The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on July 14, 1980.

The meeting was called to order by the Chairman.
Request submitted from the New Bethel Missionary Baptist Church, 618 East 10th
Street, for additional time for required paving as shown on the site plan, and to be granted
a Certificate of Occupancy at the present time. Commissioner Keith moved to waive the pav-
ing requirement for one year and authorize the issuance of a Certificate of Occupancy.
Seconded by Commissioner Stenstrom and carried.

Commissioner Morris moved to authorize same. Seconded by Commissioner Stenstrom and carried.
Consideration next given to grant applications for 18 additional handicap sidewalk
ramps in the downtown area. Commissioner Morris moved to authorize the Mayor to execute
Resolution No. 1278 and application for said grant. Seconded by Commissioner Keith and car-
tied. Resolution No. 1278 being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA,
AUTHORIZING AND DIRECTING THE MAYOR
OF THE CITY TO SIGN AN AGREEMENT WITH
THE STATE OF FLORIDA DEPARTMENT OF
COMMUNITY AFFAIRS UNDER THE FLORIDA
FINANCIAL ASSISTANCE FOR COMMUNITY
SERVICES ACT.
IT IS HEREBY RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SANFORD, FLORIDA, AS FOLLOWS:
1.
That
the
Mayor is hereby authorized and directed
to sign in the name and on behalf of the City Commission of
the City of Sanford, Florida, an Agreement between the Florida
Department of Community Affairs and the City of Sanford, Florida,
under the Florida Financial Assistance for Community Services
Act, as per copy attached hereto and made a part hereof.
2. That all funds necessary to meet the contract
obligations of the City of Sanford, Florida, with the Depart-
ment have been appropriated and said funds are unexpended and
unencumbered and are available for payment as prescribed in
the contract. The City shall be responsible for the funds
for the local share notwithstanding the fact that all or part
of the local share is to be met or contributed by other source,
i.e., contributions, other agencies or organization funds.

On motion of Commissioner Stenstrom, seconded by Commissioner Morris and carried,
minutes of June 23, 24 and 25, 1980, were approved,
On motion of Commissioner Stenstrom, seconded by Commissioner Keith and carried,
vouchers for the month of June, 1980 were approved as follows:

On recommendation of the City Manager, Commissioner Stenstrom moved to authorize
a 60 day time extension for Condemnation Report No. 80-947, Group 57, 800 Elm Avenue and
Condemnation Report No. 79-899, Group 53, 814 Elm Avenue, Mrs. Margeurite Sheehan, owner.
Seconded by Commissioner Keith and carried over dissenting vote of Commissioner Fart.
On recommendation of the City Manager, Commissioner Fart moved to authorize a
public hearing to be held July 28, 1980, to consider~updating and amending the flood cri-
teria ordinance for federal flood insurance.. Seconded by Commissioner Morris and carried.
The City Manager reported that the Sanford Airport Authority has submitted their
FY 80-81 budget to be included in the City's public hearings. Commissioner Morris moved
to authorize a public hearing to be held July 28, 1980, to consider the 1980-81 budget and
Capital Program. Seconded by Commissioner Stenstrom and carried.
Commissioner Morris moved to authorize a salary reclassification for Glenda Jack-
son, from Typist II E to F, $8,306.68 annual. Seconded by Commissioner Fart and carried.
The City Manager reported that the Jaycees have completed the address renumbering
in Dreamwold, and that the City will contact the six residences where the owners either
were not home, or had refused to consider renumbering.

City Manager stated that ~his piecemeal type connection does not comply with the regional
concept of prOviding utility service to the City of Lake Mary and recommended to deny the
request. The Commission authorized a meeting with Lake Mary officials at an informal work-
shop session to discuss present and future problems in the development of a regional utility
system.
Mrs. Carol Cammarasana, 320 Oak Avenue, was present to support a request for a
time extension on Condemnation Report No. 77-814, Group 47, 320 Oak Avenue. She stated
that the house has been in litigation for the past nine months, and expects the litigation
will be resolved by July 15, 1980. The City Manager recommended to deny the request. Com-
missioner Morris moved to table consideration of the request until July 28, 1980. Seconded
by Commissioner Stenstrom and carried.
Mrs. Janet S. Jacobson, representing Java W. Jones, Owner-operator of the'Village
Super Flea Market, 1500 French Avenue, appeared to support a request to place a recreational
vehicle, camper or trailer in the Flea Market, to be used as a temporary office/shelter for
a night watchman. She stated the Flea Market had been vandalized three times in the past
two weeks, and they needed night-time security personnel. C.ummissioner Morris moved to auth-
orize the City Manager to handle the request as a temporary office fOr security purposes.
Seconded by Commissioner Stenstrom and carried.
Commissioner Fart moved to authorize the City Manager to be on vacation July 19
through August 2, 1980. Seconded by Commissioner Stenstrom and carried.
The Mayor stated he will be out of town July 21 through August 4, 1980, and ap-
pointed Commissioner Stenstrom Acting Mayor during that period.
Memo submitted from the Building Official, stating the need to fill the unexpired
term of Mr. E. C. Harper, Sr., on the Board of Adjustment and Appeals. Commissioner Morris
moved to table consideration of same. Seconded by Commissioner Keith and carried.
Several residents of 13th Street in the Goldsboro Area were present to ask the
Commission to do something about people loitering, swearing, drinking, throwing rocks, and
making loud noise in the streets and parking lot and generally being a nuisance in the area
of their homes and businesses.
Another resident in the area appeared and stated that the alley between the Golds-
boro Bar and Snorkey's Market is sometimes blocked because of parked cars, and that he would
like the alley kept open.
Commissioner Morris moved to appoint the City Attorney as the Special City Prose-
cutor for local ordinances, to prosecute persons arrested by the Sanford Police Department
for these misdemeanors. Seconded by Commissioner Fart and carried.
Commissioner Stenstrom moved to authorize the City Attorney to prepare the proper
ordinance to set up the Code Enforcement Board. Seconded by Commissioner Keith and carried.
Mr. Bart Gallagher appeared to express his appreciation to the Commission for their

The Mayor announced that the Commission would meet at 7:00 o'clock P. M. on July
15, 1980, to discuss information from a 4:00 o'clock P. M. meeting to be held July 15, 1980,
regarding discrimination charges.
