The City COmmission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, on August 14, 1978 at 7:00 o'clock P.. M.

The meeting was cRlled to order by the Chairman.
Mr. Jim McMahon, Manager, Burger Chef, 2506 French Avenue, appeared to support a
request for a long term lease of .a mobile sign. He stated he would remove the wheels from
the sign and mount it as a marquee type sign on a permanent cement base. The Commission
referred him to the Building Department to obtain the proper permit under the sign
ordinance.
Request submitted from Mr. William W. Bracken, Sanford-Semimole Jaycees, for an
exempt license to hold a clown show for fund,r.aising purposes on October 9, 1978, in the
Seminole High School auditorium. ~On recommendation of the City Mmnager, Commissioner
McClanahan moved to authorize same, pending proper application to the licensing division.

Report No. 78-824, 1709 Bell~Avenue, On recommendation of the Minimum Housing Code Inspector
and the Acting City Manager, Commissioner Stenstrommoved to authorize .same. Seconded by
Commissioner M~Clanahan an5 carried.
Condemnation Group 51, Reports Nos. 78-850 through 78-861 submitted from the
MinimmnHousing Code Inspector and the Fire Chief. Commissioner McClanahan moved to
authorize a public hearing to be held September 11, 19~8 to con~ider same and proper notices
to be sent. Seconded by Commissioner Stenstrom and carried.
A public hearing was held in accordance with notice published in the Evening Hearld
on August 3, 1978 as follows:

A copy shall be available at the Office of the City Clerk for all
persons desiring to examine the same.
Ail parties in interest and citizens shall have an opportunity to
be heard at said hearing.

introduced and placed on its first reading and read in full at meeting of July 24, 1978, was
next placed on its final reading. After beingread by title, the Chairman announced that the
Commission. would hear from those persons present to speakS' in favor of, or in opposition to,
the proposed ordinance. No one appeared.
Commissioner Stenstrom moved on its passage and ,adoption.
Seconded by Commissioner
McClanahan, and carried.
Thereupon, the Chairman announced that the City Commission·?~of the City of Sanford,
Flo.rida, had passed and adopted said Ordinance No. 1442, entitled:

On recommendation of the City Engineer, Commissioner McClanahan introduced
Resolution No. 1249, and. after being read in full, moved on its adoption. Seconded by

A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF SANFORD, FLORIDA, ENDORSING
AND SUPPORTING AN APPLICATION REQUESTING
-FINANCIAL ASSISTANCE FROM THE LOCAL .GOVERNMENT
COMPREHENSIVE PLANNING ACT ASSISTANCE FUND
PROGRAM FOR 1978-79.
WHEREAS, the City Co~em~ission of SANFORD has recognized a need
to provide for orderly growth and management as contemplated by the
passage of the Florida Local Government Comprehensive Planning Act,
and
WHEREAS, the State of Florida ~as recognized a need to assist
local governments in availing themselves of the benefit of the Act,
and
WHEREAS the Florida Legislature has charged the Department of
Community Affairs with administering the Local Government Compre-
hensive Planning A~t Assistance Fund' Program.
NOW THEREFORE, the City Commission of SANFORD requests the
Department of Community Affairs to includ, e ~.THE CII~f OF SANFORD
application among those requesting .financi~al assistance from the
Local Government Comprehensive Planning Act Assistance Fund program
for 1978-79.
FURTHERMORE, the City Commi.ssion of. SANFORD indicates, its
cor~itment .tO' comply with the appropriate and applicable .state
and local laws, rules, and regulations for the administration of
this program, includiBg but not limited to, necessary matehing
funds, funding only eligible planning activities, etc., which
are more fully described in Chapter 9B-5, F.A.C.
THIS RESOLUTION ADOPTED this 14. th day of August, A.D. 1978.

Ms Aurdella Davis, Redding Gardens, Vice President, Seminole Joint Tenant Council,
read a presentation regarding stormwater drainage at the public housing projects in Sanf~rd,
and asked the City to take action to correct the situation.
Ms. Wyche, 52 lake Monroe Terrace, and Ms. Sherman Nelson, 39 Lake Monroe Terrace,
appemred to support the request :
The City Engineer s'tated that Mr~ Tom Wilson, Executive Director, Sanford Housing
Authority, has not asked for the City's assistance, but that if he does, the City will help.
Acting City Manager Rich Quigley was· authorized to direct a letter to Mr. Wilson,
offering the City's assistance.
Mr. Norval Angle,.9t4 Park Avenue, appeared to request payment for damage to his
car. He stated the car was parked on the street in front of his home, when a limb from a
tree on public property fell on it and totalled it.
The City Attorney stated that the City would not be~liable for damages unless the
City had actual knowledge that a defect existed in the tree, or could have reasonably
discovered and remedied the defect.
The Acting City Manager ~ep~.rted that the tree was on City right-of-way and that it
was trimmed about two months ago and appeared to be sound. He also stated that the book
value of the car, a 1972 Chevrolet Impala, is $1,475.00 and that Ratliff and Sons will pay
$275.00 for salvage of the car.

Commissioner McClanahan moved to reimburse Mr. Angle $1,200.00, the difference
between the book value of the car and the salvage amount. Seconded by Commissioner
Stenstrom. The City Attorney reported that 'the City Charter requires an affirmative vote
of three or more members of the Commission.

The Mayor announced that the motion had failed to carry.
The Acting City Manager repOz.ted that St. Johns Realty had submitted a proposal in
amount of $65,000.00 from Don Bales, to purchase the old city shop building on West Sixth
Street, which is now being used for all city storage.
Commissioner McClanahan stated that the property has not been declared surplus; is
used to store heavy equipment, and moved to decline the offer. Seconded by Commissioner
Stenstrom and carried.
The Acting City Manager reported that Seminole Cablevision has requested a work
session with the City Commission to discuss a rate increase, construction timetables for ex-
tensions and a franchise amendment to limit construction to areas with 30 or more eustomers
per cable mile. The Acting City Manager was authorized to set up said meeting during the
week of August 13 through 19, 1978.
Commissioner McClanahan moved to authorize transfer in amount of $3,156.51 from
Contingency to Street Division Account 2-01-47732-0 for materials for 20 off-street parking
stalls constructed on the North end of the old railroad right-of~way South of West 13th Street.
Seconded by Commissioner Stenstrom and carried.
On recommendation of the Suggestion Co~L~ittee, Commissioner Stenstrom moved to
award Howard Killen $25.00 for his suggestion re: fire plan for City Hall. SecondEd by
Commissioner McClanahan and carried.
Requests submitted from Sara Easterby and Rebecca Tillis, retired City employees,
for an increase in their pension. Commissioner McClanahan moved to authomize a 10% cost of
living in~rease effective October 1, 1978-, in th~ pensions of reti.red.~employees as follows:

The Acting City Manager reported that the City Manager had authorized three detec-
tive vehicles to be used after regular working hours, effective ~uly 25, 1978 and to continue
until August 18, 1978. Commissioner McClanahan moved to authorize the vehicles to be used
after hours until September 1, 1978. Seconded by Commissioner Stenstrom and earried.
The City Attorney submitted a report, that in his opinion, notices of publid hear-
ings before the City Commission and the Planning and Zoning Commission should not be combined,
and that those notices authorized to be sent to property owners by Certified Mail should be
continued.
The Acting City Manager submitted a tabulation of bids for carpeting at the Sanford
Law Enforcement Center as follows:

On recommendation of the Acting City Manager, Commissioner Stenstrom moved to
purchase 10 bullet proof vests in amount of $1~7.00 each, for the police auxiliary. Seconded
by Commissioner McClanahan and carried.
Mr. Roy Ward, 151 Canal, Park Ridge, appeared and stated he owns five lots in Park
Ridge, and that he has received an offer to purchase one lot, providing it can be connected
to the city sewer. The commission directed Mr. Ward to discuss same with the City Manager.

Letter submitted from W. Scott Burns, Chairman of the Sanford Airport Authority,
recommending Mr. J. B. Baker and Dr. Robert M. Rosemond to be re-appointed to the Sanford
Airport Authority for four year terms beginning October 1, 1978. Commissioner McClanahan
moved to authorize same. Seconded by Commissioner Stenstrom and carried.
The City Attorney report.ed he will. be filing defensive proceedings in the case of
Florida Interconnect Telephone Company vs. City of Sanford and Southern Bell Telephone
Company.
There being no further business, the meeting was adjourned.
