The City Commission of' the City. of Sanford,. Florida,t met. in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on September 10, 1979.

The meeting was called to order by the Chairman.
Request submitted from the Woman's Club of Sanford to eliminate parking on
the-north side of Seminole Boulevard between Palmetto Avenue and Park Avenue.
Members of the Woman's Club appeared to support the request as follows:
Mrs. Bill Gielow, President.
Mrs. Ned Yancey, Public Affairs Chairman.
Commissioner Fart moved to authorize to eliminate the parking spaces and to erect
"No Parking" signs on the north side of Seminole Boulevard between Palmetto Avenue and Park
Avenue. Seconded by Commissioner Keith and carried.
A public hearing was held in accordance with notices authorized at meeting of
August 27, 1979, to consider condemnation of 11 structures or buildings on Reports Numbers
79-918 through 79-928, Group 55.
The Chairman announced that the Commission would hear from any property owner
or representative thereof. A review of each individual report was as follows:

owner of property at 1107 Locust Avenue, Condemnation Report No. 79-923, stated he wanted

After consideration, Commissioner Stenstrom moved that finding the buildings under
Reports Numbers~79-918 through 79-928 to be unsanitary, unsafe and delapidated, that said
structures be condemned and the owner given a notice of 90 days in which to repair or give
just cause why same has not ~been 'repaired or demolished; and after 90 days to authorize
the City to demolish the structures and levy a lien against the property for said removal.
Seconded by Commissioner Fart and carried.
Mr. Wes Rinker, Lessee, Sanford Memorial Stadium, appeared to request the City
to erect signs around Sanford, giving directions to the Sanford Memorial Stadium. The City
Manager was authorized to obtain information f°Zsame.
Mr. Rinker also asked for 'recommendations or procedures on plans for improvements
at the Sanford Memorial Stadium as follows:
1. increase picnic area and extend it into the stands
2. a small restaurant
3. sale of Beer and Wine for Consumption on the Premises
The City'Manager was authorized to report on the zoning for a restaurant and for sale of
Beer and Wine for Consumption on the Premises at the Stadium.

Seconded by Commissioner Morris and carried
Offer in amount of $1,000.00 submitted from Mr. and Mrs. Kenneth W. Barnes, for
purchase of 1970 Cobia Police Boat which had been offered at public auction. On recommen-
dation of the City Manager, Commissioner Stenstrom moved to accept same. Seconded by Com-
missioner Fart and carried over dissenting vote of Commissioner Morris.
The City Attorney reported that Mrs. Dora M. Harrell had agreed to a settlement
in amount of $750.00 for injuries allegedly incurred as a result of falling on the side-
walk on the east side of Palmetto Avenue between First Street and Second Street. On recom-
mendation of the City Attorney, Commissioner Morris moved to authorize payment in amount
of $750.00 to Mrs. Harrell, in full settlement of her claim. Seconded by Commissioner
Fart and carried.

Ordinance No. 1491, to amend Chapter 27 of the City Code, taxi-cabs, to require
all holders of more than three licenses and associations of three or more license holders
to provide 24 hour service, seven days per week; requiring all taxi-cabs to be metered, and
setting rates, was not read.
On recommendation of the City Manager, Commissioner Stenstrom moved to amend Chap-
ter 27 to eliminate regulations for taxi-cabs, except for licensing, insurance and posting
of rates. Seconded by Commissioner Fart and carried.

APPROPRIATING UNEXPENDED CASH SURPLUS ON HAND
AT THE END OF THE FISCAL YEAR 1978-1979 TO THE
DEPARTMENT OF GENERAL GOVERNMENT OF SAID CITY
FORT HE FISCAL YEAR 1979-1980 FOR USE OF
ORDINARY PURPOSES IN OPERATING EXPENSES OF
SAID CITY.
WHEREAS, the City Commission of the City of Sanford,
Florida deems it necessary, expedient and for the best interest
of said City that any unexpended cash surplus as of September. 30,
1979 of the operating revenues of said City for the fiscal year
1978-1979 be appropriated for the ordinary purposes and operating
expenses of said City in the budget for the fiscal year 1979-1980.
NOW, THEREFORE, BE IT RESOLVED by the City Co~_,3~ission of
the City of Sanford, Florida, that any unexpended cash surplus as
of September 3Q, 1979 of operating revenues of said City for the
fiscal year 1978-1979 be 4nd the same is hereby appropriated to
the Department of General,Government of said City for the ordinary
purposes and operating expenses, of said City for the fiscal year
1979-1980, and said cash surplus shall be incorporated in the
budget of revenues and expenditures of said City for said fiscal

OF REVENUES AND EXPENDITURES FOR THE CITY

BEGINNING OCTOBER 1, 1979 AND ENDING
SEPTEMBER 30, 1980; AND CAPITAL BUDGET
WHEREAS, in accordance w%thArticle VI of the Charter'
as amended, of the City of Sanford, Florida, the City Manager
of the City of Sanford, Florida, has made and submitted~to the.
City Co--,ission of the City of Sanford, Florida, an estimate for
budget of revenuesand expenditures of the City of Sanford,
Florida, for the fiscal year beginninE October 1, 1979 and
ending September 30, 1980, and a Capital budget, such estimates
or budget having been made with particular application to the
various departments of the City, a true copy of which is hereto
attached and by reference made a part of this Resolution; and

SECTION 1. That the following described property situated
in Seminole County, Florida, be and the same is hereby annexed to

The City Manager reported that he had written a letter to R. Neiswender, County
Administrator, Seminole County, requesting information about the County's consideration
of moving the public library from the old Post Office in the downtown area, and setting
forth that the City obtained the property from the U. S. Government with the stipulation
that the City maintain a public library within the building until April 15, 1983. Commis-
sioner Stenstrom moved to authorize the City Manager to request a definite answer from
Seminole County, on whether or not the County plans to move the library. Seconded by Com-
missioner Keith and carried.
The City Manager reported that he had denied a request for a street light in the
Hidden Lake Subdivision, at the intersection of a driveway entrance to the pool area and
Loch Low Drive. Mrs. Mary Tumin, 306 Loch Low Drive, Sanford, petitioner, appeared and statec
that the dead end of Loch Low Drive is approximately 400 feet from the street light on
Hidden Lake Drive.
Commissioner Stenstrom moved to authorize the installation of a street light near
the end of Loch Low Drive, and proper sign and reflectors. Seconded by Commissioner Keith
and carried.
On recommendation of the City Manager, Commissioner Morris moved to approve policy
revisions as follows:
(a) Workmen's Compensation revision due to law changes
(b) Use of accrued sick leave to supplement Workmen's compensation
Seconded by Commissioner Stenstrom and carried.
The City Manager reported that the East Central Florida Regional Planning Council
had requested a nominee for an advisory committee to prepare an Areawide Housing Opportunity
Plan. On recommendation of the City Manager, Commissioner Stenstrom moved to appoint Tom
Wilson III, to said committee. Seconded by Commissioner Keith and carried.
The Commission authorized to place slip and fall insurance with Travelers Insur-
ance Company.
The City Manager submitted a tabulation of bids for a diesel engine, flail mowers
and an underground fuel storage tank, as follows:

On recommendation of the City Manager, Commissioner Morris moved to authorize
transfer in amount of $2,405.81 from Contingency to Fire Department Account I)2-01-30240-3,
Worker's Compensation. Seconded by Commissioner Keith and carried.
The City Manager reported that the Police Department had requested authority
to purchase a breathalyzer in amount of $2,000.00, which is not included in the 1979-80
Budget. Commissioner Morris moved to authorize purchase of same. Seconded by ~Commissioner
Stenstrom and carried.
Request submitted from Mr. Robert Whitaker, 207 Ridge Drive, to use a mobile
trailer sign on the Kondracki and Sons property on 17-92, to announce the Grand Opening
of his Mini-warehouses at 2710 French Avenue, from September 12, 1979 to October 12, 1979.
Commissioner Stenstrom moved to approve same, with the provision of no flashing lights.
Seconded by Commissioner Keith and carried.
