M. on June 25, 1979. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner Julian L. Stenstrom Commissioner David T. Fart Commissioner Edwin O. Keith City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. The meeting was called to order by the Chairman. The first item of business was presentation of a Resolution and a plaque to Mr. Mack N. Cleveland, Jr., in recognition of 25 years service as the employee representative on the Civil Service Board. commissioner Morris moved to adopt Resolution No. 1267. Stenstrom and carried. CLEVELAND, JR. has submitted his resignation aS a member Of the Civil Servi~e Board; and I, PHEREAS, MACK N. CLEVELAND, JR. has throughout his years ', of service, unselfishly given his time and talent in service and has been of invaluable assistance in giving the members of the 'Civil Service Board legal advice in various matters that from time to time have involved 'legal matters;, and WHEREAS, 'MACK N. CLEVELAND, JR. made a particular contribution to the City in that he authored the City of Sanfclrd Civil System Act while serving as a representative in the Florida Legislature and, further, played a major role in the drafting of the present Civil Service Board Rules and Regulations; and WHEREAS, the services and experience of 1.1kCK N. Keith As the City Commission of the City of Sanford, Florida A public hearing was held in accordance with notice published in the Evening Herald on June 5 and 15, 1979 as follows: NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on June 25, 1979, to consider changes and amendments to the Zoning Ordinance and the Comprehensive Land Use Plan of the City of Sanford, Seminole County, Florida, as follows: A portion of that certain property lying between West 25th Street and Sarita Street and between Grenada Avenue and French Avenue is proposed to be rezoned from MR-1 (Multiple-Family Residential Dwelling) District to RMOI (Multiple-Family Residential, Office and Institutional) District. The City Clerk reported that notices were mailed to property owners May 24, 1979, and the property was posted June 5, 1979. The Planning and Zoning Commission submitted a recommendation to deny the rezoning. Mr. Donald D. The City Clerk reported notices were mailed to property owners June 7, 1979. Dr. G. W. Edwards, 301 San Marcos Avenue, Sanford, petitioner, was present to support the request. He stated he plans to use the alley for parking purposes. Commissioner Morris moved to authorize the City Attorney to prepare the proper ordinance to vacate and abandon the alley as advertised. Seconded by Commissioner Stenstrom and carried. Mr. Emory Spelt, 2400 South DeCottes Avenue, Sanford, representing the Jaycees, appeared to support a reque~st to allow the Jaycees to sPonsor a project., whereby a private concern would place benches, with advertisimg, on public right-of-ways in the City, at no cost to the City. The City Manager submitted a recommendation to deny the request. Commissioner Stenstrom moved to approve the program as outlined by Mr. Spelt. Seconded by Commissioner Fart. M. 1979 Ordinance No. 1473, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING, VATTING AND ABANDONING A PORTION OF WEST COMMERCIAL STREET, LYING BETWEEN NORTH ELM AVENUE AND NORTH MYRTLE AVENUE AND BETWEEN FULTON STREET AND WEST FIRST STREET, RESERVING THE USE OF SAME UNTO THE CITY OF SANFORD, FLORIDA FOR UTILITY PURPOSES, PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. introduced and placed on first reading and read in full at meeting of June 11, 1979, was next placed on final reading. Supplies and Parts for city sewer repair work, in connection with the Sewer System Evaluation Study. Seconded by Com- missioner Stenstrom and carried. The City Manager submitted a request from the Elks Lodge, Seventh Street and Cy- press Avenue, to utilize the parkway for a parking area at Seventh Street and Pine Avenue. The City Manager recommended to deny the request. Commissioner Keith moved to authorize the request, with the stipulation that the developer use a three foot concrete swale to protect the street paving. Seconded by Commissioner Stenstrom and carried over dissenting vote of Commissioner Farr. The City Manager reported that Chapter 112.061 had been amended for travel allow- ance to $40.00 per day, and 19¢ per mile. Commissioner Stenstrom moved to authorize the City allowance to be increased to same, and to authorize the City Attorney. to prepare the proper ordinance for the amendment. Seconded by Commissioner Fart and carried. On recommendation of the City Manager, Commissioner Morris moved to authorize Countdown Enterprises, Inc. to use the Civic Center, with alcoholic beverages, on J~ne 30, 1979, with payment of $250.00 fee. Seconded by Commissioner Farr and carried. The City Manager submitted a request from Michael Roussos to use a mobile trailer sign at 1500 French Avenue, Mike's Village Restaurant, for 90 days to advertise the new busi- ness. Commissioner Stenstrom moved to authOrize same, with the provision of no flashing lights. Seconded by Commissioner Keith and carried. The City Manager repOrted receipt of resignations as follows: a. Mrs. Edith Harrison from the Transportation Planning Committee of the East Central Florida Regional Planning Council. b. ~s. Juanita Mercer from the Minimum Housing Code Board of Adjustment and Appeals. The Commission authorized to hold budget work sessions at 4:00 o'clock P. M. on July 16 and 17, 1979.
