The City' Commission of the City of Sanford, Florida, met in Special Session in
the City Hall in the City of Sanford, Florida, at 4:00 o'clock P.~ M. on April 24, 1978.

The Chairman announced that the purpose of the meeting w~s to discuss the
operation of the Police Department under Chief LaPeters during his initial six months
employment. . .
Consideration was given to traffic and crime control; complaint and response
time; assigned permanent shift duty; internal and interdepartmental operations; and after
discussion, the meeting was adjourned.~

The meeting was called to order by the Chairman.
Mr. A1 Senkevich, Regional Engineer, State Department of Pollution Control, pre-
sented a plaque to Utility DirectOr Mack LaZenby and PlantS Superintendent James Cohen for the
best operated Class A Wastewater Treatment Plant in the state.
The Mayor presented a plaque and service pin to W. E. Knowles, City Manager, in
recognition of 25 years service to the City.
The Mayor :presented a plaque and service pin to Nathanial Whitaker, Refuse De-
partment, in recognition of 25 years service
The Mayor presented a service pin to George Manning Harriett, Fire Chief, in
recognit&on of 35 years service to the City.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning.
Mr. Philip J. Ness, 900 Rugby Street, Orlando, Florida, owner, appeared to
support the rezoning. He read a letter from Mr. Gaylord, Manager, Rinker Materials
Corporation, and abutting property owner, stating no opposition to the proposed rezoning.
Chuck Bowen, 101Mayfair Circle, owner of property located across Hardy Avenue
from said rezo~ing, stated he supported the r.equest.
Planning and Zoning Commission submitted a recommendation to rezone the property
as advertised, except that the northeast 125 feet by 125 feet to remain RC-1 District as a
buffer.
Commissioner Stenstrom moved to authorize the City Attorney to prepare the
proper ordinance to rezone the property as advertised, except for the north 179 feet of the
east 125 feet, which will remain~RC-1 District as a buffer. Seconded by Commissioner Mc-
Clanahan and carried.
A public hearing was held in accordance with notice published in the Evening
Herald on April 4 and 14, 1978 as follows:

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed alley closing.
Those appearing in favor of closing the alley were as follows:
Carl Gutmann, 226 Elliott Avenue, Sanford, part-owner of the Welaka Building.
He stated there are no antive utilities in this portion of the alley and
that Florida Power and Light Company will move the power pole on the corner
of the intersection of the East-West alley and the North-South alley.
William Leffler, 913 Catalina Drive, Sanford, part-owner of the Welaka
Building, stated they are in the process of leasing the building, and that

Mr. G. Andrew Speer, Attorney, 111 North Crescent Boulevard, Sanford, lease-
holder of a building abutting the Welaka Building, appeared in opposition to the proposed
alley closing.
Commissioner Keith moved to authorize the City Attorney to prepare the proper
ordinance to close, vacate and abandon that portion of the alley as advertised. Seconded
by Commissioner Morris and carried.
A public hearing was held in accordance with notice mailed to Cumberland
Farms on April 13, 1978 as follows:
Not%ce is. hereby given-in.accordance with chapter-3, Section 3-5 of
the City of Sanford Code that a Public Hearing will be held at 7:00
o'clock P. M. in the City Commission Room, City Hall, to consider a
request for the sale of Beer and Wine for consumption on premises.
Provisions of said section require a notice to be directed to existing
businesses already, established for the sale of alcoholic beverages,
and located within 500 feet of the proposed establishment of the ap-
plicant.

Savoie, owner, the Heritage Inn, appeared to support the request.
Commissioner Morris moved to authorize same. Seconded by Commissioner Stenstrom
and carried.
A public hearing, tabled at meeting of April 10, 1978, was held to consider re-
zoning from S:~iA to RMOI, a portion of property between 24th Place and 25th Street and
between Laurel Avenue and French Avenue, described as Lots 37 through 44, Beck's Addition.
The Chairman announced ~hat the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning.

Commissioner~ Keith moved to auhhorize the City Attorney to prepare the proper
ordinance to rezone the property as advertised. Seconded by Commissioner Stenstrom.
Commissioner McClanahan moved to table consideration of rezoning the property,
until a presentation is made of the proposed building to be constructed on the property,
and to authorize the standard notice to the abutting property owners as to when the presenta-
tion will be considered. Seconded by Commissioner Stenstrom and carried over dissenting
vote of Co~m~issioner Keith.
Condemnation Group 49, Reports Nos. 78-~827 through 78-832 submitted from the
Minimum Housing Code Inspector and the Fire Chief. Commissioner Morris moved to authorize
a public hearing to be held May 22, 1978 to consider same. Seconded by Commissioner
Stenstrom and carried.
The City Attorney reported that Wilco Construction Company has been dissolved,
and he has written to the Secretary of State to determine the surviving trustees in order to
contact~themto discuss the sale of four lots in Geneva Terrace.
Recommendation dated April 21, 1978 submitted from the Planning and Zoning
Commission as follows:
Recommend to the City Commission to revoke the PUD zoning
for Hidden Lakes, Sanora and ~Dreyfus, re: The City Attorney's
opinion that since there is no common ownership and no con-
struction for over two years, the present zoning should be
regarded as SR-.1AA.
Commissioner Stenstrom moved to authorize the City Attorney to prepare the proper ordinance
to revoke the PUD zoning, and to authorize the City Clerk to notify the PUD Developers and

introduced and P!ad~d on first reading and read in full at meeting of April 10, 1978, was
next placed on final reading. After being read by title, the Chairman announced that the
Commission would hear from those persons present to speak in favor of, or in opposition to,
the adoption of Ordinance No. 1434. No one appeared.
Commissioner Stenstrom moved on its passage and adoption.
Keith and carried.
Thereupon, the Chairman announced that~i~heLCity Commission of the City of Sanford,
Florida, had passed and adopted said Ordianane No. 1434, entitled:
AN ORDINANCE OF THE CITY OF SANFORD,
FLORIDA, AMENDING THE BUDGET RELATIVE
TO THE ANTI-RECESSION FISCAL AID
PROGRAM OF THE UNITED S~ATES OF
AMERICA, ADOPTED BY THE CITY COMMISSION
FOR THE FISCAL YEAR BEGINNING OCTOBER 1,
1977 AND ENDING SEPTEMBER 30, 1978; SAID
.AMENDMENT TO PROVIDE FOR THE TRANSFER OF
THE SUM OF $43,734.22 FROM THE CONTINGENCY
ACCOUNT OF SAID BUDGET TO THE EMPLOYEE
COST OF LIVING ADJUSTMENT ACCOUNT;
PROVIDING AN EFFECTIVE DATE.
On motion of Commissioner Morris, seconded by Commissioner Keith and carried,
minutes of April 10, 1978, were approved.
Commissioner Morris moved to authorize salary reclassifications as follows:
LaWrence Hagan, Parks Department, from Laborer I C to D, $7,168.89 annual.
Wally LaPeters, Police Chief, from $19,000 to $20,000 annual.
Seconded by Commissioner Stenstrom and'carried;
The City Manager reported on quotes received for police liability insurance as
follows:
Unimark/McDonald, Inc.
Karns Insurance Agency
Seconded by Commissioner
$12,925.00 for one million dollars coverage
$12,603.00 for $5,000,000.00 coverage, on
an occurrence bases.
On recommendation of the City Manager, Commissioner McClanahan moved to authorize the City
Manager to r'~vi;ew both bids and to contract with the best coverage. Seconded by Commissioner
Keith and carried.
The City Manager reported that Mrs. Mary Horton had requested a one year waiver
~o provide Pa~e~ par~ing area for a ceramics shop at Commissioner Morris moved to authorize
same. Seconded by Commissioner Stenstrom and ~arried.
On reco~e~endation of the Staff and the City Manager, Commissioner Morris moved to
authorize the estimated cost of $23,146.00 to widen and resurface Airport Boulevard between
17-92 and Southgate Road to be placed in the 78-79 budget. Seconded by Commissioner Sten2-:
~rom. and carried.
On recommendation of the City Staff, Commissioner Morris moved to authorize the City
Manager to request the State Department of Transportation to survey and undertake improve-
ments to change, from rural to urban, that section of 17-92 between Airport Boulevard and

Park Drive; and to study for further conversion that section of 17-92 between Ailrport
Boulevard and iLa, ke, Mary Boulevard and to outline a time schedule for same. Seconded by
Commissioner Stenstrom and carried.

The City Manager reported that, over the weekend, windshields had been shattered
in two cars in the City hall parking;lot '.and one in the Flagship Bank lot.
Commissioner McClanahan moved to authorize installation of a street light at the
intersection of Osceola Drive and El. Capitan Drive. Seconded by Commissioner Keith and carried.
The City Attorney reported ~that Florida Interconnect Telephone Company had filed
suit against the City, however, the City had not been properly served. Commissioner
McClanahan moved to authorize the City Attorney to defend the City in said suit. Seconded
by Commissioner Morris and carried.
Commissioner Keith reported that CALNO had adopted new by-laws and moved to
authorize the City to retain its membership and to approve the by-laws. SeConded by
Commissioner Morris and carried.
The Cor~ission authorized the removal of the two hour parking restriction on
Sanford Avenue between Fourth Street and Sixth Street.
There being no further business, the meeting was adjourned.
