MIDSTATE LEGAL SUPPLY COMPANY 1978 The City Commission of the City of Sanford, FlOrida, met in Special Session in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on July.~17,1978. Present: Mayor-Co~nissioner Lee P. Mo~re Cor~m-~iss loner John G. Morris Commissioner Julian L. Stenstrom Commissioner A. A. McClanahan Commissioner Eddie O. Keith City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: City Attorney C. Vernon Mize, 3r. Commissioner M~Clanahan moved that Police Chief Wallace N. LaPeter's term of em- ployment with the City of Sanford be terminated, effective ir~m-~ediately, with three months severence pay. Seconded by Commissioner Keith and carried over dissenting votes of Mayor Moore and Co~aissioner Morris. '- Commissioner McClanahan moved to authorize the City Manager to assume the re- sponsibilities of the police function with the assistance of the Assistant to the City Manager for Public Safety, effective immediately. Seconded by Commissioner Stenstrom and carried over the dissenting vote of Commissioner Morris. Jack Fulenwider, President of the Police Benevelent Association, appeared and stated he represented a group of employees of the Sanford Police Department, supporting the administration and activities of Chief W. LaPeters. The Commission discussed various cost-saving ideas for the 1978-79 budget and authorized the City Manager to obtain further information and report to the Commission. The Commission authorized the Fire Department to leave one vacancy on each shift as long as possible. Commissioner Stenstrom moved to eliminate the Animal Control function from the C~£y Police Department and to authorize the Mayor to execute an agreement with the County to~ assume this function for a trial period of one year. Seconded by Commissioner Morris and carried. Commissioner Morris moved to eliminate the edging of curbs by the Street Division. Seconded by Commissioner Keith and carried. Commissioner McClanahan moved to immediately turn off the 49 street lights along the lake front on 17-92, outside the City Limits, due to the attraction of blind mosquitos, creating an unsafe driving condition. Seconded by Commissioner Morris and carried. There being no further business, the meeting was adjourned. (At meeting of July 24, 1978, Commissioner McClanahan moved to authorize the City Manager to assume responsibility of the poliCe function, with the authority to designate the Assistant to the City Manager for Public Safety to handle the day to day operation of the P~lice Department.
