HomeMy WebLinkAbout100978-Regular Session MINUTES City Commission, Sanford, Florida October 9, 1,9,78 MIDSTATE LEGAL SUPPLY COMPANY The City Commission of the City of Sanford, Florida, met in Regular Session in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P.M. on October 9, 1978. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner Julian L. Stenstrom Commissioner A. A. McClanahan Commissioner Eddie O. Keith City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. The meeting was called to order by the Chairman. The Mayor reported on the status of an internal investigation within the Police Department, which the State's Attorney's office had required to be made. The first item of business was the opening of sealed proposals for purchase of city property in accordance with notice published in the Evening Herald on September 18, 1978 as follows: INVITATION FOR PROPOSAL The City of Sanford will accept firm proposals for the sale of city property located betwe~n~-Terrace Drive and Geneva,:Terra. ce and~b~:~ween Ridgewood Av~ue.a~d Georgia Avenue ~escribed as follows: Lots 63, 71, 76 and 80, Geneva Terrace Amended Plat, Plat Book 12, page 82, Public Records of Seminole County, Florida. Proposals may be made for separate lots or for the total property. The proposal should be in a sealed envelope and clearly marked as such on the outside. It should be submitted to the City Commission of the City of Sanford no later than 7:00 o'clocR P.M. on Monday, October 9, 1978. Proposal shali include the following: 1. The net price of the land to be paid to the City of Sanford. 2. Ail fees shall be paid by the buyer - none by the CitY of Sanford. Include a certified check for ten (10) percent of the proposal as a binder. This proposal is open to anyone. The City Commission reserves the right to accept or reject any or all proposals in the best inter- ests of the City of Sanford. City Commission of the City of Sanford, Florida By: H. N. Commissioner McClanahan moved to bable consideration of same. Seconded by Commissioner Keith and carried. Seminole County Commissioner William Kirchoff appeared to discuss proposed Orange - Seminole Osceola Transportation Authority bus routes serving Sanford. Commissioner Stenstrom moved to indicate a preference for route schedule Map A. Seconded by Commissioner Keith and carried. Commissioner McClanahan moved to remove from table consideration of proposal for purchase of city property. Seconded by Commissioner Stenstrom and carried. Commissioner McClanahan reported that the appraised value of lots 63, 71, 76 and 80, Geneva Terrace, is $21,400.00, and moved to reject the offer in amount of $14,000.00, and return the earnest money check in amount of $1,400.00. Seconded by Commissioner Morris and married. The next order of business was a public hearing, continued from meeting of August 28, 1978, to consider Condemnation Report No. 78-848, Group 50, Sanford Mobile Park, William McVickers, owner. Commissioner McClanahan reported that all but four trailers .had been removed. The Commission authorized to leave the item on table until November 13, 1978. Request submitted from Keith Abney to use a mobile trailer sign at 501 South French Avenue to announce the Grand Opening of Keith Abney Pool Service. Commissioner Stenstrom moved to authorize same for 60 days, with the provision of no flashing lights. Seconded by Commissioner Keith and carried. Seconded by Commissioner Stenstrom and carried. The City Manager was authorized to inspect the premises of Kondracki & Sons Auto Repair on 17-92, and report on conformance with the si~e plan and verbal agreements regarding iparking of disabled vehicles. There were no proposed nominations for members of the local PERC board. On motion of Commissioner Stenstrom, seconded by Commissioner Morris and carried, Ordinance No. 1449, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING CHAPTER 28 OF THE SAN-FORD CITY CODE, SAID CHAPTER BEING ENTITLED WATER, SEWERS AND SEWAGE DISPOSAL; SAID AMENDMENT ADOPTING A REVISED FEE SCHEDULE FOR UTILITY CONNECTION FEES FOR STRUCTURES CONSTRUCTED PRIOR TO MARCH 27, 1972; SAID AMENDMENT ADOPTING A REVISED FEE SCHEDULE FOR UTILITY CONNECTION FEES FOR STRUCTURES CONSTRUCTED AFTER MARCH 27~ 1972; SAID SEWER CONSTRUCTION FEES AND WATER CONNECTION FEES BEING SET FORTH IN THE FEE SEHEDULE ATTACHED HERETO AND MADE A PART HEREOF; SAID AMENDMENT PROVIDING FOR UTILITY CONNECTION FEES TO BE TWENTY-FIVE PERCENT HIGHER THAN THE FEE SET FORTH IN THE ATTACHED FEE SCHEDULE FOR UTILITY CONNECTIONS OUTSIDE THE CITY LIMITS; SAID AMENDMENT PROVIDING A REVISED FEE SCHEDULE FOR DELINQUENT FEES, CONNECTIONS AFTER ORDINARY WORKING HOURS, TRANSFER FEES AND FEES FOR RETURN OF WORTHLESS CHECKS, SAID FEES BEING SET FORTH SPECIFICALLY IN THE ATTACHED FEE SCHEDULE; MINUTES City Commission, Sanford, Florida October 9, 19 78 ~was ~ntvoduced and p~ace on f~St reading and ~ead ~n ~r. Said resolution being in words and figures as follows: A ~SOL~ION OF THE CITY CO~ISSION OF THE CITY .OF SA~O~ ~ORIDA, ~Q~STING THE OEPART~ OF T~NSPORTATION OF THE STATE OF FLORIDA TO PROVIDE AN EXIT SIGN ON I~ERSTATE 4 IN ADVANCE OF THE ~KE ~RY EXIT, SAID SIGN TO DIRECT T~FFIC~I.~ TO SA~O~ A~ BE LABELED "SA~0~ SO~H". ~E~AS, it has been brought to the attention of the City Co~ission of the City of Sanford, Florida,that there are no exit signs approaching the Lake Mary exit on Interstate 4 to indicate to motorists that the City of Sanford can be~reached~by exiting at the Lake Ma=y exit; and ~EREAS, it is the opinion of the City Co~ission that such an exit sign should be mmected in view of the increased volume of traffic going to and from various areas, in the southern part of the City of Sanford as a convenience to all parties having the need to visit the southern part of the City. Now, THE~FO~, BE IT ~SOLVED by the City Co~ission of the CitY?~of Sanford, Florida, that the Department of Transportation of the State of Florida, be and it is hereby requested to install exit signs on Interstate 4 in ~advance of the Lake Mary exit indicating to motorists that the Lake Mary exit should be utilized for motorists intending to visit the south part of the City of Sanford; that it is specifically requested that the exit sign be designated "Sanford South". BE IT FURTHER ~SOLVED B~~ the said City Co~ission that a copy of this Resolution be furnished to the District Office of the Department of Transportations of the State of Florida. Seconded by Commissioner McClanahan and carried. The City Manager reported that six residents of Country Club Manor had stated they have a petition with 151. signatures requesting the City to coffsider making it mandatory to remove refuse containers from the parkway after collection. The City Manager submitted a catalog of Christmas decorations for the front of the new City Hall. The Commission authorized the City Manager to contact the local schools to see if the vocational class could construct something similar to a starburst~or snowflake. The City Manager reported that the Organization for Rehabilitation through Training had requested to lease the Civic Center Annex ~nd/or Lobby one or two nights per week for Bingo games. The Commission requested more information on the organization and how much money is going to be used within Seminole County. The City Manager reported that during the last fiscal year, the City had paid Seminole County $58,838.00 for refuse disposal, and that 15 to 20% of the time, the Upsala transfer station was not working, therefore, the City had to haul to the Osceola landfill site. The City Manager was authorized to investigate various refuse disposal systems. .Letter submitted from Associated Self Insurers of Florida requesting financial support. The City Manager was authorized to obtain further information on the feasibility of the City paying a monthly amount to employees for use of privately owned vehicles, used for City business in lieu of City owned vehicles. Seconded by Commissioner Morris and carried. Commissioner McClanahan moved to appoint Ben E. Butler to the position of Chief of Police, effective immediately upon certification by the Civil Service BOard and that upon the effective date, the position of Assistant to the City Manager for Public Safety be _r abolished and the duties thereof be assumed by the City Manager, and the budget be amended to transfer the funds from the Public Safety Division to Contingency, and to increase the Police Administration budget by a sum sufficient to provide for Chief Butler's salary, incentive pay and pension. Seconded by Commissioner Keith and carried. The Commission authorized the City Manager and Police Chief to continue the same work relationship as the former Police Chief and City Manager. Commissioner Keith reported that CALNO is setting up a committee to study double taxation, that CALNO will appoint five members, and Seminole County will appoint three members.
