The City Commission of the City nf Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on April 10, 1978

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on March 21 and 31, 1978 as follows:
NOTICE OF PUBLIC HEARING D~ PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONINGORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on April 10, 1978, to consider changes and amend-
ments to the ZOning Ordinance and the Comprehensive Land Use Plan of
the City'of Safiford, Florida, as follows:
A portion of that certain property lying between Laurel Ave-
nue and French Avenue and between 24th Place and 25th Street
is proposed to be rezoned from SR-1A (Single-Family Residential
Dwelling) District to RMOI (Multiple Family Residential, Of-
fice and Institutional) District. Said property being more
particularly described as follows:
Lots 37 through 44, Beck's Addition, Plat Book 3,
Page 101, Public Record~ of Seminole County, Florida.
Ail parties in interest and citizens shall have an opportunity
to be heard at said hearing.

present to speak in favor of, or in opposition to, the proposed rezoning.
Those appearing in opposition were as follows:
Vincent Cara, 2423 Laurel Avenue, submitted a report on the
advantages and disadvantages of rezoning the property.
Bob Orwig, 2425 Laurel Avenue, stated he would be against the
rezoning until he was told what would be built on the property.
M. L. Raborn, Realtor, 214 West 15th Street, Sanford, representing the owners of
the property, appeared to support the proposed rezoning, and stated they anticipate the
property to be used for off$ce-type buildings.
Planning and Zoning Commission submitted a recommendation to approve the rezoning
as advertised.

Commissioner Stenstrom moved to authorize the City Attorney to prepare the proper
ordinance to rezone the property as advertised. Seconded by Commissioner Keith. Motion
failed to carry over dissenting votes of Mayor Moore and Commissioner Morris.
A public hearing was held in accordance with notice published in the Evening Herald
on March 23 and 30, 1978 as follows:

Planning and Zoning Commission submitted a recommendation to amend the Zoning
Ordinance as advertised.
Commissioner Morris moved to authorize the Dity Attorney to prepare the proper
ordinance to amend the Zoning Ordinance, Article V, Use Provisions, Section 7, RMOI District,
Sub-section B., Conditional Uses Permitted, by the addition of sub-paragraph (5) as follows:
(5) Adult Congregate Living Facilities in compliance with
the requirements of the State of Florida.
Seconded by Commissioner:'Stenstrom~nd~carried.
A public hearing was held ~n accordance with notice published in the Evening Herald
on March 31, 1978, as follows:

1978, to consider an amended Budget for the Anti-Recession

The Chairman announced that the Commission:would hear from those persons present
to speak in favor of, or in oppomi~ion to, the proposed amendment. No one appeared.
The City Manager reported that the second quarter Anti-Recession. Fiscal Aid Pro-
gram check had come in in the amount of $24,80100, and that this would reduce the proposed
contingency account.
Commissioner Morris moved to authorize the City Attorney to prepare the proper
ordinance to amend the 1977-78 Anti-Recession Fiscal Aid Program budget to provide the one-
time cost of living salary adjustment in the amount of $42,734.22, and to decrease the con-
tingency account to balance. Seconded by Commissioner Keith and carried.
Petition submitted from Mrs. Blanche H, Murray, and Mrs. Harriet C. Murray to waive
Section 4-43 of the City Code to keep eight spayed or meutered cats at 1510 South Summerlin
Avenue. On motion of Commissioner Keith, seconded by Commissioner Stenstrom and carried,
same was authorized.
Letter submitted from Clifford McKibbin, Jr., affirming his previous correspondence
protesting the closing of a portion of an East-West alley between Oak Avenue and Park Ave-
nue and between Commercial Street and First Street. The City Manager was authorized to notify
Mr. McKibbin of a public hearing to be held April 24, 1978 to consider same.
On recommendation of the Minimum Housing Code Inspector and the City Manager, Com-
missioner Stenstrom moved· to authorize a 90 day time extension for Condemnation Report No.
77-776, Group 45, 228 West 19th Street, Joel S. Field, owner. Seconded by Commissioner Mc-
Clanahan and carried.
Recommendation dated April 7, 1978 submitted by the Planning and Zoning Commission
as follows:

Recommended approval to the City Commission to rezone from
RC-1, with the exception of the NE corner parcel measuring
125' x 125' to remain RC-1 as a buffer, the Philip J. Ness
property, located at NW corner of Hardy Ave. and W. 25th St.
Recommend to the City Commission, denial of request to rezone
from RC-1 to GC-2, Lots 16 thru 19, Blk 1, Highland Park,
2101 French Avenue. Owner-George Smith. Reason: .objection.
of neighbors.
Recommend approval to the City Commission to change and amend
the Zoning Ordinance as follows:

Recommend approval to the City Commission for a conditional use
in the SC-3 District at 305 S. Park Ave. for the sale of beer
and wine for consumption on premises only, with stipulation of
no sales after 9:00 P.M. Owner-Melvin Savoie.
Mr. Tom Speer, Attorney, representing Mr. and Mrs. Melvin Savoie, new owners of the
Heritage Inn, was present to support the request for sale of Beer and Wine for Consumption
on Premises at 305 South Park Avenue. Commissioner Morris moved to authorize a public hearing
to be held April 24, 1978, to consider same, and to authorize the proper notices to vendors
of alcoholic beverages located within 500 feet of said site. Seconded by Commissioner Keith
and carried.
On motion of Commissioner Stenstrom, seconded by Commissioner Keith and carried,

NOTICE OF A PUBLIC HEARING TO CONSIDER THE ADOPTION
OF AN ORDINANCE BY THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room of the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on April 10, 1978, to consider the adoption of an
ordinance by the City of Sanford, Florida, title of which is as follows:

Request submitted from the Seventh Day Adventist Church for a two and one-half
year extension to pave their parking lot at 700 Elm Avenue. On recommendation of the City
Engineer and the City Manager, Comissioner Stenstrom moved to authorize same. Seconded by
Commissioner Morris and caCried.
The City Manager reported that there is a 6" sewer line in the East-West alley
ibetween Oak Avenue and Park Avenue and between First Street and Commercial Street, which
is maintained by the ~property o~ne~r; and t-hat~Mr.~ Maheu, Manager~ Florida Public Utilities
Company, has indicated that if there are any gas lines at the site, they could be abandoned.
On recommendation of the City Manager, Commissioner Stenstrom moved to authorize
the standard Depmrtme~nt~ of Transportation Resolution and to authorize the City Manager to
execute the Department of Transportation Agreement to upgrade traffic signals as follows:
French Avenue and Third Street - flasher to full
traffic control.
French Avenue and 20th Street - new heads and con-
troller.

Larry Motsinger, Environmental Equipment Company, was present and stated his
firm had not included truck specifications in their bid as they thought the specifications
could be picked up from other bids.
On recommendation of the Ci~ty Manager, Commissioner Morris moved
to accept low bid meeting specifications of Transtar Equipment Company in amount of
$51,070.00. Seconded by Commissioner Keith and carried.
Commissioner Morris moved to authorize salary reclassifications as follows:
Francie Wynalda, EEO Officer, Administrative Schedule from $10,000.00
to $I0,500.00 Annual.
J. L. Collier, Parks, from Laborer D to E, $7,546.21 annual.
Gayle Sheafer, Utility, from Keypunch Operator E to F, $7,428.29
annual.
Douglas J. Luce, Fire, from fireman D to E, $12,176.09 annual.

The City Manager reported that there is a reverter clause in the deed from Wilco
Construction Company to the City for Lots 63, 71, 76 and 80, Geneva Terrace, providing that
if the property ceases to .be used as a public park, the title shall revert to Wilco
Construction Company. The-City Attorney reported that he will contact Wilco Construction Com-
pany to see if the intent of the clause can be met by using t. he proceeds from sale of this
property to .purchase other public par:k property. Commissioner 'Morris moved to table Same~
Seconded by Commissioner Stenstrom and carried.
On recommendation of the City ,Manager, Commissioner Morris moved to authorize
transfer in amount of $2,600.00 from Contingency to Maintenance Division to block up window
areas and build a secure room in the old city shop building on West Sixth Street, to be used
to store athletic equipment _~ow stored in the Spencer Building in Fort Mellon Park.
Seconded by Commissioner Stenstrom and carried.
On recommendation of the City Manager, commissioner Morris moved to authorize
surplus vehicles to be sold at public auction, with the appraised value being the lowest
acceptable bid, as follows:

Mayor to execute a revised interlocal agreement with Seminole County for study on solid

Jack Bridges, Attorney for Lake Monroe ~Fmrbour, Inc., was present to discuss a
letter dated April 10, 1978 to the City Manager, regarding the revenues derived from the
businesses to be located in the proposed Phase II construction at the Marina. He stated
they would like to discuss a new lease, and/or clarification of what the tax base would be

and Jack Bridges to negotiate a lease,~with the formula for computing revenue to, the City
to be limited to gross revenues generated by Lake Monroe Harbour, Inc., or other cor.poration,
