The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the Cityof Sanford, Florida, on September 24, 1979 at 7:00 P. M.
Present: Mayor-Commissioner Lee P. Moore
Commissioner John G Morris
Commissioner Julian L. Stenstrom
Commissioner David T. Fart
Commissioner Edwin O. Keith

The meeting was called to order by the Chairman.
Mrs. Eleanor Russell, P. O. Box 244, Sanford, appeared to protest the construc-
tion of a three-foot concrete block box, to hold garbage containers, in the alley in back
of Mr. P's Restaurant, at 119 South Magnolia Avenue, in accordance with Commission action
of September 10. She stated the box was a traffic hazard, since vehicles driving in the
alley have to drive around it.
Commissioner Fart moved to remove from table, a public hearing tabled at meeting
of August 13, 1979, to consider rezoning the unplatted portion of Hidden Lake from PUD to
SR-1A District. Seconded by Commissioner Stenstrom and carried.
The City Manager reported that engineering plans for new development in Hidden
Lake were not complete.
Commissioner Fart moved to table for two weeks, the consideration of rezoning
the unplatted portion of Hidden Lake from PUD to SR-1A. Seconded by Commissioner Keith and
carried.
i Mrs. Gail Stewart and Mrs. Nancy Julian, representing the Junior Women's Club,
land Mr. Don Hughes, representing the Kiwanis Club, appeared to present a check in the amount
iof $3,980.00, to be used to install the Heart Park on Seminole Boulevard. The Commission
authorized acceptance of the contribution with thanks, and to amend the 1979-80 Budget for
The next item of business was discussion of a request submitted from Mr. Bob
Patrick, to change the parking limit in the downtown area from two hours to three or more
hours. The City Manager reported that he had contacted Mrs. Nora Gordon, President of the
Downtown Business Association, and that her organization was not in favor of extending the
hours.
Mr. Patrick stated he wanted the hours lengthened because some of his lunch-time
customers were getting parking tickets.
The Commission advised Mr. Patrick that the change would need the support of
other downtown merchants, and the Downtown Business Association.
On recommendation of the City Manager, Commissioner Fart moved to authorize trans-
fer of funds in the Sanford Airport Authority's FY 1979 Budget as follows:

Commissioner Morris moved to authorize payment of statement from the Florida
League of Cities, in amount of $1,406.80, for annual dues. Seconded by Commissioner Keith
and carried.
Commissioner Fart moved to authorize payment of statement from the City Attorney,
in amount of $1,276.50, for services in the case of Bonnie Tucker v. City of Sanford, and
to authorize transfer from Contingency for same. Seconded by Commissioner Stenstrom and
=arried over dissenting vote of Commissioner Keith.
Commissioner Fart moved to authorize payment of statement from Wil$on~, Elser,
Edelman and Dicker, Attorneys, in amount of $2,500.00, for the deductible amount not covered
by insurance, in the case Sands vs. City of Sanford, and to authorize transfer from Contingenc)
for same. Seconded by Commissioner Stenstrom and carried.
Commissioner Stenstrom stated he needed to contact the Board of Trustees of the
ieneral Sanford Museum and Library, to clarify some items, before the Commission takes action
:o re-organize the structure of the Board.
The Mayor reported that he will be unable to attend the Florida League of Cities
~eeting in Orlando on October 25 through 27 and the Commission needed to designate a voting
~elegate. Commissioner Morris moved to elect Commissioner Stenstrom as said delegate.

The City Manager submitted a request from Mr. Thomas F. Rucker, 527 San sebas-
tian, Altamonte Springs, for an option to purchase approximately 7.2 acres of City property
at the corner of Seminole Boulevard and French Avenue, in the Sanford Industrial Park.
Mr. Rucker stated he would post a letter of credit, or deposit $13,000.00 cash in escrow

one year from date of option. He stated he wanted to construct on, and improve, the property,
and the development he planned would be of major importance to Sanford. He further stated
that his offer to purchase the-property would be contingent on the City approving the
development plans when he submittedthem.
Commissioner Stenstrom moved to authorize the City Attorney to prepare the proper
contract for the option and sale of the property as submitted, and to authorize the Mayor
and City Clerk to execute same. Seconded by Commissioner Morris and carried.
The City Manager reported that the Sanford Housing Authority wants to lease 3,000
square feet of space on the first floor of City Hall, at rate of $4.57 per square foot,
on a one year lease with option to renew at one year intervals, with termination by either
party with a 90 day written notice. On recommendation of the City Manager, Commissioner

The City Manager reported on the progress of the regional sewer treatment plant
work, that is approximately one year behind schedule; Lake Mary has recently voted to
participate in the plan, but Seminole County has not. On recommendation of the City Manager,
Commissioner Morris moved to explore acquisition of 5.35 acres to the west of the present
treatment plant site, to be used for expansion.

for materials for a street light on Loch Low Drive, West of Hidden Lake Drive. Seconded
by Commissioner Morris and carried over dissenting vote of Commissioner Fart.
The City Manager reported that the City could authorize installation of direc-
tional signs to the stadium, at the estimated cost of $35.00 to $40.00 for a sign and
pole. On recommendation of the City Manager, Commissioner Morris moved to approve same,
with the stadium lease holder to obtain approval of locations selected by him, and to pay
for the signs, with the City to provide the labor to install the signs. Seconded by Com-
missioner Keith and carried.
The City Manager reported that Mrs. Harleigh Trecker, 2404 Adams Court, had
called to commend the City crews who have worked to clean up after hurricane David, and
that the work of all the City employees was outstanding all the time.
The City Clerk submitted a letter from Chase and Company, releasing funds {n

The City Manager reported that the City sold 10 used vehicles at the auto auction
on September 20, 1979, for $4,890.00, less $245.00 seller's fee, for a net of $4,645.00.
On recommendation of the City Manager, Commissioner Stenstrom moved to authorize
Salary Reclassification for Michael Hoening, from Firefighter D to E, $13,615.91. Seconded
by Commissioner Fart and carried.
commissioner Stenstrom moved to authorize the City Manager to take two weeks
vacation, from October 18 through November 8, 1979, following the ICMA Conference in Phoe-
nix, Arizona. Seconded by Commissioner Keith and carried.
Letter submitted from the City Attorney, stating that he had been notified that
he would be called as a witness in the case Sands v. City of Sanford, and recommended the
appointment of another attorney to defend the City in this case.
Commissioner Morris moved to appoint William Hutchison to represent the City in
said case. Seconded by Commissioner Keith and carried.
Commissioner Fart reported he had received a check in the amount of $850.00,
from the Ail Souls Catholic Church, to reimbur~-e the City for material cOst to replace
portions of the sidewalk around the Catholic Church.
Commissioner Keith moved to authorize the City Manager to discuss with the Atlan-
tic National Bank of Seminole, consideration of releasing the four parking stalls, on Park

The City Manager was authorized to report, at meeting of October 8, on a request
to remove the no left turn restriction at the Park Avenue and First Street intersection,
and to notify the downtown merchants of same.
The City Manager reported receipt of a permit from the Corps of Engineers, to
dredge in the corner of Lake Monroe, west of Memorial Park.
There being no further business, the meeting was adjourned.
