The City CommissiOn of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on June 26, 1978.

The meeting was called to order by the Chairman.
Recommendations dated June 16, 1978 submitted from the Planning and Zoning
Commission as follows:
1. Recommended approval to the City Commission a request from
Charlie Hampton for a conditional use in the SC-3 DiStrict
at 326~S. Sanford Ave. for the sale of alcoholic beverages
for consumption on the premises in accordance with Chapter
3 of the City Code.
2. Recommended approval to the City Commission a request from
Joseph Watkins for a conditiOnal uSe in the GC-2 District
at 1301 W. 13th St. for the sale of beer and wine for con-
sumption off the premises.
The City Clerk reported that the proper fee had not been received to complete
application under Item (1).
Commissioner Morris moved to authorize package sale of Beer and Wine at 1301 West 13
Street. ~,~ Seconded by Commissioner McClanahan and carried.

Request submitted from Seminole County Tax Collector · for refund in amount of
$442.49 for City taXes paid by Chicago Freight Car Company and Trailer Train Company, for
years 1971 through 1974. Commi*Ssioner McClanahan moved-to authorize.same. Seconded by
Commissioner Morris and carried~
Request submitted from-the Retired'SeniOr Volunteer Program to place a.mobile
trailer sign at the City park for. period of July 3, 4, and 5, to advertise a baseball game
which they are sponsoring for the Orlando Twins at the Sanford Memorial Stadium. The City
Manager submitted a recommendation to deny the request. The Commission authorized the City
Manager to help the Retired Senior Volunteer Program work out a s~lution.

Sewing and Vacuum Service for 60 day period from June 27 through August 27. Commissioner
McClanahan moved to deny the request. Secnnded by Commissioner Keith and carried.
Commissioner McClanahan moved to appoint Mrs. Edith Harrison, 3515 South Orlando
Avenue, to the Citizens Advisory Committee of the Orlando Urbanized Area Transportation
Study. Seconded by Commissioner Stenstrom and carried.
Condemnation Group 50, Reports Nos. 78-833 through 78-849 submitted from the
Minimum Housing Code Inspector. Commissioner Morris mOved to a~thorize a public hearing to
be held July 10, 1978 to consider same, and proper notices to be sent to the owners.
Seconded by Commissioner McClanahan and carried.
On motion of Commissioner McClanahan, seconded by Commissioner Keith and carried,
Ordinance No. 1440, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
PROHIBITING ANY PERSON FROM RIDING A BICYCLE
ON ANY SIDEWALKS ON PUBLIC RIGHT-OF-WAYS IN
ANY DISTRICTS WHICH HAVE A COMMERCIAL ZONING
CLASSIFICATION WITHIN THE CITY OF SANFORD,
UNLESS A PARTICULAR SIDEWALK HAS BEEN DESIGNATED
AS A BICYCLE PATH; PROVIDING A PENALTY;. PROVID_-
lNG FOR THE ORDINANCE TO BECOME A PART OF THE
CITY DF SANFORD CODE; PROVIDING AN EFFECTIVE
DATE.

The Chairman announced· that the Commission would hear from those persons present
to speak in favor of, or in opposit~nn to, the proPosed ordinance.
Mrs. Nora Gordon, President-of the Downto~ Business Association, was present to
support the ordinance.
Mrs. Arlia Wright, 2023 Lake Avenue, Sanford, appeared to request information on
business districts, and on designating areas for'Bicycle paths.
Bicycle paths were authorized to be designated by the Chief ~ Police, upon
approval of the City Manager.
On motion of Commissioner Stenstrom, seconded by Commissioner Keith and carried,
Ordinance No. 1441, entitled:
AN ORDINANCE OF THE CITY OF SANFoRD, FLORIDA,
AMENDING SECTION I OF ARTICLE 8 OF ORDINANCE
NO. 1097, SAID ORDINANCE BEING THE ZONING
ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
SAID SECTION BEING ENTITLED PLANNED UNIT
DEVELOPMENT DISTRICT; SAID AMENDMENT CHANGING
SUB-PARAGRAPH 8 OF THE REVIEW AND APPROVAL
PROCEDURES AS TO DEVELOPMENT PLANS TO ALLOW
THE CITY COMMISSION TO REINSTATE ANY LAPSED
DEVELOPMENT PLAN FOR AN ADDITIONAL PERIOD OF
ONE YEAR; SAID AMENDMENT FURTHER PROVIDING
THAT IN THE EVENT A DEVELOPMENT PLAN LAPSES
THE CITY COMMISSION SHALL FILE A NOTICE OF
REVOCATION WITH THE RECORDED DEVELOPMENT
PLAN AND REZONE THE REVOCATED UNDEVELOPED

minutes of June 12, 1978 were approved.
On recommendation of the City Manager, Miommissioner McClanahan moved to authorize
payment of statement in. amount o£ $6,126.25, from David Kornreich, .labor attorney, for services
from January through June, 1978. Seconded by commissioner Morris and' carried.
CommiSsioner Morris moved to remove from table discussion of City fire hydrants
out'side the City Limits. Seconded by Commissioner McClanahan and carried.
Commissioner Morris restated a motion which was made and seconded at meeting
of June 12, 1978, as follows:
"Commissioner Morris moved to authorize the City to cap the hy-
drant which Commissioner Kirchoff stated was inoperable, and
to authorize the City to continue to maintain the 17 fire hy-
drants outside ~the City, and upon damage to any hydmant, the
status of it woald be reviewed at that time. Seconded by Com-
missioner Keith."
Commissioner Morris stated the City was to maintain said fire hydrants outside the City until
any individual hydrant is damaged, and at that time the City would cap the damaged hydrant.
Motion carried over dissenting vote of Commissioner McClanahan.
The City Manager was authOrized to ascertain if property owners served by a
damaged hydrant on NarciSsUs Avenue outside the City Limits would pay the costs to have the
hydrant repaired.
Commissioner McClanahan moved to appoint Mrs. William T. (Jan) Freeman, 202
Dogwood Avenue, to the Planning and Zoning Commission, effective July 1, 1978. Seconded by
Commissioner Stenstrom and carried.
The City Manager reported that a new agreement has been drafted by the County, to
provide animal control, eliminating the portion of the old agreement that held the Cities
liable for acts of county employees; and stated that having the county provide this function
would relieve city taxpayers of an estimated $32,086.00 for the 78-79 budget year.
Commissioner Stenstrom moved to ~table consideration of same. Seconded by Commis~sioner
McClanahan and carried.
The City Manager reported that Mrs. Sara Harrison is retiring on June 30, 1978,
after 25 years service at the Sanford Public Library. Commissioner McClanahan moved to
authorize plaques to be presented to Mrs. Harrison and Mrs. Orion Waller upon their re-
tirement. Seconded by Commissioner Keith and carried.
The City Manager reported that the Sanford Girls Biddy League team, 12 and under,
won the State Championship at Leesburg and the Sanford Girls Junior League, 12 and over,
came in second in the state tournament in Ormond Beach.
On motion of Commissioner Stenstrom, seconded by Commissioner Keith and carried,
salary reclassifications were authorized as follows:

Tony Brooks, from Police Officer E to F, $12,797.17 annual.

The City Manager was authorized to request Seminole County to review th'e traffic
routing at the intersection of Sanford Avenue and Airport Boulevard.
The City Manager reported ~hat Seminole County Administrator Roger Neiswender had
requested the City to participate with the county in the Greater Sanf°rd Development Cor-
poration Proposal to steamclean~the Library Building leased to the county. .The City Manager
was authorized to send Mr. Neisw~mder an excerpt of agreement dated September, 1975, where-
by the county assumed maintenance of the interior and exterior of the building.
There being no further business, the meeting was adjourned.
