The City Commission of the City of Sanford, Florida met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P.M. on December 11, 1978.

The meeting' was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening
Herald on November 22, 1978, as follows:

Florida, at 7:00 o'clock P.M. on December 11, 1978, to consider
an amended Budget for the Anti-Recession Fiscal Aid Program
for the City of Sanford, Florida.
Ail parties in interest and citizens shall have an oppor-
tunity to submit written and/or oral comments at said hearing.

Commissioner Keith moved to authorize the City Attorney to prepare the
proper ordinance to amend the 1978-79 Anti-Recession Fiscal Aid Program Budget as advertised.

Mr. Dave Fart, 106 Larkwood Drive, Sanford,.appeared to request the Commission
to appoint .a Citizens' Committee of respected Sanford citizens to investigate and hear
testimony regarding the administration and operation of the Sanford Police Department.
On motion of Commissioner Morris, seconded by Commissioner Keith and carried, same was
tabled.
Requests submitted from J. C. Holloway, President, ABC Liquors, Inc., and
from B. L. Markle, Orlando District Manager, Walgreen Company, to waive the restrictions

On recommendation of the City Manager, Commissioner McClanahan moved to authorize
a 90 day time extension on Condemnation Report No. 78-832, 603 Oak Avenue, Harry Meeks,
owner. Seconded by Commissioner Stenstrom and carried.
Recommendation dated December $, 1978 submitted from .the Planging and Zoning
Commission as follows:
Again recommefifled denial on rezoning from RMOI to GC-2,
part of Lot 14, Chapman & Tucker Addition, SE corner of
E. First St. & Cypress Ave. Reason: A possibility of
future undesirable uses permitted in the'Ge-2 classification.
Drug stores, prescriptions not permitted in RC-1 with
spec~lative office rental space.
Commissioner Stenstrom moved to remove from table~, consideration of rezoning
property located at the southeast corner of the inters'ection of East First Street and
Cypress Avenue from RMOI to GC-2 District. Seconded by Commissioner Morris and carried.
The Chairman announced that the Commission would hear from those persons present
to speak in favor of, ~r in opposition to, the proposed rezoning.
Mr. William Colbert, Attorney, Stenstrom, Davis & McIntosh] representing David
Klingensmith, appeared in opposition to the proposed rezoning. He stated the proposed
rezoning was not consistent with the Comprehensive Land Use Plan.
Mr. William Hutchison, Jr., Attorney, Hutchison and Morris, representing
Charles Cantrell and Ha'rry..Robson, appeared in support of the~proposed rezoning~.He stated
they planned to construct a 4,000 square foot structure, containing an apothecary shop,
a medical supply store, and a professional office.
Commissioner Keith moved to authorize the. City A~torney to prepare the proper
ordinance to rezone the property to RC-1 (Restricted Commercial) District. Seconded by
Commissioner Stenstrom and carried over dissenting vote of Commissioner Morris.
Sloan Realty Associates, representing Mr. and Mrs. Edward W. MacAlister, submitted
a Contract for Purchase of Lots 9 through 14, Block C, Celery Avenue Addition, between
Pine Avenue and Hickory Avenue and. between Celery Avenue and 14th Street, in the net
amount of $12,000.00.Commissioner Keith moved to authorize sale to Mr. and Mrs. Edward W.
MacAlister, and to authorize the Mayor and City Clerk to execute the contract, and further,
to reserve the funds for recreation purposes. Seconded by CommiSsioner Stenstr°m and
carried over the dissenting vote of Commissioner Morris.

Commissioner Stenstrom moved to remove from table, consideration of appointing a
representative to the Seminole Community Action Board of Directors. Seconded by Commissioner
McClanahan and carried. Commissioner McClanahan moved~to appoint Commissioner Stenstrom
as the City representative on the Seminole CommunityAction Board of Directors for 1979.

Commissioner Morris moved to remove from table, consideration of a solid waste

Commissioner Stenstrom moved to authorize a contract, to be approved by the
City Attorney, between the City of Sanford and William Thrower, and to be submitted to the
Commission. Seconded by Commissioner Keith and carried.
Commissioner Keith moved to authorize the City Attorney to prepare an ordinance
to amend Chapter 11 of the City Code, to provide that tires be a special pick~up for the
Refuse Division. Seconded by Commissioner McClanahan and~carried.
The City Manager submitted a tabulation of bids for gasoline and diesel fuel

low bids of Gulf Oil Corporation as follows:

The City Manager reported that the leaf sweeper, the bids for which were rejected
at the least meeting, had been foUnd to be a one source piece of equipment, and that the
net cost had been negotiated at $8,900.00, On recommendation of the City Manager, Commissioner
Stenstrom moved to authorize purchase of same, from Tresca Industries, Inc., in amount
of $3,900.00.Seconded by Commissioner Morris and carried.
On recommendation of the City Manager, Commissioner Stenstrom moved to authorize
salary reclassification of Helen Chambliss, Utility Department, from Key Punch Operator

On recommendation of. the City Manager, Commissioner Morris moved to authorize
Cobia Boat Company to use the Civic Center, with alcoholic beverages, on December 15,
1978, with payment of $250.00 fee. Seconded by Commissioner McClanahan and carried.
On recommendation'of the City Manager, commisgioner Morris moved to authorize
repair of the sidewalk between Ninth and 10th Streets and between Elm and Myrtle
Avenues, in estimated amount of $4,773.40, and authorize t~ transfer $954.00 from
Contingency to provide for same. Seconded by Commissione~ Stenstrom and carried.

Seconded by Commissioner Stenstrom and carried.
Request submitted from Mr. and Mrs. Dave Freeman, for a 90 day time extension
on Condemnation Report No. 78-856, Group 51, 819 West Third Street, to repair the
structure and remove the tires stored on the property. The Building Official submitted
a recOmmendation of 90 days for repair of the structure, and a maxium of 30 days for
removal of the tires. The City Manager submitted a recommendation to deny any time
extension until the tires are removed.
Commissioner Morris-moved to deny the request lmm a time extension to
remove the tires, and if the tires are still there'-on December I~,to authorize the
City to remove same. Seconded by Commissioner Stenstrom and carried over dissenting
vote of Commissioner McClanahan.
Commissioner Stenstrom moved to authorize a 90 day time extension to repair
the structure on Condemnation Report No. 78-856. Seconded by Commissioner Keith and
carried.
Commissioner Morris moved to request the Planning and Zoning Commission to
hold a public hearing to consider amending the Use Provisions for RMOI Districts.
Seconded by Commissioner Keith and carried.
Commissioner McClanahan moved to authorize the City Attorney to represent
the City in ~uit T. Sands vs. City of Sanford. Seconded by Commissioner Morris and
carried.
