MINUTES
City Commission, Sanford, Florida .
June 23 at 4:00 P. M ..... 1981
The City Commission of the City of Sanford, Florida, met in Special Session in the
City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at 4:00
o'clock P. M. on June 23, 1981.
Present: Mayor-Commissioner Lee P. Moore
Commissioner Milton E. Smith
Commissioner Edward A. Yancey
Commissioner David~T~ Fart
City.Attorney William L. Colbert
City Manger W. E. Knowles
City Clerk H. N. Tatum, Jr.
Absent: City Commissioner Edd~ie O. Keith
The meeting was called to order by the Chairman.
The first item of business was discussion of a request submitted by the Police
Department at meeting of June 22, 1981, to consider revocation of Occupational License No.
1667, issued to William Lipthrott, owner-operator of American Auto Sales, 2615 South Orlando
Drive, Sanford, Florida.
The City Attorney reported that he had reviewed the Status of the occupational
license, Attorney General's Opinions, talked to PoliCe Department officers involved, talked
to the Building Official, and stated that since no charges are pending at this time against
the owner of the business, he could see no valid basis to proceed with a public hearing to
revoke the license.
Detective Tony Brooks appeared and stated that the marijuana plants were being
grown in a business open:to the public; that the building is in the path of~children going
to and from elementary school.
The City Attorney stated that if city codes were violated, the Code Enforcement
Board would have jurisdiction to investigate the matter.
The Commission authorized to refer the matter to the Code Enforcement Board.
Commissioner Fart moved to appoint Attorney Bill Hutchison as SpeCial Prosecutor
for the Code Enforcement Board. Seconded by Commissioner Smith and carried.
The City Manager reported that six police cars and one fire car are budgeted to
be replaced during the 1981-82 budget, but that if the cars are ordered now, paid for after.
October 1, 1981, the City will save approximately $3,500.00. The Commissi:~n!~i.app~!~dsame.
The Commission authorized to meet June 30, July 1 and 2, 1981 at 4:00 P. M. to
consider the 1981-82 budget as presented by the City Manager.
On recommendation of the City Manager, Commissioner Fart moved to authorize an
advertisement for bids for materials for a 12.~i~imch water main on Airport Boulevard, from 25th
Street to Hidden Lake Subdivision. Seconded by Commissioner .Yancey and carried.
There being no further business, the meeting was adjourned.
