A public hearing was held to consider conde~mation of 17 structures or buildings / on Report Nos 78-833 through 78-849, Group 50, in accordance with notices authorized at meeting of June 26, 1978. Mr. and Mrs. John W. McFayden, owners, 10114 Holly Avenue, Condemnation Report No. 78-849, were present. After consideration, Cor~issioner McClananan moved that finding the buildings under Reports Nos. 78-833 through 78-847 and Report No. 78-849 to.be.unsanitary, unsafe and delapidated, that said structures be condemned and the owner given a notice of 90 days in which to repair or give just cause why same has not been repaired or demolished; and after 90 days to authorize the City to .demolish the structures and levy a lien against the property for said removal. Seconded by Commissioner Morris and carried On recommendation of the Minimum Housing Code Inspector, Commissioner Morris moved to authorize a 90 day time extension on Conde~mation Report No. 77-788, 813 Magnolia Avenue, Walte~ N. King, ~wner. Seco.qded by Commissioner Keith and carried. Memo submitted from the B~ilding offic~l, sta~ing t~at the~.term of~Vict0r."Gischler~ as a member of the Planning and Zoning Commission had expired on June 30, 1978. Co~nissioner McClanahan moved to appoint Thomas G. Wilson .to the Rlanning and Zoning Commission, for a three year term beginning July 1, 1978. Seconded by Commissioner Keith and carried. Recommendations dated July 7, 1978 submitted .-from. the .Rlmnning and Zoning Co~nission as follows: Recommended approval to the City Commission a plat of 12 lots of "Kaywood" (subject to Engineering approval) Agricultural Estates Development on SR 46 A and Oregon Avenue. (Kay Shoemaker) Reco~nended approval to the City Commission a plat of "MayFair Villa'' (subject to Engineering approval) Condominium Development on SR 46 A west of Tee-N-Green Subdivision. (Kay Shoemaker) The City Clerk reported that Mr. Shoemaker had reguested the Plat of "Kayw~od" to be removed from consideration and that it would be resubmitted after further engineering work. Commissioner Keith moved to approve the plat of "MayFair Villa" Condominium Development, subject to engineering approval, and with the stipulation that no construction is to begin until after said engineering approval. Seconded by Commissioner Morris and carried. Commissioner Keith moved to authO- rize the~City Attorney to prepare the pmoper ordinance to provide for same. Seconded by Commissioner Morris and carried. The City Manager reported that Mrm. Lucille Rogers will charge $560 for a painting of the new City hall and the framing will be. approximately $85 additional. Commissioner McClanahan moved to commission Mrs. Rogers to do the paintSng at the stated ~m~unt~ Seconded by Commissioner Keith and carried. On recommendation of the City Manager, Commissioner Morris moved to authorize transfer in amount of $85.00 from Contingency Account to Civil Service Conference Registration Account. Seconded by Commissioner Keith and carried. MINUTES City Commission, Sanford, Florida July 10, at 7:00 P.M. 19 78 The City Manager reported that the Seaboard Coast Line Railroad Company will permit the City to remove the crossings at Persimmon Avenue, South of Ninth Street and on Ninth Street East of Persiam~on Avenue, if the City will pave the street. On recommendation of the City Manager, CommissionerMcClanahan moved to authorize same and authorize the City Manager to submit cost figures for leveling and resurfacing Persimmon Avenue between McCracken Road and the Auto Train track crossing. Seconded by Commissioner Morris and carried. The City Manager reported that repairs to smooth the railroad cmossing and French Avenue will begin July t0, 1978. The City Manager was authorized to discuss with Seaboard Coast Line Railroad officialg repair of railroad crossings on Elm Avenue at Fourth Street and 14th Street. Commissioner McClanahan moved to authorize the City Manager to attend an Executive Board meeting of the Interna~ional...~.Cit~Manager's.Association in Wyoming. July 27 through 30, and take vacation time of July 31 through August 15, 1978. Seconded by Commissioner Keith and carried. The.City Manager~sU~mitted~an update on pending lawsuits aS follows: City of Sanford vs. Come~r Sullivan vs. City of Sanford. Brown vs. City of Sanford. Walsh & Johnson vs. City of Sanford. On recommendation of the City Manager, Commissioner McClanahan moved to drop the Comer suit in amount of $30.00, and clear same from city records. Seconded by Commissioner Keith and carried. Statement submitted from the City Attorney in amount of $896.26 for work on the Sullivan lawsuit. Commissioner Morris moved to authorize payment of same. Seconded by Com- missioner Keith and carried. On recommendation of the City Attorney, Commissioner Morris moved to authorize ~the City Attorney and Insurance Company to negotiate a settlement not to exceed $3,000.00 in the case Brown vs. City of Sanford, with the City to pay one-half of the se~Clen~ant. Seconded by Commissioner McClanahan and carried. On recommendation of the City Attorney, discussion of suit of Walsh & Johnson vs. City of Sanford was tabled until July 24, 1978. On recommendation of the City Manager, Department Head and supervisor, Commissioner Morris moved to authorize continued emploYment of Jimmy Lee Davis past the age of 65 years. Seconded by Commissioner Keith and carried. On recommendation of the City Manager, Commissioner Keith moved to authorize salary reclassifications as follows: Doris Harrison, from Secretary II, D to E, $7,428.29 annual. Robert Davenport, from Laborer I, D to E, $7,546.98 annual. Seconded by Commissioner McClanahan and carried. The City Manager S~bmitted a report from the State of Florida, Public Employees Relations Commission that in a secret ballot election held between April 10, 1978 and April 24, 1978, the Sanford Police Department did not vote to be represented for purposes of collec- tive barzaininz by the Oranze County Police Benevolent Association. The City Manager submitted a request from the Art Association to close streets for an art show October 14 and 15, 1978 as follows: Park Avenue between First Street and Second Street. First Street between Magnolia Avenue and Oak. Avenue. Commissioner Keith moved to authorize same. Seconded by Commissioner McClanahan and carried. Request submitted from Mrs. Freya Mroczkowski, 501 French Avenue, to u~e a mobile sign at 501 French Avenue for period of July 10, 1978 through September 13, 1978, for re-election of Dominick J. Salfi. by Commissioner Keith and carried. and regulated by the City Code. Commissioner Morris moved to deny the request. Seconded The Commission stated that campaign signs are authorized The City Manager was authorized to answer a letter submitted from Mr. Charles R.
