Recommendations dated January 5, 1979 submitted from the Planning and Zoning Commission as follows: .. Held a Public Hearing to rezone the unplatted area of Hidden Lake from PUD to SR-tA. Tabled recommendation for 90 days. Reason: The property owners of the unplatted area will present a Development Plan for reactivation of the 'MUD within this 90-day time frame. Recommend approval to the City Commission to amend the Zoning Ordinance, Art. V, 7. RMOI, Mu[tiple-Family, Residential, Office and Institutional District. B. Conditional Uses Permitted. Add: (6) Accessory uses within the same structure, of above permitted and conditional uses. Approved a pre-application concept for "Charmont", a 33-acre portion of Hidden Lake. David Meadows will present a Development Plan to the City Commission on Jan. 8,1979 and to the Planning & Zoning Commission on January 18, 1979. On recommendation of the Planning and Zoning Commission, Commissioner Stenstrom moved to table the public hearing for 90 days. Seconded by Commissioner Keith and carried. On recommendation of the Planning and Zoning Commission and the City Manager, Commissioner Morris moved to authorize conditional approval for the development plan for Charmont, with provisions as follows: meet all requirements for PUD. the Development Plan be approved by Staff. the Development Plan be submitted to the Planning and %oning Commission for final approval January 18. Commissioner Morris moved to authorize the City Attorney to prepare'the ProPer ordinance to amend the Zoning Ordinance as recommended by the Planning and Zoning Commission. Seconded by Commissioner Stenstrom and carried. Commissioner Stenstrom.moved to authorize the City Attorney to prepare the proper ordinance, to vacate and abandon Druid Park Drive as advertised, and retain same as a utility easement. Seconded by Commissioner Keith and carried. The next item of business was the receiving of sealed proposals in accordance with notice published in the Evening Herald on January 1, 1979, as follows: INVITATION FOR PROPOSAL The City of Sanford will accept firm proposals for the purchase of city property located North of CR 46-A and West of Upsala Road, described as follows: Beg at the SW cot Lot 51, New Upsala, run thence N 00° 11' 40" W 165.0 ft to POB, thence run E 176.35 ft, thence S 656.65 ft, thence W 174.12 ft, thence N 00° 11~ 40" W to POB, Uppland Park, Plat Book 20, page 5, Public Records of Seminole County Florida. The proposal should be in a sealed envelope and clearly marked as such on the outside. It should be submitted to the City Commission of the City of Sanford no later than 7:00 o'clock P.M. on Monday, January 8, 1979. Proposal shall include the following: 1. The net price of the land to be paid to the City of Sanford. 2. Ail fees shall be paid by the buyer-none by the City of Sanford. 3. Mr. James Morace, 109 Skogen Court, was present and stated he was acting for all property owners involved, to.purchase the. total property. ~The City Clerk reported that the ~ppraised value of the property was $5,825.00. The City Attorney reported that the property was dedicated on the plat as a City park, and if the City vacates it as a park, the ownership will revert to the prior owner. He said Mr. Shoemaker, the prior owner, indicated he would deed it to the City, if it is vacated as a park. The City Manager reported that at the last meeting the City Conunission approved a change in the sick leaVe Policy, to p..ay for accru'ed':sick leave upon retirement. He stated that the CommisSion had not' specifically inclUded' other proposed changes, to permit employees .to accrue sick leave and use above, the maximum as one third valu~ for vacation; or upon a good separation, to r, eceive pay at the rate of 12~% for unused o accrued sick leave. 'Commissioner Morris moved to include .the above twO changes in~ the sick leave policy. Seconded by Commissioner Keith a~nd carried. The City Manager submitted recommendations from the Central Examining Board as follows: RECOMMENDATIONS Section 12-1 of'Chapter 12 entitled "Gas Code" of the Sanford City Code be amended to read as follows: Sec. 12-1. That Section 6-1.1 of Chapter 6, entitled "Building Code" be amended to read as follows: Sec. 6cl.1 AMENDMENT ~Section 102.1 and 102.2 entitled "Building OffiCial" and "Inspectors" be deleted in their entireties. Chapter XXI~I, entitled "Signs and Outdoor Displays" is hereby deleted in its entirety. Sec. 403.2 entitled "Tenant Separation" is hereby amended to read as follows- In a building, or portion of a building of a single'occupancy classification, when enclosed spaces are provided for seperate tenants, such spaces shall be seperated by not less than one (1) hour fire resistance. EXEMPTION: Regardless of type of con- struction, non-rated partitions may be constructed within rooms or spaces in buildings not exceeding 3,000 total square feet in area of Group B-Business and S-Storage occupancies, provided smoke detectors are located within each tenant area. Section 901.6, entitled "General" is hereby amended to read as follows: In all buildings constructed over forty-five (45) feet from ground level approved sprinkler equipment and smoke detection devices meeting the requirements of the Standard Building Code shall be installed on all floors. For exception see Section 509. SUch chambers shall not be used for storage or occupational purposes. Public exit halls in hotels, hospitals, institutions and similar occupancies and in multi-family houses shall not be used as Plenums. Stairway enclosures'connecting two or more stories shall not be used as Plenums. Combustible material shall not be used in Plenums unless it is properly protected or meets all standards of Class I Duct Material as defined by U. L. 181. Section 603.1 entitled "General" is hereby amended to delete.the word "Sanitary Sewer Drain" from the first sentence. Subsection 605.2 entitled "Bleed-off" is hereby amended to read as follows: Ail cooling tower, water 'cooled air conditioner, and heat pump bleed off and drain lines shall be extended to a stor,n sewer drain. Such drains shall not in any case be allowed to drain into sanitary sewer drain. AMENDMENTS Section 102.2 entitled "Inspectors" is hereby deleted in its entirety. Subsection (b). of section 1212.1 entitled "Materials" is hereby amended to read as follows: (b) Undergrougd-Inaccessible water distribution piping under slabs shall be copper water tube minimum type L~ 194 stand- ard water tube, brass, cast iYon pressure pipe or galvanized steelpipe, all to be installed with approved fittings and bends. Any materials subject to corrosion shall be protected when used in corrosive soils. Copper water tube under slab shall be a continuous loop,~ or all approved fittings must be silver soldered. Table 505 entitled "Materials for Plumbing Installations" is amended by deleting from the list of materials Bituminized Sewer Pipe & Fittings and Concrete Sewer Pipe. Sub-section (a) of Sect.ion 1215.8 entitled "Safety Pans and Relief Valve Waste" is hereby amended to read as follOws: (a) When water heaters or hot water storage tanks are installed above the ceiling level, the tank or heater shall rest in a galvanized steel or other metal pan of equal corrosive resistance having a thickness at least equal to 24 guage galvanized sheet steel. Seconded by Commissioner Fart and carried. Commissioner Keith moved to authorize salary reclassifications as follows: Richard Holloway, from Engineering Technician C to D,$t1,166.25 annual. Johnny Johnson, Water, from Laborer I D to E, $7,923.52 annual. Seconded by Commissioner Fart and carried. The City Attorney reported on the liability and responsibility for trees, etc., in public right-of-ways, and after discussion, the Commission authorized to continue the City p~icy to remove limbs, trees and shrubbery upon complaints from the citizens. Mr. and Mrs. Dave Freeman, owners of condemned property at 819 West Third Street, were present and stated that many tires had been removed from the property, and that they would do everything they could to see that the remainder were removed. Commissioner Morris moved to authorize a 30 day time extension to remove the tires. Seconded by Commissioner Stenstrom and carried. The Commission next approved a request by the City Manager to be out of town January 11, 12, 18, 19 and 23 through 29, 1979. Letter submitted from A. Edwin Shinholser, resigning as Treasurer and Trustee of the Henry Shelton Sanford Memorial Library & Museum Association. Commissioner MOrris moved to accept same with regrets and to a~horize the Mayor to execute a letter of commendation for Mr. Shinholser's past service. Seconded by Commissioner Stenstrom and carried. Commissioner Morris, as Commissioner for Police, submitted a revised organizational chart showing the chain of command in the Police Department. He stated the two captains would be in charge of the day and evening shifts, that the midnight shift would be run by the senior lieutenant, and that the Chief would ~perform administrative work only. Commissioner Morris .reported that there are 61 parcels of city-owned property in the city, and recommended a report be prepared and submitted as to various uses. The Commission authorized, same.. Commissioner Stenstrom moved to appoint Commissioner Morris as Public Safety Director, to serve as llason for both the Police and Fire Departments. Seconded by Commissioner Fart. Motion failed to carry over dissenting votes of Mayor Moore, Commissioner Morris and Commissioner Keith. Commissioner Fart moved to authorize the establishment of a blue ribbon investigative committee, to serve as a fact finding and recommending body to the Commission, and to appoint not less than five members and not more tha~ 10 to same, the members not to be presently involved with the Police Department or holding an elected position with the City of Sanford.
