The City Commission of the City of Sanford, Florida, met in Regular Session in
the-City Hall in the City of Sanford, Florida, at 7:00 .o'clock P. M. on June 11, 1979.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in th~ Evening

Sanford, Florida, at 7;00 o'clock P. M. on June 11, 1979, in
the City Commission Room at the City Hall in the City of San-
ford, Florida, Will consider and determine whether or not the
City will close, vacate and abandon any right of the City
and the public in and to a park as follows:
That certain park lying between Country Club Drive
and the abandoned Seaboard Coast Line Railroad right-
of-way and between 20th Street and Country Club
Circle, and as delineated in a Plat of Country Club
Manor Unit I, PB 11, pg '35, Public ReCords of Semi-
nole County, Florida.
Persons interested may appear and be heard at the time and

. The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed park vacating. No one appeared.
The City Clerk reported that the City Commission accepted a bid of $!,800.00 for
the sale of this property.
The City Attorney reported the park needs to be vacated to clear the title.
Commissioner Keith moved to authorize the City Attorney to prepare the proper ordi-
nance to vacate and abandon the park as advertised. Seconded by Commissioner Morris and
carried. ~:
Letter submitted from Mr. Cliff Guillett, Executive Director, the East Central FloriCa
Regional Planning Council, stating that the City's dues in amount of $2,500.00 will cover the
rest of the present fiscal year, and also the 79-80 fiscal, year. Mr. Guillet also stated that

it will be necessary for the City to appoint two delegates, one of which, must be a Commissione
to serve on the Council, and two members plus two alternates to serve on the Project Review
Committee of the Council.
Commissioner Morris moved to authorize payment of the $2,500.00 initiation fee, and
transfer from Contingency for same. Seconded by Commissioner Keith and carried.
Commissioner Keith moved to appoint Commissioner John Morris as the Commission's
delegate on the Council, for the present year and next year. Seconded by Commissioner Fart
and carried.
Commissioner Morris moved to appoint Mr. Tom Stevenson as the second delegate on

Commissioner Morris moved to appoint Commissioner Keith and the Assistant to the
City Manager, Rich Quigley, as alternates on the Project Review Committee.

Copy submitted of letter from Mr. Tom Wilson, Executive Director, Sanford Housing
Authority, to Mrs. Aurdella Davis, Chairperson, Seminole Joint Tenant's Council, and memo
on the Process of Selection of a Tenant Representative. Letter and Resolution submitted from
the Seminole Joint Tenant Council, stating that Ms. Teri R. Buratti is the nominee for the
tenant representative on the Board of Commissioners of the Sanford Housing Authority.

Commissioner Morris moved to table consideration of appointing a tenant representa-
tive to the Sanford Housing Authority Board of Commissioners, until a recommendation is receiv
from the Sanford Housing Authority'Board~of Commissioners. Seconded by Commissioner Farr and
carried over dissenting~vote of commissioner Stenstrom.
After further consideration, Commissioner Keith moved to remove same from table.
Commissioner Stenstrom vacated the Mayor"s~eat.~and.'seconded the:motion. Motion carried over
dissenting vote of Commissioner Morris.
Commissioner Keith moved to appoint Ms. Teri Buratti as the tenant representative
on the Sanford Housing Authority Board of Commissioners. Seconded by Commissioner Fart and
carried.
Resignation from the Planning and Zoning Commission submitted from Mrs. Jan Freeman.
Commissioner Fart moved to accept same with regrets and authorize a letter of appreciation
to be directed to Mrs. Freeman. Seconded by Commissioner Keith and carried.
Commissioner Keith moved to nominate Mr. Bart Gallagher, and Commissioner Stenstrom
moved to nominate Mr. George Willis, to the Planning and Zoning Commission to fill the unex-
pired term of Mrs. Jan Freeman.
Commissioner Keith moved that the nominations cease.

The City Manager reported that the Ramblewood Plat was not ready for approval, since
the Engineering Plan had not been submitted. Commissioner Morris moved to table consideratior
of same. Seconded by Commissioner Keith and carried·

execute the Plat for a dedicated 440 foot egress road from Airport Boulevard to the Hidden
Lake PUD area. Seconded by Commissioner Morris and carried.

The City Manager submitted a proposed policy regarding the release of personnel
files to.the public, as follows:
ADMINISTRATIVE POLICY
Personnel files - release to public
On May 29, 1979, the city attorney reported to the
City Commission that city employee's personnel~file should
be held confidential unless released by the employee.
Further that unauthorized release of personnel files could
place liability on the City of Sanford and the individual
who releases said file.~ The discussion included the state
statutes, court cases, federal laws including the federal
Freedom of Information Act, and the constitutional right of
privacy.
The City Commission instructed the City Manager to
proceed with the release of personnel records in accordance
with the City Attorney's recommendation:
Therefor:
All personnel files of the City of Sanford
shall be considered confidential but can be released to the
public upon presentation of a written approval for release
by the respective employee and said approval shall also
release the City of Sanford, the City of Sanford officials,
and the City of Sanford employee handling the file from any
and all liable claims stemming from such release of the
specific personnel file.
The obtaining and presentation of the signed
authorization and release from liability form is construed
as "under .reasonable conditions" as set forth in the Florida
Public Records Law of the Florida Statutes, 1978 Supplement,
Section 119.07.
:ommissioner Morris moved to approve same. Seconded by Commissioner Fart and carried.
The City Manager submitted a report stating that Robert J. Hickson was 50 years
old when hired by the City, and retired due to poor health after. 16 years service on Feb-
ruary 15, 1964. No further action was taken by the Commission.
The City Manager reported that Homer Thomas, Shop Superintendent, was to retire
February 28, 1979, however, he worked two days in March to repair the gradeall, and the
state retirement system would not pay him retirement for March. On recommendation of the
City Manager, ~Commissioner Keith moved to authorize to reimburse Mr. Thomas the net $293'.47
pension loss because he worked in March. Seconded by Commissioner Morris and .carried.
The City~ Manager submitted a report on the estimated material costs in amount of
$909.40, to repair the sidewalks around the All Souls Catholic Church and_ School. Commission-
er Fart moved to authorize same, and proper transfer from Contingency. .Seconded by Commis-
s ioner Morris and carried.
The City Manager reported that in January, 1975, the City Commission indicated
favorable approval to the City providing a site for a Senior Citizen's C~enter in the Fort
Mellon Park, and now there is a federal grant available. Commissioner Morris moved to autho-

Commissioner Morris moved to authorize salary reclassifications as follows:
Nathaniel White, from Laborer I C to D, $7,527.33 annual.
Robert Lee Robinson, from Recreation Supervisor E to F, $9,409.18 annual.
Seconded by Commissioner Fart and carried.
Commissioner Fa. rr moved to authorize the City Manager to contact Mr. John Sauls,
to obtain information, of the cost and length of time to prepare an appraisal of the prop-
erty the City would require to expand the sewer treatment plant.
Keith and carried.
On recommendation of the City Manager, Commissioner Fart moved to increase the
monthly gas allotment for use of private vehicles for city business, from 63¢ to 860 per
gallon, and to authorize a review of same on a 60 day basis.

Commissioner Fart moved to table consideration of further appointments to the
Sanford Housing Authority Board of Commissioners until meeting of June 25, 1979.

Statements submitted from City Attorney C. Vernon Mize, Jr., for Professional
Services as follows:
(a) Thomas H. Sands, Jr. vs. City of Sanford, Florida, et al. $1,850.85.
(b) James D. Sullivan vs. Richard Bennett, et al. $ 302.71.
Commissioner Keith moved to authorize, payment of same. Seconded by Commissioner Morris
and carried.
The City Attorney reported he has received notification of claims against the

(a) Suit served re: injury from a fall on a broken sidewalk on Park Avenue.
(b)~ Suit to be filed in the future re: injury from .a fall on a curb under con-
struction on sanford Avenue.

Cited by the Environmental Protection Agency re: violating federal regula-
tions by spraying weeds on a ditch bankwith a:weed kitlet toxic to fish,
and killing the fish. He stated they propose a penalty of $5,000.00.
The City Attorney was authorized to respond to the issues.
There being no further business, the meeting was adjourned.
