The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening
Herald on July 26, 1979 as follows:

ANNUAL BUDGET AND CAPITAL PROGRAM
FOR THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held
at the Commission Room in the City Hall in the City of Sanford,
Florida, at 7:00 o'clock P. M. on August 13, 1979, to consider
the Annual Budget for the fiscal year of October 1, 1979 to
September 30, 1980, and a Capital Program.
A copy of said budget and capital program shall be availa-
ble at the Office of the City Clerk for all persons desiring
to examine the same.
· Ail parties in.interest and citizens shall have .an oppor-
tunity to be heard at said hearing.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed operating budgets and Capital Pro-
gram.
Those appearing in opposition were as follows:.
Mr. Forrest Foggin, 1910 French Avenue, Sanford, stated he was opposed to increased
millage to provide funds for renovating the downtown business area, for a larger
Contingency Fund, double taxation, and-that he felt it was an inappropriate time
for. a tax increase,~ .'
Mr. Art Harris, 1108 Grove Manor Drive, Sanford, stated he was not opposed to
paying approximately,S6.00 more per year for taxes, but was opposed to unneces-
sary jobs in the City work force; and that the additional money should be used
to repair some of the streets.
Commissioner Fart moved to authorize the City Attorney to prepare the proper ordi-

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed Revenue Sharing Trust Fund Budget.
No one appeared.
Comm~ si°net Fart moved to authorize the City Attorney to prepare the proper
ordinance to adopt the 79-80 Revenue Sharing Trust Fund Budget. Seconded by Commissioner
Stenstrom and carried.
Commissioner Stenstrom moved to remove from table, public hearing tabled May 14,
1979, to consider rezoning the unplatted portion of Hidden Lake from PUD to SR-1A District.
Seconded by Commissioner Keith and carried.
The City Manager reported that development plans are being drafted, but are not
finished.
Commissioner Farr moved to table same for 30 days. Seconded.by Commissioner
Stenstrom and carried.
Mr. Felton Brooken, owner, Safeway Cab, 1813 Terwilliger Avenue, Sa~ford, was
present to request a 20¢ increase in the maximum>initial fare, and a::25% increase for the
zone fares.
Commissioner Stenstrom moved to authorize the City Attorney to prepare the proper
ordinance to amend City Code Sec. 27-7, in accordance with the foregoing request. Seconded
by Commissioner Fart and carried.
Mr. Garold Page, 2835 Grove Drive, Sanford, President, Sanford Men's Softball
Association, requested the City provide lights for a 20 game men's slow-pitch winter soft-
ball league during period of mid-September through November. He stated this was approxi-
mately $10.00 per game, or $613.22 total, and his league would prepare the field. Commis-
sioner Morris moved to authorize the Director of Recreation and Parks to schedule these
games as requested, provided the teams pay the cost of the lights.

Letter submitted from Mr.J.B. Baker, Chairman, Sanford Airport Authority, recom-
mending re-appointment of John Daniels and A. K. Shoemaker, Jr., for four year terms to
expire September 30, 1983. Commissioner Keith moved on the re-appointments as recommended.

Request submitted from Mr. John C. Prosser, President, Jack Prosser Ford, to use
a mobile trailer sign in front of 3786 17-92 South, for months of August, September and
October. Commissioner Morris moved to approve same for 90 days, with provision of no flashy
lng lights. Seconded by Commissioner Stenstrom and carried.
Request submitted for a 90 day time extension on Condemnation Group 53, Report
No. 79-885, 414 and 414~. South Palmetto Avenue, Ernest Brotherson, owner. On recommenda-
tion of the Minimum Housing Code Inspector and the City Manager, Commissioner Morris moved
to authorize same. Seconded by Commissioner Stenstrom and carried over dissenting vote
of Commissioner Fart.
Memo submitted from Commissioner Stenstrom, proposing to reorganize the structure
the General Sanford Museum/Library Board of Trustees, as follows:
AS the Commission's representative on the Museum/Library
.Board I would like to recommend the following:
1. That the Board as presently constituted be dissolved.
That a new Board be established consisting of eight
appointees plus a member of the City Commission
with rights.
That .the Board operate as other subsidiary boards
and agencies of the City of Sanford.
That all finamcial records be maintained by the
Finance Department of the City of Sanford.

That the Curator be given the status of a part-time
employee of the City of ~anford.
Further I would propose for membership on the Board the

It is requested that this proposal be placed 'on the August
13 City Commission meeting agenda for your consideration.
Co~missioner Stenstrom moved to adopt the proposals, and to appoint members to the Board
as recommended. Seconded by Commissioner Keith. Motion failed to carry over dissenting
votes of Commissioner Morris, Commissioner Farr and Commissioner Keith.
Commissioner Morris moved to authorize Commissioner Stenstrom to contact all
members of the General Sanford Museum/Library Board of Trustees, advising them of a special
meeting to determine a new organizational structure and asking for input from the members.

Commissioner Stenstrom moved to authorize installation of type #3(b), at estimated cost of
$1,811.00. Seconded by Commissioner Keith. Motion failed to carry over dissenting votes
of Mayor Moore, Commissioner Morris and Commissioner Fart.
Mr. William H. Balzer, 222 Bradshaw Drive, Sanford, suggested a bulletin board
type sign, similar to the one in the lobby of the Seminole County Court House.

garding electrical Use, as follows:

GENERAL INFORMATION RE: ELECTRICAL USE
I am sure that as long as you have been involved with the
electrical utilities companies you are aware of their method

For example, on large demand accounts such as an athletic
field they install their large commercial meters which has two
(2) meters in it. One meter is the demand meter and the other
is the KWH (Kilowatt hours used) meter.
The first time we throw the switch on the athletic field
the "Demand" meter records maximum amps pulled and the meter
locks and records at this point (until reset) by the meter
reader on his monthly read-out. The less time it takes to warm
up the lighting fixtures the less the demand therefore weather
and seasons play a part in the cost or amount of demand. In
addition to "demand" we then pay for number' of KIJH.
The point I am trying to make is that we in the Recreation
Department have tried to get the most out of our electrical
utility dollar by finding out when our meter on athletic fields
have been read and then do heavy scheduling within the frame-
work of each demand period for our regular league play. This
was in a dual effort to ~ave money and energy.
Next, is that we cannot afford to rent our athletic fields-
to off-season, non-league or different groups on an irregular
basis. It is true that the rental rate we have established
for each field wduld pay for the KWH used, however we would still
...... get stuck'for the demand .COSt which would be considerably more°
than the rental fee.
An example would be, suppose a church or any group wanted
to use the field for 2 hours on a night in October and the
lights had not been turned on all month. They would pay probably
about $30.00 which would cover the KWH used but not the demand
cost of $150.00 (or whatever the demand would run based on air
temperature). 'So we stand to lose $120.00
I mention these facts because with money so tight it has
required "deep investigation into many factors involving cost
and revenue of our city~
There will be some requests that will be comin§ to me on
night use on a Spontaneity basis from some groups (~f you recall
the girls! team from the local banks several years a.qo and others)
and also requests for winter softball leagues. Based on our
policy of "non-expansion" policy of programs and the great cost
of utilities I am going to recommend the installation of the
following policy on electrical outdoor use of facilities.
#1. At the conclusion of current athletic season that we
do not rent (for night use) any Of our outdoor facilities except
during peak use times April I thru August 15th annually. No
night use for athletic fields what-so-ever from September i thru
March 29.
#2. Tennis courts to have power turned off December 1st
thru March 29th annually due to waste of electricity now evident
thru abuse of leaving power on or unsyncronized time clocks plus
bad weather. (Based on 1978-79 power cost we could save up to
$1,200.00 on electrical for~ tennis courts.
#3. No winter athletic leagues will run that require night
lighting. If leagues desire to operate, establish Saturday
league for afternoon participation.

On recommendation of the City Manager, Commissioner Fart moved to authorize same, and to
review the policy in 90 days; however, Items 1 and 3 not to apply if the league using the
field pays for the electricity. Seconded by Commissioner Stenstrom and carried.
The City Manager reported that Mr. Kay Shoemaker had requested water service at
his new office at the southwest corner of Airport Boulevard and 25th Street, which is out-
side the City.. Commissioner Morris moved to authorize water service to this location upon
completion of a Petition for Annexation. Seconded by Commissioner Fart and carried.
The City Manager reported that the Sanford Airport has been notified of approval
of funding by the Federal Government for an instrument approach landing system, and will
need a 60' x 60' site for a radio transmitter, west of the runway on the north side of
East 26th Street on Lots 29 and 30, Block 6, Palm Terrace Subdivision, and further, that
this City property is presently leased to the Sunrise Kiwanis Club for a recreational area.
The Commission authorized the City Manager to work out with the Sunrise Kiwanis Club a
sub-lease to the Sanford Airport Authority for .~the transmitter site.
The City Manager submitted a list of city automobiles to be sold at auction on
August 25, 1979, as follows:

Commissioner Morris moved to authorize salary reclassifications as follows:

Recommendation submitted by the City Manager requesting use of an outside pro-
fessional to review the pay schedule.

On recommendation of the City Attorney, Commissioner Keith moved to authorize a
title search of property involved in the foregoing liens, prior to foreclosure. Seconded
by Commissioner Stenstrom and carried.
On recommendation of the City Manager, Commissioner Morris moved to authorize
purchase for the computer room, a 34,000 BTU Koldwave air conditioning unit, in amount of
$2,250.00 plus $500.00 to $1,500.00 for water tower and installation costs. Seconded by
Commissioner Stenstrom and carried.
The City Manager submitted a request from the First United MethOdist Church to '
repair the sidewalk across the alley, on the south side of their property. The City Manager
reported that the alley apron also needs to be repaired, and the total cost to repair the
sidewalk and alley apron is $500.10, of which $46.50 is material cost for the sidewalk.
Commissioner Fart moved to authorize repair of the sidewalk and the alley apron, with the
church to pay for the materials for the sidewalk. Seconded by Commissioner Morris and
carried.
The City Manager submitted a letter from the City Attorney, stating that the
$2,500.00 settlement offer to Ms. Bonnie Tucker had been rejected, and he felt that a $5,000.
offer would also be rejected.
The City Manager reported two additional alleged falls caused by sidewalks in
need of repair, as follows:
1. Mrs. Dora M. Harrell, 1113 Palmetto.
2. Mrs. Pope, First Street and Park Avenue on 7/23/79.
The City Manager submitted letters of commendation as follows:
(1) To Sheriff John Polk from the City Manager, for response and assistance at
the fire at Second Street and Magnolia Avenue.
(2) To Police Chief Ben 'Butler from the City Manager, for assistance of Lieu-
tenant Doug Bishop and Officer Carey Herndon in fighting the fire at Second
Street and Magnolia Avenue.
(3) To Ms. Sybil W. Best from the City Manager, for actions and attention in
maintaining a high quality fire flow in the city water system during the
fire at Second Street and Magnolia Avenue.
(4) To the Sanford Fire Department from Janice Springfield, Executive Vice Presi-
dent, Flagship Bank of Smminole, for extinguishing the fire at the Downtown
Bank.
(5) To the Police Department from Janice Springfield, Executive Vice President,

The Mayor read a commendation to Officer Gordon Reid, from Mrs. Joyce D. Johnson,
Maitland, regarding his assistance at the Matina.
The City Manager submitted a memo from the Utility Director/City Engineer, that
the ~superintendent for the construction had informed him that Seminole County is requir-
lng a fire hydrant at the new building for the Marc Slade dealership on 17-92, prior to
i'ssuance of a certificate of occUpancy. On recommendation of the City Manager, Commissioner
Morris moved to authorize installation of the fire hydrant, upon completion by the owner
of a Petition for Annexation. Seconded by Commissioner Keith and carried.
Report submitted by the Equal Employment Opportunity Officer of new hires and
separations for period of January 1 through July 31, 1979.

Commissioner Fart moved to authorize the City Attorney to offer up to $7,000.00
in settlement of claim of Bonnie Tucker against the CitY of Sanford. Seconded by Commis-
sioner Morris and carried over the dissenting vote of Commissioner Keith.
