The City g°mmission of the City of Sanford, Florida, met in Regular Session in the
City Hail in the City of Sanford, Florida, at 7:00 O'clock P. M. on May 26, 1981.
Present:

The meeting was called to order by the Chairman.
Commissioner Farr mo~ed to remove from table, a public hearing to consider rezoning
Lots 12 through 16, Block 13, Dreamwold 3rd Section, from SR-1 to RMOI District, tabled
at meeting of May 11, 1981. Seconded by Commissioner Smith and carried.
Letter submitted from Kevin Sullivan, one of the owners of the property, requesting
to ta.b%e the public hearing until the next meeting.
Co~m~issioner Keith moved to table same until June 8, 1981. Seconded by commissioner
Smith and carried.
Dr. William H~i Runge appeared to support a request for a variance to build a carport,
attached to the rear of an existing office building, at 2105 Park Avenue. The City Clerk
submitte~ a copy of the MinuSes of the May 15, 1981. meeting of the Board of Adjustment,
which stated in part:
"...the Board of Adjustment could not act on the matter because
it was a self-imposed~handicap :and only the City Commission can
make a determination."
The City Manager reported that the right ~o grant variances rests only with the Board
o~ Adjustment, and appeals from that board must be taken within 20 days to a court of
competent jurisdiction.
C~issioner Smith moved to refer the request back to the Board of Adjustment and
request them to act on the request. Seconded by ~ommissioner Yancey and carried.
Lawana Kish, Realtor, 104 Highland Court, Sanford, appeared to support a request to
continue a non-confOrming use as a restaurant in an RC-1 zone at 2101 French Avenue
(formerly Guy's Bar B Que), described as follows:
Lots 16, 17, 18 and !9,(Less:the West 8 feet of
each), Block 1, Highland Park, Plat Book 4, Page
28, Public Records of Seminole County, Florida.
She stated Stasis Margeolas wants to open a new ~estaurant to serve food and non-
alcoholic beverages only; and further that he has made approximately $3,000.00 of improve-
ments to bring the property up to code.
The City Clerk reported .~hat the prior non-conforming use has been out of business
more than six months.
Commissioner K~lth moved to authorize the property.to continue to bee:used as a restaur

Amendments to the Standard Building Code~ 1980 & 1981 ReviSion to the
1979 Edition.
Recommend adoption.
Ameddments to the Standard Plumbing Code: 1980 & 1981 Revisions to the
1979 Edition
RecoLm~end adoption with the.following exceptions:
Chapter IV, General Regulations - 407.4 to be deleted in it!s entirety.
Chapter XII-1210.1 (b) Change "Tgpe M" to "Type L, with no fittings under
slab except where silver solder is used".

Recommend adoption.
5. National Electric. Code~ 1981, with Notice G

6. Standard Mechanical Code~ 1979 Edition
Recommend the following amendment: Sec. 608 (g) (3) Replace "Schedule 40
PVC" with "ASTM 27-29".
7. Amendments to the Standard Housing Code, 1980 & 1981 Revisions to the 1979
Edition
Recommend adoption.
Commissioner Farr moved to accept the recoLmtendations and authorize the City Attorney to
prepare the proper ordinances to adopt same. Seconded by Commissioner Yancey and carried.
Commissioner Yancey moved to remove from table, consideration of increasing the
occupational license fees, tabled at meeting of May 11, 1981. Seconded by Commissioner
Keith and carried.
The City Clerk submitted a revised occupational license fee schedule, including a 50%
increase, with net estimated annual revenue increase in amount ofi'$28,700.00.
Commissioner Fart moved to authorize the City Attorney to prepare the proper ordinance
to adopt same. Seconded by Co~missioner Reith:and carried.
Recommendations dated May 22, 1981 submitted from the Planning and Zoning Commission
as follows:

Recommend approval to rezone from SR-1 to MR-l, the property located
southwest of Groveview Village on Lake Mary Boulevard. This will be
platted as an addition to the present Groveview Village Subdivision.
Recommend a Public Hearing be set by the Planning & Zoning Commission to
consider rezoning from MR-1 to RMOI, that portion of Park Ave. from the

Commissioner Yancey moved to approve a recommendation from t~e Planning & Zoning
Commission for them to hold a public hearing in accordance with their recommendation for
item (2). Seconded by Commissioner Smith and carried.

addition to his ordinary duties on the Board of Adjustment and
Appeals, has involved a tremendous amount of ~is time and effort,
all of which has contributed to the growth and development of the
City of Sanford, Florida,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA, that the City Commission of the
City of Sanford, Florida, hereby acknowledges and commends MERLE
W. WARNER and hereby ~xpresses its sincere gratitude and apprecia-
tion for his devoted and unselfish service to the citizens of
the City of Sanford, Florida.
BE IT FURTHER RESOLVED that the original of this
Resolution be presented to MERLE W. WARNER, and that a copy of

On recommendation of the City Manager, Commissioner Farr moved to approve proposed
renovation work at the Sanford Library building, as described in letter from Roger D.
Neiswender dated May 6, 1981. Seconded by Commissioner Smith and carried.
Commissioner Farr moved to authorize the City Manager to contact a local Realtor to ~.-
establish the current market value of the library building, prior to improvements.

to accept cash payment in lieu of open space, for the development of property lying south

Request submitted from Julian Stenstrom to request the Department of Transportation
to place a sign on I-4 just north of the St. Johns River and one just south of Lake Mary
Boulevard, to read~"Sanford~~ next..three exits." Commissioner~Farr moved to request the
Department of ~ansportation to install same. SeConded by Commissioner yanmey and carrie

services rendered during the month of ~April, 1981. ~ommissioner Yancey moved to authori

On recortanendation of the City Manager, Commissioner Fart moved to authorize Kappa
Alpha PSI to use the Civic Center on May 22, 19'81, with alcoholic beverages, for a
Black and White Ball, after payment Of'the proPer fee.' ~conded by Commissioner Smith
and carried.
The City Attorney reported that.depositions of property owners are the next items
in the Downtown Improvement Suit, and further.,, that one of the complainants has with-
drawn from the case.
The Commission authorized to discuss the 1981 Affirmative Action Plan at the meeting
of June 8, 1981.
Letter of conmtendation for the Fire Department submitted from Mrs. C. M. Jaye, CPM,

Letter dated May 26, 1981 submitted from Lewis B. Cox, Executive Director, The
Housing Authority of the City of Sanford, Florida, stating that terms of board members
Edward Blacksheare and D. C. McCoy expired May 20, 1981, and that they are willing to
serve if re-appointed. The Commission authorized t~ discuss same at the meeting of June
8, 1981.
The City Manager reported that the Florida Department of Environmental Regulation
had denied a request for Sanford to utilize the 8 m.g.d. ~asteload allocation that
Sanford previously held, and that they would be making a two month study soon of all
wasteload allocations in this area of the St. Johns Rivem~: The Commission authorized
the City Manager to contact Sanford's state representatives for assistande.
Letter of resignation from the Insurance Advisory Board submitted from Anthony J.
Russi. The Co~mission authorized to accept same with regrets.
