The City Commission of the City of Sanford, Florida, met in Regular Session
City Hall in the City of Sanford, Florida, at 7:00 o'clock P.M. on January 22,

The meeting was called to order by the Chairman.
The first item of business was consideration of a request for a rate increase
for CATV service. The City Manager reported that the figures used to support the request
are not fully audited, and that Seminole Cablevision has been rescheduled to appear
before the Commission on February 12, 1979.
The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in oppostion to, the requested rate increase.
Mr. Alex Serraes, 119 West Woodland Drive, Sanford, appeared in opposition
to the request and stated that Seminole Cablevision should try to get more subscribers,
rather than a rate increase.
Ms. Martha Yancey, 2100 Cordova, Sanford, appeared to support a request for a
curb cut into the park on Oak Avenue, between Fourth Street and Fifth Street, so that a
truck can deliver a piano or organ to the gazebo. The City Manager reported City crews use
wooden blocks as a ramp to get into the park and recommended same for any other truck.
Commissioner St~nstrom moved to authorize two wood ramps to be built and made available
to the organizations wanting to use them. Seconded by Commissioner Farr and carried.
Commissioner Keith~ moved to remove from table, continuation of a public hearing
to consider Condemnation Report No. 78-848, dated July 10, 1978, Sanford Mobile Park,
3515 South. Orlando Drive, Mr. William K. McVicker, owner. Seconded by Commissioner Farr and
carried.
The City Manager' submitted a memo.from.the Bui~lding Official.,~ stating~that. the_
property had beene,sold to Mr.'Don'~Bales~for an Automobile' Sales and Service Agency; that
Mr. McVickers states there are six usable trailers and four junk trailers left on the
property, but will be moved prior to new occupancy; that the electric and gas~ have been
disconnected, except to the house on the property.
After consideration, Commissioner Stenstrom moved that finding the structures
under Report No. 78-848 to be unsanitary, unsafe and delapidated, that said structures
be condemned and the owner given a notice of 90 days in which to repair or give just
cause why same has not been repaired or demolished; and after 90 days to authorize the
City to demolish the structures and levy a lien .against the property for said removal.

R~que~st for a time extension submitted from Mrs. Ida Wolfenbarger, owner,
306 South Magnolia Avenue, COndemnation Report No. 78-842, Group 50. Report submitted
from the Minimum Housing Code Inspector that there had been no permits issued, no
attempt to repair during the 6 months period, and did not recommend a full extension.
On recommendation of the City Manager, Commissioner Fart moved to deny the request.

by Commissioner Stenstrom and carried.
Request submit'tad from R. Kazarian to use a mobile trailer sign for 90 days
for a Grand Opening of Kazarian Auto Insurance of Sanford, Inc., corner of Highway
17-92 and Lake Mary Boulevard. Commissioner StmnstrOm moved to authorize same,
provided there are no flashing lights and only white lights are used..Seconded by
Commissioner Keith and carried.

Mr. Turget Dervish, Traffic Engineer, Tipton and Associates,-appeared to present
a proposed design of the intersection of Shannon Drive and Highway 17-92. Commissioner Fart
asked if the Commission would consent tO this design at th~:; location, so that San Situs
can construct same. The City '.Engineer stated the proposed plan does not meet standards set
by the Commission, and is not in accordance with subdivision regulations. On recommendation
of the City Manager, Commissioner Keith moved to table consideration of same until February
12, 1979. Seconded by Commissioner Stenstrom and carried. Commissioner Fart abatained from
vote. Commissioner Fart stated that he has worked as a consultant, and that San Situs is
one of his customers.
On motion of Commissioner Fart, seconded by. Commissioner Stenstrom and, carried,
minutes of December 11, 1978, January 2, 1979 and January 8, 1979 were approved..
The Commission next considered two reports of Analysis.of Ambulance Service
proposals by Herndon Ambulance Service and Seminole County..
Commissioner Keith reported, that CALNO had requested that he refer to them the
recommendation of the Commission. Commissioner Fart moved.to recommend to CALNO that the
County adopt a plan with Herndon Ambulance that would provide at least the same level of

On recommendation of the City Manager, Commissioner Morris moved to authorize

On recommendation ~f the City Manager, ~Commissioner Keith mOved to approve
the revised Job Description for the Parks Superintendent. Seconded by Commissioner Farr
and carried.
On recommendation of the City Manager, Commission Morris moved to authorize
installation of a street light on the north side of Plumosa Drive, across the street
from 521 Plumosa Drive. Seconded by Commissioner Stenstrom and carried.
The City Manager reported that Dr. Young was unable to accept appointment to
the City's PERC, and requested confirmation of Mr. Howard Whelchel for same. Commissioner
Farr moved to confirm the appointment of Howard Whelchel. Seconded by Commissioner
Stenstrom and carried.
The City Manager reported that Golden Age Olympics does not want to be
involved in operating the stadium, but requested the City to include an option in the
lease to Mr. Wes Rinker to allow them use of the stadium for a three to five day period
in November and for special promotional events to support the Golden Age Olympics, so
long as their use does not interfere with Mr. Rinker's use.
Mr. Wes Rinker stated he wants to make capital improvements to the stadium,
in estimated amount of $20,000.00, and requested a 15 year lease. Commissioner Stenstrom
moved to authorize a 15 year lease with Mr. Rinker, with the provision that he give a
letter to the City granting the Golden Age Committee of the Greater Sanford~hamber~of
Commerce use of the stadium during November, for three to five days each year. Seconded
by Commissioner Fart and carried.
The City Manager reported that the State of Florida Department'of Transportation
will be resurfacing West First Street, for 0.475 miles west of French Avenue. Commissioner
Morris moved to authorize the Mayor to execute the resolution for the utility
indemnification agreement. Seconded by Commissioner Stenstrom and carried.
Commissioner Morris moved to authorize the City Manager to execute other
standard required paper~ far said resurfacing. ~econded'b.y Gemmissioner Stenstromand
carried.
Commissioner Stenstrom moved to authorize salary reclassification of Cindy
Harrison, Fire Department, from Clerk Typist II D to E, $7,428.29 annual. Seconded by
Commissioner Morris and carried.
The City Manager submitted the revised, updated Affirmative Action Plan.
The City Manager reported that two more truck loads of tires were removed from
property at West Third Street and Holly Avenue. Condemnation Report No. 78-856.

Roofing Company in amount of $20,'900 00 for re-roofing the Civic Center, and requested
transfer from Contingency in amount-of $5,9001~00 for difference between the budgeted amount

Commissioner Keith moved to accept bids as recommended and to authorize the
transfer of said funds. Seconded bY Commissioner Morris and carried.

The City Manager recommended acceptance of the plan of National Western Life Insurance
Company, for payroll deduction, for those employees 'wishing to pay for it. Commissioner
Fart moved to authorize same. Seconded by Commissioner Keith and carried.
The City Manager submitted a list of city-owned property, and same was held
for further discussion.
Commissioner Stenstrom moved to authorize salary reclassification of Thomas
G. McMillan,/ Shop, from Mechanic C to D, $10,152.00 annual. Seconded by Commissioner Fart
and carried.

THE ZONING ORDINANCE, AND AMENDING THE FLrrURE LAND

Notice is hereby given that Public Hearings will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P.M. on January 8 and 22, 1979, to consider changes and
amendments to the Zoning'Ordinance, and amending the future Land Use
element of the Comprehensive Plan of the City of Sanford, Florida, as
follows:
A portion of that certain property lying between U.S. High-
way 17-92 and the Old Lake Mary Road and between Lake Mary

The City clerk reported that a public hearing held January 8, 1979 to consider
same was tabled for 90 days; and that the City Attorney requests the tabling action be
set for times certain, and are suggested for April 9 and April 23, 1979.
The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the propOsed rezoning. No one appeared.
-Commissioner Stenstrom moved to remove from table, the public hearing to
consider rezoning the unplatted portion of Hidden Lake from PUD to SR-1A. Seconded by
Commissioner Fart and carried.
Commissioner Morris moved to table the public hearings until April 9 and April 23,
1979. Seconded by Commissioner Stenstrom and carried.
Request for a 'time extension on Condemnation Report No. 78-820, 1903 Maple
Avenue, submitted from Ione Hutaine, owner. The Minimum Housing Code Inspector recommended
90 days extension. On recommendation of the City Manager,. Commissioner Morris~ moved to
authorize same. Seconded by Commissioner Keith and carried.
Commissioner Stenstrom submitted a site plan for a Seminole Sunrise Kiwanas
park and playground between 25th Street and 26th Place and between Poinsetta Avenue
and Seaboard Coast Line Railroad right-of-way.and requested a long term lease of the
property, to construct a park over a period of years. Commissioner Fart moved to authorize

the City Manager to negotiate a lease with the Seminole Sunrise Kiwanas for the property.
Seconded by Commissioner Keith and carried.
Mr. Michael Rusciano, 600 Oak Avenue, appeared as spokesman for a group of
neighbors, to complain about the deteriorating conditions in his neighborhood. He stated
that school-age children are living in an old school bus, parked in the backyard at 111
Sixth Street, and asked for the Commission to take a harder line on condemnations.
Mr~. William Shriver, 513 Oak Avenue, complained about drunkenness::in'the
neighborhood. *
~Ms. Myrtle Morri~on, . 500 Park Avenue, complained about filth and odor which
could'be seen~and smelled from her back door; and about cars blocking the alley on
Sunday mornings and parking too close to the fire hydrant.
The Commission explained that the property is being considered for condemnation
after a public hearing.
Commissioner Stenstrom asked for a report from City Staff, on better enforcement
of refuse r61es.
Commissioner Stenstrom moved to turn on the street lights along Seminole Boulevard
outside the City Limits. Seconded by Commissioner Fart and carried over dissenting vote of
Mayor Moore and Commissioner Morris.
On recommendation of the City Manager, Commissioner Morris moved to authorize
salary reclassification of Charles Jensen from Draftsman II C to D, $9,749.63 annual.
Seconded by COmmissioner Keith and carried.

Mayor Moore reported he had received a request from Richard Longworth, to use a
mobile trailer sign at the Pewter Pub. Commissioner Stenstrom moved to authorize same for
90 days, providing there are no. flashing lights, and only white lights are used. Seconded
by Commissioner Keith.~Motion failed to carry over dissenting votes of Mayor Moore,
Commissioner Morris, and Commissioner Fart,
