The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on Ju~e 8, 1981.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in!the Evening Herald
on May 19 and 29, 1981, as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on June 8, 1981, to consider changes and amendments
to the Zoning Ordinance of the City of Sanford, Florida, as follows:
A portion of that certain property lying north of and abut~
ting Lake Mary Boulevard and between Sir Lawrence Drive and
Art Lane is proposed to be rezoned from SR-1 (Single-Family
Residential Dwelling) District to MR-1 (Multiple-Family ReSi-
dential Dwelling) District. Said property being more particu-

Commissioner Smith moved to remove from table, a public hearing to consider rezon-
lng a portion of the property between 24th Place and 25th Street and between Maple Avenue
and Holly Avenue from SR-1 to RMOI District. Seconded by Commissioner Yancey and carried.
Said property described as follows:
Lots 12 through 16, Block 13, Dreamwold 3rd Section, Plat Book
4, page 70, Public Records of Seminole County, Florida.
The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning.
The Mayor stated that the A. R. Kellys, 701 West 24th Place, are opposed to the
proposed rezoning.
Kevin Sullivan, 1999 Lake Emma Road, Longwood, appeared to support the rezoning
for planned construction of multi-family homes on the property, and stated.thatfLots 12 and
14 already have duplexes on them.
On z~commendatiOn of the Planning and Zoning Commission, Commissioner Farr moved
to authorize the City Attorney to prepare the proper ordinance to rezone the property. Secon-
ded by Commissioner Smith. Motion failed to carry over dissenting votes of Mayor Moore, Com-
missioner Keith and Commissioner Yancey.
Petition submitted from Country Club Corporation for annexation of property at the
northeast, southeast and ~outhwest corners of the intersection of Country Club Road and Air-
port Boulevard, as follows:

Commissioner Keith moved to authorize the City Attorney to prepare the proper
ordinance to annex said property. Seconded by Commissioner Smith and carried.
Commissioner Yancey moved to remove from table, consideration of appointment ~of
two members to the Sanford Housing Authority Board of Directors. Seconded by Commissioner
Fart and carried.

it shall not be held to invalidate or &mpair the validity, force
or effect of any section of this ordinance.
SECTION 4: That all ordinances or parts of ordin-
ances in conflict herewith be and the same are hereby repealed.
SECTION 5: That this Ordinance shall become e~fec-

A copy shall be available at the Office of the City Clerk for all

Commissioner Smith moved on the passage and adoption of Ordinance No. 1558. Secon-
ded by Commissioner Yancey and carried.

Requests submitted for street Light installations as follows:
(1) across the street from 2626 Iroquois Avenue
(2) at least two lights on Lake Avenue, between 20th Street
and 22nd Street.
The City Manager reported that these lights are needed, and that additional lights are needed
as follows:
Cedar Avenue, half-way between 18th Street and 20th Street
Holly Avenue, half-way between 18th Street and 20th Street
Maple Avenue, half-way between 18th Street and 20th Street
Cedar Avenue, half-way between 20th Street and 22nd Street
Holly Avenue, half-waY between 20th Street and 22nd Street

On recommendation of the City Manager, Commissioner Yancey moved to authorize installation
of the nine street lights. Seconded by Commissioner Smith and carried.
The City Manager reported that the State of Florida Department of Transportation
has requested the City to pay one-half of the annual maint.enance cost for two'~additionaI ' '
proposed RailroadiliCr0ssingprotective Devices, making a total of six crossings to date.
The City Manager recommended the city not participate. Commissioner Keith moved to table
indefinitely the consideration of same. Seconded by Commissioner Yancey and carried.
The City Manager submitted a letter from Terry Goembel, Assistant Property Apprai-
ser, Seminole County, setting forth.preliminary tentative 1981. taxable value for Sanford
in amount of $205,487,458.
The Mayor stated that the Commission will receive a budget request from the Police
Chief for four additional patrolmen to replace those moved from vehicle patrol to foot pa-
trol.
The City Manager reputed that Mr. John Sauls, Realtor,~will appraise the library
property leased to the County and submit a written report with supporting information, for
fee in amount of $300.00. Commissioner Keith moved to authorize same, Seconded by. Commis-
sioner Yancey and carried over dissenting vote of Commissioner Smith. Said property describe¢
as follows:

E. R. Trafford's map of Sanford, as recorded
in Plat Book "B", Page 111, of the Public
Records of Orange County (of which the County
of Seminole was formerly a part), and run thence
north along the west line of Palmetto Avenue
140 feet, thence west 80 feet to the point of
beginning of the tract or parcel of land hereby
conveyed; thence continue west 55 feet, thence

The City Manager reported that the City Attorney had submitted a statement in
amount of $1,101.00.from Donald' W. McIntosh Associates for a survey of the itwo parcels of
property required to expand the sewer treatment plant. Commissioner Fart moved to authorize
payment of same and transfer in amount of $1,101.00 from Utility Reserve for Renewal and
Replacement. Seconded by Commissioner Smith and carried.
Statement submitted from the East Central Florida Regional Planning Council for
payment of 1981/82 annual dues in amount of $2,086.00. Commissioner Fart moved to autho-
rize payment of same, from the 1981-82 budget. Seconded by Commissioner Keith and carried.
The City Manager submitted quotes for paving the east end of Cornwall Road, at
the Harcar plant, as follows:

Base Paving $5,250.00
On recommendation of the CitY Manager, Commissioner Yancey moved to accept iow quote':f~om
United Paving in amount of $4,650.00. Seconded by Commissioner Smith and carried.
Letter submitted from Leland Jackson, 715 Briarcliffe, complaining abouti:the opera-
tion of the landfill off Lake Mary Boulevard. The City Manager reported that he had denied
Mr. Jackson permission to scavenge for wood in the city sanitary landfill off Lake Mary Boule-
vard, and/or authorization for a photographer to take pictures of the dumping area and to
take soil sampies.
On reCommendation of the City Manager, Commissioner Keith moved to adopt Resolution
No. 1305. Seconded by Commissioner Fart and carried. Said resolution being in words and
figures as follows:
RESOLUTION NO. 1305
A resolution of the City of Sanford, Florida authorizing and directing
the City Manager of the City of Sanford to make application for Federal
Assistance under PUBLIC LAW 92-500 CONSTRUCTION GRANTS PROGRAM.
WHEREAS, the City of Sanford, Florida proposes to participate in the
planning, design and specification of sanitary sewer rehabilitation and
repair and rehabilitation measures for the abatement of infiltration and
inflow in the 201 planning area;

NOW, THEREFORE, BE IT RESOLVED by the City of Sanford, Florida:

That Warren E. Knowles, City Manager, be and is hereby
authorized to execute and file an application on behalf
of the City of Sanford with the Florida Department of
Environmental Regulation and the U.S. Environmental
Protection Agency for assistance under Public Law 92-500
for the planning, design, specification and rehabilitation
and repair of sanitary sewer rehabilitation and repair
measures for the abatement of infiltration and inflow.
That Warren E. Knowles, City Manager, be and is hereby
authorized and directed to furnish such information as
the Florida Department of Environmental Regulation and
the U.S. Envirorm~ental Protection Agency may reasonabl~ii~
request in connection with the application hereinbefore
authorized to be filed.

Consideration next given to Wrecker Service Regulations and Standards, prepared by
the pOlice Department.

Service Regulations and Standards and refer same back to the Police Department to be re-

The next item of business was consideration of replacement of a 1949 Seagrave
Aerial (65 foot) Fire Truck, with a 1981 Ladder Towersilnc. 85 foot Ladder/Platform Fire
Truck. Memo submitted dated April 30, 1981 from the Fire Chief to the City Manager, stating
the need for this replacement. Memo submitted dated June 5, 1981, from the Assistant to
the City Manager that a model of said truck is being built, with many extras, for display
at the International Fire Chief's Association meeting in September, 1981, and this $320,000.0(
truck will be sold for $297,000.00
Commissioner Fart moved to accept the Fire Department's recommendation and autho-
rize purchase from Municipal Equipment Company, Orlando, Florida, of the 1981 LTI 85 foot
Ladder/Platform Fire Truck in amount of $297,000.00, to be financed over six years. Seconded
by Commissioner Smith and carried. ~,

water Management and Grants, State of Florida, Department of Environmental Regulation, stat-
ing-that Sanford's wasteload allocation has been made obsolete by changes in State water
quality regulations and.the technology of analyzing lake eutrophication. Also, that Sanford's
request for a 8 mgd wasteload allocation must wait for the results of the Department of En-
vironmental Regulation's survey in May and June, 1981, of the Lake Monroe Area.
The City Manager submitted a letter from Thomas F. Rucker, exerciSing his option
to purchase property described as follows:

The City Manager reported that pursuant to the City's request to the Department
of Transportation to change existing signs on I-4 from Sanford next two exits to Sanford next
three exits, a letter has been received from the Florida Department of Transportation stating
that no changes will be made until the City of Lake Mary endorses the use of that portion
of Lake Mary Boulevard which passes through their jurisdictional boundaries.

The City Manager submitted a request from Tommy Ball for a water connection on
the west side of Airport Boulevard, south of West First Street, where there lis an existing
10 inch line at the property line. The City Manager reported that the property is outside
the City, and does not abut the City 'limits. Commissioner Fart moved to deny the request.
Seconded by Commissioner Smith and carried. '
The City Manager submitted, a comparative table of Seminole County cities showing
taxable values and losses due to exemptions.
Com~ssioner Smith r,eported he had received a request by school officials for a
police officer at schools in the mornings to control traffic, and in the aft!ernoons at San-
ford Middle School to prevent loitering of people not attending the school.
The City Attorney reported he has received a copy of the analysis of the drums of
chemicals of the City Chemicals Industries, Inc. storage site west of Airport Boulevard,
showing contents of heavy metals, toxic waste and cyanide. He stated that at 9:00 A. M.

on July 16, 1981, Judge Leffler will consider all pending motions on the case.
The City Attorney reported that takeing of depositions is set for July 17, 1981,
in the case Speer vs. City of Sanford, regarding D~nt~n Development.
The City Manager reported he will have the budget completed and copies to the
Co~ission to begin workshops the last week in Jume.
There being no further business, the meeting was adjourned.
