M. on Tuesday, May 29, 1979. Proposal shall include the parcel number and description, and the following: 1. The net price of the land to be paid tO the City of Sanford. 2. All fees shall be paid by the buyer - none~ by the City of Sanford. Include a certified check for ten (10) pmr cent of the proposal as a binder. Thfs proposal is open to anyone. Commissioner Morris moved to reject the remaining proposals and return the binder deposits for same. Seconded by Commissioner Keith and carried. Persons interested may appear and be heard at the time and place speci- fied City Commission of the City of Sanford, Florida City Clerk Publish: May 15, 1979. The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed street closing. The City Clerk reported that notices were mailed to property owners on May 14, 1979. Mr. Kirby Moncrief, Attorney for the.petitioner, First Federal Savings and Loan of Seminole, stated that his client owns the property abutting this portion of Commercial Street. The City Manager reported there are no utilities located in the portion of the stree proposed to be closed. Commissioner Keith moved to authorize the City Attorney to prepare the proper ordi- nance to. close, vacate and abandon that. portion of Commercial Street as advertised. Seconded by Commissioner Morris and carried. Commissioner Stenstrom moved to remove from table, a public hearing tabled from meeting of April 23, 1979, to consider rezoning the unplatted portion of Hidden Lake from PUD to SR-1A District. Seconded by Commissioner Fart and carried. Commissioner Stenstrom moved to table the public hearing for 90 days. Seconded by Commissioner Fart and carried. Commissioner Morris,moved to remove from table, consideration of re-appointments to the Planning and Zoning Commission. Seconded by Commissioner Fart and carried. Commis- sioner Morris moved to re-appoint Mr. C. B. Franklin and Mr. J. Q. Galloway to the Planning and" Zoning COmmission for thr~e year terms to beg~n July 1, 1979. Seconded by ~ommissioner Fart and carried. Commissioner Fart moved to appoint Ms. Zonnye Davis to the Sanford Housing Authority Commission, to fill the unexpired term of John Colbert. Seconded by Commissioner Keith and carried. Commissioner Stenstrom moved to table consideration of other appointments to the Sanford Housing Authority Commission. Seconded by Commissioner Keith and carried Request submitted from Mr. James E. C. Perry, Attorney for Mr. William Long, for the City to re-convey foreclosed property to Mr. Long, Heir of Fred Clair, deceased. Mr. Per- ry stated Mr. Long had received transfers from all the other heirs and would pay all costs incurred by the City, including the judgment and interest. T.'~C'.AI..O.,I'i'ppT.¥ COMPANY The City Attorney reported that no one had claimed the property when the City tried to serve foreclosure papers, nor when ~the City published the foreclosure notice in the Evening Herald, and that reasonable searches of records had failed to disclose an heir or owner. The City Clerk reported that the total costs to the City were as follows: Lien ~70, taxes and foreclosure costs ~ $594.26 Appraisal 100.00 subtotal : $694.26 Interest from August 9, 1978 @ 87o 46.28 $ 740.54 Commissioner Morris moved to authorize the Mayor to execute a Quit .Claim Deed to Mr. Long for ~the City's interest in the property, in exchange for payment of the aforesaid costs and interest. Commissioner Keith moved on the passage and adoption of Ordinance No. 1470. SecondE by Commissioner'Farr and carried over the dissenting vote of Commissioner Morris. MINUTES City Commission, Sanford, Florida May 29 at 7:00 P. M. 19 79 Petition submitted from 30 owners of property on Hartwell Avenue and Marshall Ave- nue, between 25th Street and 27th Street, requesting the City retain the present buffer of trees and existing vegetation lying north of Block 29, Dreamwold Subdivision, between Hart- well Avenue and Marshall Avenue. The City Manager reported that the property is a dedicated park, which the city has been filling from 25th Street south. Mr. William Douglass, 2608 Hartwell Avenue, Sanford, was present to support the request. Commissioner Fart moved to authorize a 50 foot buffer of trees and natural growth at the south end of said park. Seconded by Commissioner Morris and carried. Request submitted from Keller Industries, Inc., to transfer the trustee from the Flagship Bank of Orlando to the Flagship Bank of Tampa. ney, Commissioner Stenstrom moved to authorize the Mayor to execute same. sioner Keith and carried. Commissioner Morris-moved to authorize the City supplemental pension of Sara Easterhy,:.Ethel Carver and Rebecca Tiltis to be increase, to the amount necessary so the total City supplemental pension and the insurance pension payment is equal to the minimum amount payable under the Florida Retirement System. Seconded by Commissioner Stenstrom and carried. On recommendation of the City Manager, Commissioner Stenstrom moved to authorize transfer in amount of $200.00 from Contingency to Civil Service Division for postage. Seconde by Commissioner Fart and carried. The City Attorney reported on the liability for releasing personnel files as pub- lic records and recommended that the City adopt the policy that pets~onnel files are not sub- ject to public perusal without the approval of the employee. The City Manager reported that Mr. Mack Cleveland has. served continuoUsly on the Civil Service Board for 25 years, and declined to be placed on the ballot as an employee rep- MINUTES City Commission, Sanford, Florida May 29 at 7:00 P. M. 19 79 resentative when his term expires June 3.0, 1979. The Commission authorized a plaque and a resolution in commendation for his service. The City Manager submitted a request from Dr. Vann Parker, and Dr. and Mrs. George W. Edwards, to vacate and abandon Third Street between San Carlos Avenue and San Marcos Ave- nue. Commissioner Morris moved to authorize a public hearing to be held on June 25, 1979 to consider same and notices to be sent to abutting property owners. Seconded by Commissioner Stenstrom and carried. The City Manager submitted a bill from the Overhead Door Company of Orlando, Inc., in amount of $725.00 for set,vice and material to repair the rolling steel door at the Police Department. Commissioner Morris, Commissioner for Police, stated the door was broken and had to be repaired, and moved to authorize payment of the bill and transfer from Contingency for same. Seconded by COmmissioner Keith and carried. The City Manager was authorized to contact Seminole County and the Seminole County School Board regarding the construction of a sidewalk on 25th Street from French Avenue to Georgia Avenue. Mr. Cecil A. Tucker appeared to support a request to relocate their~Farm and Garden Center from the metal warehouse at 201 North Elm Avenue to the brick building at 115 North Laurel Avenue, and to use public right-of-way as follows: (a) 3 foot landing with steps on Commercial Avenue. (b) 8 foot loading dock on Laurel Avenue. (c) for 10 off-street parking spaces on Laurel Avenue. (d) for 5 off-street parking spaces on Commercial Avenue. (e) for 5 off-street parking spaces on Elm Avenue. The City Manager recommended to deny the requests to'use street right-of-way for private park. ing~' Commissioner Stenstrom moved to authorize the requests,~ subject to Planning and Zoning: Commission's approval of the site plan. ~ Seconded by Commissioner Fart and carried.
