Said Resolution being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, APPROVING THE APPLICATION OF THE SANFORD HOUSING AUTHORITY FOR PRELIMINARY LOAN FOR SURVEYS AND PLANNING EXPENSES FOR LOW-RENT PUBLIC HOUSING. WHEREAS, it is the policy of the City of Sanford, Florida, to elimiate substandard and other inadequate housing, to .............. ,;. .... City Commission, ~n~ord, Florida December 2,6, ~ M~DSTAT£ ~orr~~r~s¥ 19 78 WHEREAS, under the provisions of the United States Housing Act of 1937,~as amended, the United States of America, acting through the Secretar~ of Housing and Urban Development (her~n called "Government"), is authorized to provide financial assistance to local public housing agencies for undertaking and carrying out preliminary planning of low-rent housing projects that will assist in meeting this~goal; ~and · :. · WHEREAS, the Act provides that there shall be local determination of need for low-rent housing to meet needs not being adequately met by private enterprise and that the Government shall not make any contract' with a public housing agency for preliminary loans for surveys and planning in respect to any low-rent housing projects unless the governing body of the locality involved ~has by resolution approved the application of the public housing agency for such preliminary loan; and WHEREAS, the Sanford Housing Authority is a public housing agency and is applying to the Government for a preliminary loan to cover the costs of surveys and planning in connection with the development of ~ow-rent housing. NOW, THEREFORE, be it resolved by the City Commission of the City of Sanford, Florida,as. follows: 1. That there exists in the City of Sanford, Florida, a need for such low-rent housing which is not being met by private enterprise. 2. to the Government for a preliminary loan in an amount not to exceed $54,000.00 for. surveys and planning in, connection wi.th low-rent housing projects of not to exceed approximately sixty (60) dwelling units is-hereby approved. City Clerk On motion of Commissioner Stenstrom, seconded by Commissioner McClanahan and carried, minutes of December 6, 1978 'were approved. MINUTES City Commission, Sanford, ,Florida December 26, 19' 7R On recommendation of the Director of Recreation, Commissioner Stenstrom moved to authorize an agreement to be prepared for the Sanford Youth Baseball Association to t.ake over all revenue from the municipal baseball activities, expand the activities, with the City to turn over the concession stands to them and allow sale of advertising signs on ball park fences, City to do all field preparation and pay costs ~6r utilities, umpires and scorekeepers salaries. Seconded by Commissioner Keith and carried. On motion of Commissioner McClanahan, seconded by Commissioner Morris and carried over dissenting vote of Commissioner Stenstrom, request from Wes Rinker to extend the life of the lease of the municipal stadium was tabled. Request submitted from John Wall for annexation of a portion of the property abutting Jewett Lane and between Jerry Avenue and Airport Boulevard, described as follows: The West % of Block 80, Less the South 75 feet of the West 123.09 feet, M. M. Smith's Subdivision, according to the Plat thereof as recorded in Plat Book 1, Page 55, of the Public Records of Seminole County, Florida. Commissioner Morris moved to authorize the City Attorney to prepare the proper ordinance to annex same, to authorize a legal ad for a public hearing to be held February 12, 1979, and transfer from Contingency to provide for Same. Seconded by ~om~issio~ Stenstrom and carried. On recommendation of the City Manager, Commissioner Morris moved to affirm that the City intends to explore the acquisition of additional land to expand the sewer tmeatment plant, under the 201 Planning Grant. Seconded by Commissioner Stenstrom and carried. The City Manager reported that a request had been~submitted from Robert W. Whitaker, 603 West 27th Street, to close, vacate and abandon Druid Park Drive, South of 27th Street, and recommended same be closed and retained as a utility easement. Commissioner Stenstrom moved to authorize the advertisement of a public hearing to be held January 8, 1979, and transfer from Contingency to provide for same. Seconded by Commissioner Keith and carried. The City Manager reported that the Uppland Park park area had been appraised at $5,825.00, and that the appraisal fee was $400.00. Commissioner Stenstrom moved to authorize the City Clerk to advertise for bids for sale of the property, and transfer from Contingency for appraisal fee and advertising costs. Seconded by Commissioner McClanahan and carried over dissenting vote of Mayor Moore. The City Manager recommended a 2 year agreement, submitted from William Thrower, Orange City ~ for use of refuse disposal at cost of 80¢ per yard. The City Attorngy reported that the contract was in order. Commissioner Stenstrom moved to authorize the Mayor and City Clerk to execute same. Seconded by Commissioner Morris and carried. , 536 . Seconded by Commissioner Keith and carried. · On request of the City ~anage~,Commissioner McClanahan moved to authorize transfer in amount of $500.00 from Contingency to the Chamber of Commerce for repairs to Christmas decorations. Seconded by Commissioner Keith and carried. The City Manager submitted a recommendation for a Commissioner to be designated as the Commissioner for Police. Commissioner McClanahan moved to designate Commissioner Morris as the Commissioner for Police, effective January 1, 1979. Seconded by Commission Keith . Commissioner Keith moved to amend the motion to appoint Commissioner McClanahan as Commissioner for Police,effective immediately, to serve until January 1, 1979. Seconded by Commissioner Stenstrom and carried· Thereupon, the Chairman called for a vote on the motion as amended, and same was carried upon the unanimous vote of the Commission. Commissioner Stenstrom moved that the Commission go on record as approving a plan for a Fire Commissioner on a temporary basis. Seconded by Commissioner McClanahan. Motion failed to carry over dissenting votes of Mayor Moore,Commissioner Keith and Commissioner Morris. Request submitted from John Dickey, McRoberts Tires,for a six month time extension for a permit to park a semi-trailer for storage in the north-south alley behind his company on First Street. On recommendation of the City Manager, Commissioner McClanahan moved to authorize same. Seconded by Commissioner Stenstrom and carried. The City Manager submitted a review of a proposed trial program for utilizing seven privately owned vehicles for city work. Commissioner Morris moved to implement same, · for 24 months, beginning January 1, 1979, and to authorize budget transfers to provide for same. Seconded by Commissioner Keith and carried over dissenting votes of Commissioner Stenstrom and Commissioner McClanahan. The City Manager submitted a review of ~mployee life insurance coverage of all Seminole County municipalities and all municipalities of the state with a population of 20 to 35,000. Commissioner Stenstrom moved to table same until 1979-80 budget work Sessions. Seconded by Commissioner McClanahan and carried over dissenting votes of Mayor Moore and Commissioner Morris. Seconded by Commissione~ Morris and carried. The City Manager submitted a comparative survey of 17 cities, summarizing employee fringe benefits, indicating the City of Sanford is fai'rly close to average, but authorizes fewer holidays and less vacation,'and does not pay for unused sick leave. Commissioner McClanahan moved'to authorize the following policy: Upon retirement, an employee (in good standing) will be paid at full ~alue for sidk leave accrued, up to 90 days. ~econded by Commissioner Keith and carried. The City Manager submitted a revised Vacation Policy and recommended adoption, as follows: 8.0 Vacation Policy. A. (1) All regular employees of the City of LSanford shall earn annual vacation leave. :Temporary employees are not eligible for ~nnUal leave. Annual leave is intende~ ~ to be,used to-provide a periodic vacation and each department hehd must make every effort'to:insure that annual leave is used by all employees on a current yearly basis to provide employees with the proper rest and relaxation period. Employees will not accrue annual vacation leave in excess of that earned within a 12-month period. A department head may be unabl, e to approve an employee to use annual leave on a current basis and, in this case, it may be carried forward; with prior approval of the City Manager. The maximum amount of annual leave employees may have to their credit at any one time is the amount they would earn in 1½ years. B. [1.} Employees will be credited with annual vacation leave after the completion of one year continuous service based on the following schedule: (2.) Employees, upon completion of twelve (12) months satisfactory continuous service and, thereafter; shall be eligible to use credited leave, subject to the approval of the department head, in accordance with the following schedule: Continuous Service 1 year to 10 years Over l0 years Employees Who Do Not Work Holidays lO Work Days 15 Work Days Employees Working Holidays 15 Work Days 20 Work Days Employees may upon authorization of the department head and approval of t~e City Manager use credited annual leave for other than vacation (i~e. hospitalization or illness upon exhaustion of sick leave, family emergency, etc.). Employees may take only that amount of leave .that has been credited to them. Use of uncredited leave .time will not be authorized. Annual vacation leave shall be used only with the prior approval of the department head. The department head may require an employee to use any part of their credited annual leave for vacation purposes and all vacation time shall be taken within no more than two vacation periods per year. Except as provided for in Paragraph "A", annual leave shall not accrue. Precedence in choosing a vacation period should be governed normally by job seniority within the division or department, but must be at a period approved by the department head in keeping with City policy. Department heads should notify the City Manager's Office one (1) month in advance of their intended -vacation period so that vacations may be coordinated to insure the efficient operation of City services. Leave will commence on the first day of the week which the employee is scheduled to work and terminate seven (7), fourteen (14), twenty-one (21), or twenty-eight ~281 calendar days thereafter, whichever period is authorized. Sinko, Sinko Tavern On motion Of Commissioner Keith, seconded by Commissioner McClanahan and carried over dissenting votes of Commissioner Morris and Commissioner McClanahan, the request was denied. On recommendation of the Minimum Housing Code Inspector and the City Manager, Commissioner McClanahan moved to authorize a 90 day time extension on Condemnation Report No. 78-819, 1220 West Third Street, H. Franklin, owner. Seconded by Commissioner Stenstrom - and~carried. Allen R. Bowling, 300 Art Lane, owner of The Ark Lounge, Sanford Plaza, appeared and stated he felt that small businesses were being discriminated against, that small businesses need Sunday sales as much as large businesses. Commissioner McClanahan moved to reconsider the previous acfion. Seconded by Commissioner Morris. Commissioner McClanahan moved to authorize salary reclassification of William Magnet from Laborer II C to D, $8,121.59 annual. Seconded by Commissioner Keith and carried. The City Manager reported that the City has received a check in the amount of $11,172.00 from the State of Florida for updating work on the City's Comprehensive Plan. The City Attorney stated he would submit a report on municipal liability and city work on trees within a public road easement at the meeting of January 8, 1979. The City Manager reported that the City has received a letter of acceptance for an IPA grant in amount of $4,073.00 in federal funds for a management and supervisory training program.
