payment of $1,378.19 to the Florida Retire- ment System. Seconded by Commissioner McClanahan and carried. The City Manager reported that the State Department of TranSportation is planning to resurface SR 415 between'French Avenue and Scott Avenue'and SR 46 between French Avenue and Magnolia Avenue. Commissioner Morris moved to authorize the standard DOT Resolution for utility indemnification and to authorize the City Manager to execute the' utility relocation agreement and utility/railroad relocation itemization form. Seconded by Commissioner McClanahan and carried. - On recommendation of the City Manager, Commissioner Morris moved to authorize use of the Civic Center, with alcoholic beverages, on April 14, 1978, to theElks Lodge, and to deny use of the Civic Center, with alcoholic beverages on Easter Sunday night, to the Club Tanquaray. Seconded by Commissioner Stenstrom and carried. On recommendation of the city Manager, Commissioner McClanahan moved to autho- rize salary reclassification of Jim Cohen, from Utility Plant Superintendent C to D, $13,347.35 annual. Seconded by Commissioner Keith and carried. The City Manager reported that Gene Pharis, owner of property adjacent to Lot 63, Geneva Terrace Amended Pla~, had requested'to purchase said Lot 63. The City Manager further stated that Lots 63, 71, 76'and.~80,'Geneva Terrace'Amended Plat were deeded to the. City for park purposes, but are split by two paved streets, and not suitable for park development. Commissioner McClanahan moved to declare Lots 63, 71,: 76 and 80, Geneva Terrace~Amended Plat as surplus property, and authorize to obtain the fa}r market selling price from two realtors. Seconded by Commissioner Keith and carrie~. Commissione~ McClanahan moved to ~authorize~the City Manager to advertise for bids for group health and life insurance.'
