The City Commission of the City of Sanford, Florida, met in Special Session in the
City Hall in the City of Sanford, Florida, at 3:00 o'clock P. M. on August 18, 1978.

The Mayor Stated that the purpose of the meeting was to discuss items with Orange-
Seminole Cablevision as follows:
1. Increase in rates.
2. Timetable on construction of cable extensions.
3. Franchise amendment on limitation of construction to areas
with 30 or more customers per cable mile.
4. Handling of complaints or requests pertaining to the service.
The Mayor stated that he had received complaints that Orange-Seminole Cablevision is
reluctant to answer trouble calls; that it does not have an office in Sanford which is open
when it should be; and that there are still some areas in the City which do not have cable-
vision service.
Mr. O. E. Brillante, Regional Manager, stated the office in Sanford had been closed
for a time, but that it was now opo~ and staffed.
Commissioner Stenstrom pointed out that Section 13 of the Franchise ~d£maMce~-re-
quired Orange-Seminole Cab levis ion to have a resident manager in Sanford.
The City Manager stated that they do not have a resident manager, that that require-
ment was to insure service, and that there is only clerical help and service personnel in
Sanford. He further stated that the franchise requires that the entire land area in Sanford
be serviced within four years, including those areas annexed at a later date; that a map of all
existing and proposed service is to be filed with the Office of the City Manager, and has not;
that the franchise does not allow Orange-Seminole Cablevision to only service areas with 30
or more customers per line mile.
Mr. Brillante stated they do have the map available for the City Manager, and that
Orange-Seminole Cablevision is not making any money in Sanford, which is why they want to re-
strict extensions to areas with a higher return for their initial outlay.
Mr. Charles King, System Engineer, discussed areas where cablevision service will
be extended this year.
Commissioner McClanahan moved to authorize Orange-Seminole Cab levis ion to meet with
City Staff and discuss the foregoing items, reach an agreement if possible, and submit a
written synopsis and maps to the City Commission. Seconded by Commissioner Stenstrom and
carried.

Commissioner McClanahan moved to authorize paymemt~!~in'amount.of~$1~20.O,,00 to Mr.
Norval Angle, for 1972 Chevrolet Impala totally damaged by a tree limb which fell on it while
parked in front of his residence at 910 Park Avmnue. Seconded by Core~issioner Stenstrom. The
City Attorney stated he had been asked to prepare a legal opinion for the next regular meeting.
Commissioner Morris moved to table consideration of same until meeting of August 28, 1978.
Seconded by Commissioner Stenstrom and carried over dissenting vote of Commissioner McClanahan.
