The City Commission of the City of Sanford, Florida, met in Regular Session
in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P.M. on November 13,
1978.

The meeting was called to order by the Chairman. ~
The first item of busineSs was the opening of sealed proposals for purchase
of City property in accordance with notice published in the Evening Herald on October
30, 1978 as follows:
INVITATION FOR PROPOSAL
The City of Sanford will accept firm proposals for the pUrchase
of city property located between Terrace Drive and Geneva Terrace and
between Ridgewood Avenue and Georgia Avenue described as follows:
Lots 63, 71, 76 and 80, Geneva Terrace Amended
Plat, Plat Book 12, page 82, Public Records of
Seminole County, Florida.
Proposals may be made for separate lots or for the total property.
The proposal should be in a sealed envelope ~mmd clearly marked
as such on the outside. It should be submitted to the City Commission
of the City of Sanford no later than 7:00 o'clock P.M. on.Monday,
November 13, 1978.
Proposal shall include the following:
1.-~ The net price of the land to be paid to the City of Sanford.
2. Ail fees shall be paid by the buyer-none by the City of Sanford.
3. Include a certified check for ten (10) per cent of the proposal
as a binder.
This proposal is open to anyone. The City Commission reserves
the right to accept· or reject any or all proposals in the best
interests of the City of Sanford '

Proposal in amount of $16,000.00 submitted from Robert E. McKee, with an
earnest money deposit in amount of $1,600.00.
No other proposals were submitted.
Commissioner Keith moved to accept the proposal in amount of $16,000.00, to remit
25% of the sales price to the developer from whom the property was received for release of
the reverter clause, and to use the remainder of the sale proceeds to purchase, other
property for recreational purposes. Seeonded by Commissioner Stenstrom and carried over

A public hearing was held in accordance with notice published in the Evening
Herald on October 29, 1978 as follows:

ABANDONING A PORTION OF A UTILITY EASEMENT
TO WHOM IT MAY CONCERN:

Sanford, Florida, will consider and determine whether or not
the City will vacage and abandon any right of the City and
the public in and to a portion of an East-West Utility Ease-
ment lying between Sanford Avenue and Locust Avenue and be-
tween Valencia Street and the Seaboard Coast Line Railroad
right-of-way, described as follows:
The 1.4 feet of said utility easement occupied by
a two story concrete block garage and apartment,
on the East one-half of Lot 25 and all of Lot 26,
Block 7, SAN LANTA, according to the Plat thereof.

The Chairmam announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed utility easement closing. No one
appeared.
The City Clerk reported that notices were sent to abutting property owners
on October 27, 1978.
The City Manager reported that there are water and sewer utility lines in the
easement.
Commissioner Stenstrom moved to authorize the City Attorney to prepare the
proper ordinance to vacate and abandon only that 1.4 feet of the easement which is
occupied by the two-story garage and apartment. Seconded by Commissioner Keith and carried.
On motion of Commissioner Stenstrom, seconded by Commissioner McClanahan and
carried, a public hearing to consider Condemnation Report No; 78-848, Sanford Mobile Park,
Inc., was removed from table. ~
Commissioner McClanahan reported the owner is working on'the prbperty, ~nd moved
to table consideration of Condemnation Report No. 78-848 for~60 days. Seconded by
Commissioner Stenstrom and carried. '

Avenue, to operate a 1971 4-door Plymouth from 1219 WeSt 10th Street. Commissioner
McClanahan moved to table consideration of same until the vehicle is inspected by the
Police Department. Seconded by Commissioner Morris and carried.

Request submitted for a time extension on Condemnation Report No. 77-781, 1403
West 15th Street, Estate Of Virgimn B. Hill, owner. Commissioner Morris moved to authorize
a final 60 day time extension on smme. Seconded by Commissioner Stenstrom and carried.
Herbert Cherry appeared and stated he is purhhasing the property,and will
bring it up to code.
Request submitted from Bernie and Annette Lewis, owners, Sanford Seafood Center,
for a six months time extension to pave the parking area at 1219 French Avenue. On
recommendation of the City Manager, Commissioner Stenstrom moved to authorize a 90 day time
extension for same. Seconded by Commissioner McClanahan and carried.
Consideration next given to a request tabled at meeting of October 23, 1978, from
the Seminole Community Action to appoint a representative to the Board of Directors, and
the Commission authorized to leave it on table for another 30 days.
Commissioner McClanahan submitted a proposed ordinance to control entertainment
in establishments in which alcoholic beverages are sold for consumption on premises, and
moved to authorize a public hearing to be held November 27, 1978 to consider the first
reading of same. Seconded by Commissioner Stenstrom and carried.
On motion of Commissioner Morris~ seconded by Commissioner Stenstrom and
carried, minutes of~October 23, 1978 were approved.
On motion of Commissioner Stenstrom, seconded by Commissioner Morris and carried,

Commissioner Morris moved to authorize budget transfers as recommended by the City Manager,
and to authorize a public hearing to be held ,December 11, 1978 to consider the revised
Anti-Recession Fiscal Assistance budget. Seconded by Commissioner Keitk .and-carried.
On recommendation of the .City Manager, Commissioner McClanahan. moved to authorize
salary reclassification of Johnnie L. Cain,..Refuse, fm°m Laborer II E to Laborer II F,
$8,963.00 annual. Seconded by Commissioner Morris and carried.
commissioner McClanahan moved to table payment of taxes in amount of $498.11 on
City foreclosed property located in Orange County. Seconded by Commissioner Keith and carried.!i
On recommendation, of the City Manager, Commissioner Morris moved to authorize use
of the Civic Center, with alcoholic beverages, at fee of $250.00 as follows:
SOUthern Bell Union party on December 2, 1978.
Atlantic Bank of Orlando on December 9, 1978.
Sheriff's Department on December 23, 1978.
Seconded by Commissioner McClanahan,and carried.
The City Manager reported on Accounts Reveivable as follows:
Roosevelt and Grace McClain - condemned structure - billed:
$337.16 for work done 5/31/78; they sold land 6/78 and have
no funds.
Dorothy Lee - struck city light pole 9/27/77; billed:
$786,20. She has disappeared from the area.

Two accounts receivable involving utility work. Request
authorization to add to monthly utility bill and if not
paid, discontinue utilities.
Commissioner McClanahan moved to table consideration of same, and authorize letters to be
directed to the parties, advising them that~the City Commission is prepared to take action
at the next Commission meeting. Seconded by Commissioner Morris and carried.
Commissioner Morris moved to hold the December' 25, 1978 regular City Commission
meeting on December 26, 1978. Seconded by Commissioner Stenstrom and carried.
Commissioner McClanahan moved to authorize a Christmas tree to be set up in
the City Hall lobby. Seconded by Commissioner Keith and carried.
Mr. Jack Bridges, Attorney representing Lake Monroe Harbour, Inc., appeared to
discuss the pro forma statement of the proposed construction of rental facilities
of 21,460 square feet at the marina, and reported that the anticipated rent was $7,000.00
short of the debt amortization.
The Commission authorized the City Manager to discuss same with Mr. Bridges and
owners of Lake Monroe Harbour, Inc., using the following rate:
$5,000.00 flat yearly rate.
5% over-ride for gross sales up to $100,~000~00~
22% over-ride for gross sales over $100,000;.00~
Request submitted from the American Legion for waiver of the sewer connection
fee at their building on 17-92. Commissioner Stenstrom moved to authorize same, subject
to them doing all work, and a 11 work and materials to meet City specifications. Seconded
by Commissioner McClanahan and carried.
Commissioner Stenstrom reported that the Seminole Sunrise Kiwanas Club would
like to develop the ar~ao~ 25th Place behind the Nazarene Churcb., as a recreation area,
and asked if the Commission would be receptive to same. Commissioner McClanahan affirmed
that the Commission would consider same when it is presented. Seconded by Commissioner
Morris and carried.
Ms. Audrey Corso, 127 Garrison Drive, was present to ask the City to enforce
or make stricter garbage laws.
Ms. Brenda Garner, 212 Country Club Circle, appeared to compt~in about neighbors
night, and the junk ~nd debris in the
allowing their dogs to roam at large at
neighbor's yard.
